June is Pride Month – and we want you to show us your pride! If your health center is hosting any Pride Month events, please email  Hannah Woodman , our Advocacy & Outreach Manager, with the details. 

 

This June is particularly meaningful not only because it is the  50th Anniversary of the Stonewall Uprising , but also  WorldPride 2019 is taking place in New York City. And Governor Cuomo recently announced the opening of the State’s LGBTQ Pride Month exhibit entitled  "Equality Will Never Be Silent,"  which celebrates the New York State LGBTQ community and recognizes the meaningful political, cultural and artistic impacts of 16 LGBTQ New Yorkers. 

The exhibit is located in the Governor's Reception Room on the second floor of the New York State Capitol in Albany and will run through the summer. More information on the exhibit can be found  here .

NYS Latino Gay / Bi Men’s Summit 

The Latino Commission on AIDS is coordinating the second NYS Latino Gay / Bi Men’s Summit on June 19, 2oo and 21 in Albany. For information and to sign up, click here.

Ryan Health Equality: Stonewall 50

In honor of Pride month Ryan Health announced Ryan Health Equality: Stonewall 50 , a campaign to promote health equity for LGBTQ communities of color. The effort builds on Ryan Health’s history of cultivating community through enriching, enlightening, and empowering events to end the HIV/AIDS epidemic.

As part of the campaign, Ryan Health will conduct community health events including HIV screenings and educational activities all month long! 

Measles Latest

The worst measles outbreak in the U.S. since 1992, and since measles was declared eliminated in 2000, continues. According to the CDC, from January 1 to June 6, 2019, 1,022 individual cases of measles have been confirmed in 28 states. This is an increase of 41 cases from the previous week. Submit Your Events Today! National Health Center Week: August 4-10, 2019

Each August, we recognize National Health Center Week (NHCW) in an effort to enhance the visibility of community, migrant, homeless, and public housing health centers and build support for the Health Center Program. We hope that you will consider hosting an event during National Health Center Week this summer and invite your elected officials, business partners, patients, and community members to participate. 

NACHC helps to link health centers with sponsors who may be willing to fund their events. NACHC also provides a limited number of $500 sponsorships for NHCW events. In order to be eligible for a potential sponsorship the event must fit the following criteria: 1) must be a community-wide event 2) social media must be used to promote the event and 3) elected officials must be invited. Health centers must submit their events to NACHC via the   NACHC NHCW website  by June 17 .

Each year, CHCANYS recognizes outstanding employees and health center partners who are working to ensure access to high quality health care for all. CHCANYS Submits Comments on the State’s Proposed Changes to the VBP Roadmap

The NYS Department of Health released its Annual Update to the State Value Based Payment Roadmap, available here . CHCANYS submitted comments indicating our concerns with the newly announced prohibition on FQHCs participating as lead contractors in VBP arrangements with downside risk (NYS Roadmap levels 2 and 3), and changes to how dollars for FQHC attributed patients are counted toward VBP targets. In addition to these comments, CHCANYS continues to engage in direct conversations with DOH to clarify the parameters of FQHC participation in VBP arrangements. CHCANYS Supports Assembly & Senate Bill Designating Funding to Community-Based Providers

Recently introduced Assembly bill A.7977 (Gottfried) and Senate bill S.6376 (Rivera) would add a requirement that 25% of the funds collected through the State’s health care transformation fund be designated for community-based health care providers, including FQHCs. The State health care transformation fund (not the health care  facility  transformation fund, which is capital funding) was created by the sale of Fidelis to Centene, and is a pool of money of about $2 billion. The funding could be used for a broad range of purposes, including operational activities. Read CHCANYS’ full memo of support for the bills here .

Launched in January, this five-part webinar series provides the latest information and insights on telehealth implementation. Presenters include Feldesman Tucker Leifer Fidell (FTLF) attorney Carrie Riley, the National Association of Community Health Centers (NACHC) Policy Team and staff from Finger Lakes Community Health, an innovator and national advocate for the adoption of telehealth in the health center setting. NYS Outreach & Enrollment Update: Policy & Advocacy Updates Session

Latest HRSA BPHC All-programs Webcast- Recording & Resources Now Available

On May 14, The Bureau of Primary Health Care (BPCH) hosted a webcast covering the latest updates on HRSA initiatives, including the SAC request for feedback, HIV, HEP, and SUDs resources, and the PCMH verification period, among other important topics. NILC Resource: FAQ on Presidential Memorandum Enforcing Sponsor Liability

Pr esident Trump released a Presidential Memorandum directing the Department of Health and Human Services and Department of Agriculture to issue new guidance and procedures to implement requirements of sponsors of lawful permanent residents (green card holders). The guidance reinforces the existing policy that sponsors agree to reimburse the government for the cost of many public benefits received by the green card holder, among other responsibilities. The National Immigration Law Center has prepared a   FAQ that breaks down the memo and explains the responsibilities of sponsors.

 

ECRI Institute release the Risk Management Manual for Health Centers

The Risk Management Manual for Health Centers has been designed to support a proactive approach to risk management at health centers and free clinics, and provides background, tips, and how-tos in a manageable format. Specific areas that are covered include: risk management program administration, credentialing and privileging, tracking systems, claims and lawsuits, communication with patients, providers, staff, and community partners, plus more. CHCANYS is Hiring: Navigator Program Supervisor and Bilingual Navigators in Ontario, Wayne, Yates Counties

CHCANYS is seeking to hire a Navigator Program Supervisor to manage and oversee Navigators in Upstate New York offering in-person enrollment assistance for affordable health coverage through the New York State of Health. Qualified candidates will have a minimum of five years of experience providing assistance to consumers and/or advocates on health insurance and health care access issues, two of which must have been in a leadership or supervisory role, among other qualifications. The position will be located in Albany or some other Upstate New York location, with frequent travel to Wayne, Yates, and Ontario counties. CHCANYS is seeking to hire three bilingual (Spanish/English) Navigators to provide in-person enrollment assistance to consumers and small businesses in Ontario, Wayne and Yates counties through the New York State of Health. Navigators must have a valid NYS driver’s license, be available for occasional evening and weekend hours and will travel to various community locations in each of the relevant counties to provide enrollment services. Minimum of one year related experience providing assistance to consumers and/or advocates on health insurance and health care access issues. To review the full position announcement and for instructions on how to apply, click here .
