Stay Informed: NYC Measles Outbreak
The New York City Department of Health and Mental Hygiene (DOHMH) recently released a
health advisory
related to the current measles outbreak which now totals almost 400. Nationwide, cases top 700, with more than 500 of those cases in people who
have not been vaccinated, according to the Centers for Disease Control and Prevention.
While most of the New York City cases have been in the Orthodox Jewish communities of Williamsburg, a small number have occurred outside of this area. DOHMH’s advisory includes recommendations about vaccinations and proof of immunity, and provides specific guidance for individuals residing in the four zip codes in Williamsburg impacted by the
Order of the Commissioner

DOH DAL Letter
New York State Department of Health (NYS DOH) released a Dear Administrator Letter (DAL) on April 18, 2019, with reminders to healthcare facilities about their responsibilities in regards to staff vaccinations, recommendations on appropriate policies, and additional measles resources. Community health centers are encouraged to conduct outreach and education with patients and visitors about the availability and importance of measles vaccination. Health centers are also encouraged to expand immunization services to the broader community.

Washington Judge Grants Preliminary Injunction Against Title X Rule Changes
US District Judge Stanley A. Bastian has granted a preliminary injunction enjoining the implementation of the Trump Administration’s changes to the Title X Family Planning Program. The rule, which would have severely limited the patient-provider relationship, will no longer go into effect on May 3, 2019 as originally planned. Please join CHCANYS and NYS Council for Community Behavioral Healthcare at regional meetings for community health centers and behavioral health providers. These meetings are part of a series of regional meetings that CHCANYS and NYS Council, with the support of the Delta Center for a Thriving Safety Net and RCHN Community Health Foundation, will be convening over the next two years to bring together community health centers and behavioral health providers to advance integrated care and support participation in value based payment arrangements. NYSHealth Funding Opportunity: Growing OpenNotes Across New York State
The New York State Health Foundation (NYSHealth) has launched a Request for Proposals (RFP) to support federally qualified health centers (FQHCs) and other health care settings across New York State in adopting or spreading OpenNotes. This RFP is open to FQHCs and other non-hospital health care settings in New York State. Awards of up to $100,000 will be granted per organization. OpenNotes is a national effort to give patients access to the visit notes written by their doctors, nurses, or other clinicians. Established in 2010, OpenNotes creates partnerships toward better health and health care by giving everyone on the medical team, including the patient, access to the same information. When patients have access to their own visit notes written by health care providers, they better remember what was discussed during the visit; feel more in control of their care; are more likely to take medications as prescribed; and can share notes with their caregivers. Presenters from CHCANYS, Abbott, The Chautauqua Center, and Urban Health Plan delivered a 90-minute informational webinar on point-of-care testing (POCT) for hemoglobin A1c on April 24

Medicaid EHR Incentive Program - Case management support for CHCANYS members
This summer New York State Department of Health will begin accepting 2018 Meaningful Use attestations for the Medicaid EHR Incentive Program. In preparation for this, they are offering case management services to CHCANYS members to help alleviate some of the obstacles encountered during the attestation process.
Their case management services include:
- Eligibility determination, i.e. how many remaining program years the provider could still participate
- Pre-validation and analysis of Medicaid patient volume
- Verification of program credentials, such as eMedNY enrollment and payee affiliations
- One-on-one support and direct contact for the attestation process
Please note that case management is being exclusively offered to certain professional associations, such as CHCANYS. Providers must complete the attached
Case Management Roster form
and email it to
[email protected]
with the subject line: “Case Management Roster.” The form must be submitted by June 15, 2019.
HRSA Updates Site Visit Protocol for 2019- Now in Effect
The new Site Visit Protocol (SVP) is in effect for site visits occurring after Thursday, April 18
th
. Changes were made in response to feedback from stakeholders, including health centers, strategic partners, site visit team reviewers, and HRSA staff. No changes were made to the Compliance Manual or to Health Center Program requirements. A

HRSA Issues Program Assistance Letter with 2019-2020 Requirements for FTCA Coverage
Program Assistance Letter (PAL) 2019-02
describes the process for Health Center Program grantees to submit applications for Federal Tort Claims Act (FTCA) initial deeming and redeeming. The redeeming application period (for coverage for CY 2020) begins on Friday, May 17, and ends at 11:59 p.m. ET on Monday, July 1. Initial deeming applications are accepted year-round. See the
