LEGISLATIVE UPDATE

The Understated Importance of Semiconductors;

Urge Congress to Pass the CHIPS for America Act

Our President Laura Manion recently visited Vishay Intertechnology Inc. located in Malvern to learn more about their semiconductor and passive components manufacturing Laura joined US Secretary of Commerce Gina Raimondo and Congresswoman Chrissy Houlahan (PA-06), as well as our Chester County commissioners and state representatives. The purpose of this tour was to learn more about Vishay's work and the importance of increased semiconductor manufacturing in the United States.

While the CHIPS (Creating Helpful Incentives to Produce Semiconductors) for America Act was passed in January of 2021, the two houses of Congress have yet to agree on the terms of a bill which would appropriate resources for the various programs included. US Commerce Secretary Gina Raimondo urged Congress to pass the CHIPS for America Act, saying “It is a huge national security issue and we need to move to making chips in America.”

The broad goal of the CHIPS Act is to increase American competitiveness by subsidizing new investment in domestic semiconductor manufacturing capacity. US semiconductor manufacturing capacity stands at 12% of global capacity, but compared to the share in 1990, the United States’ market share has dropped tremendously, when it stood at a 37% market share. The CHIPS for America Act would provide $52 billion in federal funding to support investment in semiconductor manufacturing capacity. The main funding mechanisms for this bill are tax credits for companies who meet certain criteria or direct spending on R&D by some government agencies.

Laura was quoted in the Daily Local as saying "It was great to be with Madam Secretary Romando, Congresswoman Houlahan, and many other Chester County leaders at Vishay Intertechnology to learn more about the company’s manufacturing of semiconductors and passive components, which support numerous industries, including automotive, military and aerospace, industrial, medical, and more. The Chester County Chamber of Business and Industry strongly encourages Congress to pass the broadly supported Bipartisan Innovation Act to fund the CHIPS and FABS Acts. Semiconductors are essential to nearly every sector of the economy and incentivizing increased domestic manufacturing capacity is critical to strengthening the workforce, national security and our long-term global competitiveness.”

Founded by a passionate group of neighbors and volunteers in Malvern in 1994, Home of the Sparrow’s mission is to partner with women facing homelessness and insecurity, and to help them achieve long term stability and chart new paths for their futures. What began with one home in Paoli grew to become an organization with a presence across the county, growing and innovating to help single women and mothers in danger of losing their homes.

Fueled by the generosity of donors across our county, Home of the Sparrow provides supportive housing services to women who are experiencing homelessness, or in danger of losing their homes. They also help to educate women in need with training in financial literacy as a way to gain long term self sufficiency. Home of the Sparrow provides access to a long term safety net, access to critical resources, and the necessary support to get women and mothers back on their feet.

Just last year, Home of the Sparrow helped 1,087 women and children get back on their feet. Through six programs which include eviction prevention, supportive housing, pre-senior bridge housing, shared housing, women’s re-entry assessment program, and graduate outreach, they significantly reduced homelessness in Chester County.

Michelle Venema, the CEO of Home of the Sparrow, has said that it is her ultimate goal to end homelessness for women and children in Chester County. Michelle is a valued member of the Chester County Chamber's Board and we are honored to work with such an incredible organization.

Thank you to Home of the Sparrow and all of their staff, board members, donors, and volunteers for the great work that they do in our community!
