Resolution Extends Health Center Funding Through November 21
The Continuing Appropriations Act, 2020, and Health Extenders Act of 2019 (H.R. 4378 (116)) has passed the House and Senate and has been signed by the President. The Continuing Resolution (CR) is a two month spending bill that provides a two-month extension of funding for the Community Health Center Fund, National Health Service Corps, and Teaching Health Center Graduate Medical Education Program. Update: NYS DSRIP Waiver Proposal
On September 17th, the Department of Health (DOH) released its
proposal
to extend New York’s Delivery System Reform Incentive Payment (DSRIP) waiver, seeking an additional $8 billion in federal funding spanning from April 1, 2020 through March 31, 2024. The proposal is open for public comment. A public comment day will be held on October 25, 2019 at Baruch College, 55 Lexington Ave (Corner of 24th Street & Lexington Ave), Room 14–220 (14th Floor), New York, NY 10010 from 11:00am – 2:00pm. Any updates related to the forum will be sent via DOH’s MRT Listserv. Any written public comment may be submitted through November 4, 2019 to

with "1115 Public Forum Comment" in the subject line.
CMS Releases Updates for FQHC Emergency Preparedness Requirements
On September 26, 2019, the Centers for Medicare & Medicaid Services (CMS) released the
Omnibus Burden Reduction (Conditions of Participation) Final Rule
, which removes Medicare regulations identified as unnecessary, obsolete, or excessively burdensome on healthcare providers to reduce inefficiencies. The final rule would reduce burden for federally-qualified health centers (FQHCs) as CMS participating suppliers in the following ways:
Emergency Preparedness:
- Emergency program: CMS decreased the requirements for facilities to conduct an annual review of their emergency program to a biennial review.
- Emergency plan: CMS eliminated the requirement that the emergency plan include documentation of efforts to contact local, tribal, regional, State, and federal emergency preparedness officials and a facility’s participation in collaborative and cooperative planning efforts;
- Training: Decreased the training requirement from annually to every two years.
- Testing: Decreased the requirement for facilities to conduct two testing exercises to one testing exercise annually.

Grant Opportunity- Primary Care Service Corps Loan Repayment Program (Round 4)
The New York State Department of Health is issuing this Funding Opportunity under the Primary Care Service Corps (PCSC) Loan Repayment Program, which arose out of the workforce recommendations of the state’s Medicaid Redesign Team and is modeled after the National Health Service Corps. As set forth in Public Health Law (PHL) §§ 923 and 924, PCSC is a service-obligated loan repayment program that is designed to increase the supply of certain clinicians in underserved areas.

These one-day UDS training sessions are directed at fiscal staff, including new fiscal directors; clinical staff responsible for clinical measure reporting (e.g. QI Directors, Clinical Site Directors and Medical Directors); and senior staff of new FQHCs. Those interested in attending may select either the Rochester or NYC session.

October is Cybersecurity Awareness Month!
Held every October, National Cybersecurity Awareness Month (NCSAM) is a collaborative effort between government and industry to raise awareness about the importance of cybersecurity and to ensure that all Americans have the resources they need to be safer and more secure online.

Join the Safety Program for Improving Antibiotic Use
Agency for Healthcare research and Quality (AHRQ) is currently recruiting health centers for its Safety Program for Improving Antibiotic Use. The program is free and would satisfy the new Joint Commission ambulatory requirements. This year-long program consists of presentations about best-practice in prescribing (or more often not prescribing) antibiotics for common outpatient syndromes. The presentations are delivered in several ways to facilitate uptake by busy outpatient clinicians—webinars that are recorded, audio-presentations, and written materials. Participants are asked to engage with the learning materials as well as with colleagues in the clinic to push the practice overall towards improved antibiotic use. We are also offering CME and quality improvement MOC points for participation. You can find more information about the program

New York State Association for Rural Health Holds Conference in Niagara Falls
CHCANYS staff attended the New York State Association for Rural Health (NYSARH) conference in Niagara Falls on September 26
th
. Sessions included strategies for community-based providers to partner and contract, innovative approaches to address the opioid epidemic, and unique ways to recruit and retain workforce in rural communities. Dr. Robert Dweck, Family Medicine Physician with Hudson River HealthCare, was awarded the Dr. Gary Ogden Rural Health Practitioner of the Year Award for his selfless dedication to his community and patients. Congratulations Dr. Dweck!
