City of Porterville Receives the California State Department Prop 68: Statewide Park Development and Community Revitalization Program Grant for $7,800,000
|
|
The City of Porterville received California State Department Prop 68: Statewide Park Development and Community Revitalization Program grant in the amount of $7.8 Million Dollars. The awarded application was written by California Consulting Project Manager Audra Lee in collaboration with the hard-working and dedicated City staff.
Fourth Street Community Park revitalization project property is a walking path and empty lot. At present, the walking trail has no destination. The project will complete the existing walking path, increase resident and community safety, add amenities, and become a community recreational opportunity.
The Fourth Street Community Park revitalization will significantly improve residential recreational opportunities, and add amenities the community desired including; a multi-use community center, multi-use gym, arts, and craft space, youth center, rock wall, racquetball/wallyball court, ADA accessible playground, splash pad, challenge course, public track, mini-pitch soccer arena, landscaping, outdoor exercise equipment, picnic shelter, pump track, and parking lot. Essential safety features such as security cameras will further encourage residents to use the space, increasing overall community and resident health and well-being.

City of Bell Gardens Receives the Measure A Grant for $893,000
|
|
Recently, the City of Bell Gardens received $893,000 for the Measure A Grant. Measure A provides the City of Los Angeles formula based annual allocations for capital improvement for community-based Park Investment Programs
California Consulting Senior Project Manager Karen Simpson partnered with the City's administration to develop a winning project and application.
The Marlowe Park Restoration Project will consist of many upgrades including but not limited to the installation of ADA compliant facilities, a new family picnic shelter, new restrooms, new playground, resurfacing of basketball courts, upgraded walking/ jogging paths, interpretive demonstration garden to raise awareness/ learning in environmental stewardship, LED lighting to improve security, irrigation to improve water conservation, and a Family Learning Center to improve technology access for lower-income families.
In November 2016, 75% of Los Angeles County (County) voters approved the Los Angeles County Safe, Clean Neighborhood Parks, and Beaches Measure (Measure A). Funding through the Measure A grant program will be generated in perpetuity through the collection of a parcel tax, with an estimated total annual funding of $96.8 million across the County.

Urban Greening Grant Program

California Natural Resources Agency: Urban Greening Grant Program
Deadline: March 28, 2022
Amount: No minimum or maximum. $47.5 million is available for the entire program.
Match: No
Eligibility: Cities, counties, special districts, nonprofit organizations, and JPAs.
Eligible urban greening projects will reduce GHG emissions, mitigate the effects of
extreme heat, and provide multiple additional benefits, including, but not limited to, a decrease in air and water pollution or a reduction in the consumption of natural resources and energy. Eligible projects will result in the conversion of an existing built environment into green space that uses natural and green infrastructure approaches to create sustainable and vibrant communities. A competitive project will maximize opportunities to reduce GHG emissions through project design and implementation as well as incorporate green infrastructure solutions that improve the sustainability and function of existing urban hardscapes and landscapes

California Department of Housing and Community Development is Calling All Shovel Ready Housing Projects

Do you have a shovel-ready project? The California Department of Housing and Community Development has announced the release of the Tier 2 Project Solicitation that has approximately $800 million in California Housing Accelerator Funds.

The California Department of Housing and Community Development is pleased to announce the release of the Tier 2 Project Solicitation for approximately $800 million in California Housing Accelerator funds.
The funding will support shovel-ready projects that despite having an existing HCD loan commitment from one or more HCD loan programs, are unable to move forward due to funding gaps that resulted from the current shortage of tax-exempt bond allocations and low-income housing tax credits.
Who can apply?
This Project Solicitation represents the second of two California Housing Accelerator solicitations. The first was limited to projects with prior HCD awards that had unsuccessfully applied for bonds and 4% tax credits.
Eligibility under the Tier 2 Project Solicitation is limited to projects that have an Existing HCD Loan Commitment from at least one of the specified HCD multifamily housing programs, and which meet both of the following requirements:
· Listed tax-exempt bonds and 4% low-income housing tax credits as development sources in their HCD application(s) for the Existing HCD Loan Commitment, but have not received allocations of these resources, and
· Provide evidence that, with a California Housing Accelerator award, the Project will be able to start construction within 180 days of award.
Additionally, this Project Solicitation will be competitive process and include specific regional allocation pools to ensure a broad geographic distribution of California Housing Accelerator funds. Potential applicants should verify eligibility by reviewing HCD’s multifamily pipeline tracker or contacting Accelerator@hcd.ca.gov.

US Department of Transportation Federal Highway Administration Bridges and Structures Grant
|
|
California Consulting is happy to provide the most recent details of the US Department of Transportation Federal Highway Administration Bridges and Structures Grant. This grant is part of the Bipartisan Infrastructure Law that was released earlier this year. While still in the development phase, you can receive up-to-date information here. Please find our summary below:

Eligibility: As provided in the Highway Infrastructure Program heading in title VIII of division J of the Bipartisan Infrastructure Law, BFP funds shall be used for highway bridge replacement, rehabilitation, preservation, protection, or construction projects on public roads. In authorizing eligible projects, BFP funds shall be obligated with the following appropriate Fiscal Management Information System (FMIS) Improvement Type codes:
- 8 – New Bridge,
- 10 – Bridge Replacement,
- 13 – Bridge Rehabilitation,
- 47 – Bridge Preservation,
- 48 – Bridge Protection, and
- 59 – Bridge Resurfacing.
Both FHWA and the States share the priority of ensuring the safety of the Nation’s highway bridges. The inspection and load rating and posting of highway bridges are just a few of the requirements of FHWA’s National Bridge Inspection Program, and its standards to ensure this safety. The FHWA encourages the use of BFP funding to address safety issues and to replace or rehabilitate highway bridges that are posted or restricted.
Inspection and load rating and posting of highway bridges are not eligible projects under the BFP. However, these projects are eligible under other programs of the Federal-aid Highway Program. States may use their National Highway Performance Program (NHPP) and Surface Transportation Block Grant Program (STBG) apportionments and other bridge owners are encouraged to work with their States in possibly securing NHPP or STBG funds for conducting the inspection and load rating and posting of their highway bridges.2 Also, Tribes may use Tribal Transportation Program funds for these purposes.3
Providing connectivity and accessibility for all users and removing barriers to opportunity are also priorities for the FHWA, and the construction of bicycle and pedestrian bridges are ways in which these community needs could be addressed. Although the accommodation of bicycle and pedestrian users on highway bridges is an eligible activity (see Accommodation for Bicyclists and Pedestrians below), bicycle and pedestrian-only bridges are not eligible under the BFP because they are non-highway bridges4
The Bipartisan Infrastructure Law (BIL) appropriates $5,500,000,000 for the BFP under the Highway Infrastructure Program for each of Fiscal Years (FY) 2022 through 2026. Funds are distributed to the States1 by a statutory formula (after set-asides for Federal Highway Administration (FHWA) administration and operations and Tribal transportation facility bridges). The statute requires that the apportionments be adjusted so that each State receives no less than $45,000,000 each fiscal year.
Additionally, 15 percent of each State’s distributed funds are set aside for use on off-system bridges. Funds made available under the BFP, except as otherwise provided, are to be administered as if apportioned under chapter 1 of title 23, United States Code (U.S.C.). Further, since any project funded under the BFP is to be treated as a project on a Federal-aid highway, Davis-Bacon wage requirements apply to all projects funded with BFP funds

Wil Flores Joins California Consulting as New Project Manager
|
|
California Consulting is pleased to welcome Wil Flores as our new Project Manager. Wil Flores was raised in South Los Angeles and attended California State University Fullerton where he received his Bachelor's Degree in Political Science and Masters Degree in Public Administration.
His strong and extensive background in youth development programming has allowed him to make an impact in the lives of many youths.
Through multiple grants and fundraising strategies for a plethora of programs, Wil has been able to make an impact on a bigger level. Wil also serves as The Director of Development for the Los Angeles Academy of Arts and Enterprise charter school.
When he is not securing funding for the youth he enjoys surfing, hanging out with his girlfriend, and his dog.

Parlier Unified School District is located in the San Joaquin Valley close to the Sierra Nevada mountain range. They serve an area that encompasses 20 square miles of Fresno County with a population of over 16,500.
The PUSD family consists of four elementary schools, one junior high school, one comprehensive high school, and one continuation school. They have a student-centered focus and believe that everyone benefits from the support and can contribute to an environment where learning, teaching, and leading thrives.

U.S. Department of Justice: COPS School Violence Prevention Program (SVPP)

Amount: Each award is three years (36 months) in duration. Each award recipient may receive a maximum federal share of $500,000. Up to $53 million is available for this program.
Match: Agencies are required to contribute a local cash match of at least 25% toward the total cost of the approved project during the award period

California Department of Education: Learning Communities for School Success Program

The Learning Communities for School Success Program (LCSSP) provides funds to local education agencies (LEAs) to support programs aimed at improving student outcomes by reducing truancy and supporting students who are at risk of dropping out of school or are victims of crime. The LCSSP is the result of Proposition 47, which reduced the penalties for certain non-serious, non-violent offenses and allocates 25% of the resulting statewide savings for LEA grants.
California Dept. of Education California State Preschool Program Expansion FY 2021-22
Deadline: April 7, 2022
$130 million in funds are available to local education agency (LEA) applicants to start or expand full-day/full-year and/or part-day/part-year CSPP services beginning in fiscal year (FY) 2021-22. Funding will be allocated by county, and within each county by the Local Planning Council (LPC) priority area. Applicants may apply for CSPP funding to operate the CSPP via a subcontracting agency or family childcare home education network (FCCHEN). A signed Memorandum of Understanding with the subcontractor is required to be uploaded with the application.

Project Manager Tracy Yassini
|

California Consulting is pleased to spotlight Tracy Yassini in our March newsletter.
Tracy brings over 20 years of experience to California Consulting clients and has written successful federal, state, corporate nonprofit, charitable trust, community, and private foundation grants for tribal governments, private and public companies, nonprofit organizations, and local governments.
She has a wide array of interests which include education, environmental issues, food systems, public safety, and rare/single disease research.
Tracy held key leadership positions at larger “institutional nonprofits” such as City of Hope National Medical Center, the Muscular Dystrophy Association, and the American Heart Association – experiences which have fortified her ability to shape persuasive, solid grant proposals that get funded. In addition, her understanding of programs, budgets, and organizational development enables her to “put all the pieces together” in a cohesive manner.
She holds a Bachelor of Science degree in Political Science from California State University, Dominguez Hills, and is a member of the Association of Fundraising Professionals, Los Angeles region.
Tracy is a native Californian, born in Hollywood and raised in Huntington Beach. Her hobbies are surfing, salsa, traveling, and cooking when not looking for resources to make the world a better place.
