City of Bakersfield Receives $3 Million from the Land Water Conservation Fund (LWCF)
The City of Bakersfield, a California Consulting client, receives $3 Million for the Land Water Conservation Fund Grant.

This latest achievement is another example of the commitment of City of Bakersfield's leadership to protect and promote the quality of life for its residents.

It is also an example of the dedication and hard work by California Consulting's Project Manager Danielle Sotelo for writing a successful application.

California Consulting is pleased to highlight the City of Stockton's $4,390,000 Active Transportation Grant Award Cycle 4.

This project will narrow California Street from four to two auto lanes for over two miles between Miner Ave. and 9 th street allowing for bike lanes and a center turn lane. The project will install 1.2 miles of Class IV Protected bike lanes and 3.8 miles of Class II bike lanes that connect North and Central Stockton through downtown to South Stockton connecting multiple disadvantaged neighborhoods. 

It will also, help calm the traffic on California Street which serves major traffic generators as schools, employment centers, and retail areas. This project will also improve the signal signs, improve traffic control devices, street lighting, and ADA improvements.

City of Patterson Receives a High Return on Investment
The City of Patterson has been a client since January 2013. In that short amount of time, California Consulting has written the following grant applications that have been awarded: 
Grand total of $5,014,916 which is a 1683% return on their investment!

Housing Authority of the City of Madera Receives $8,679 for the Community Development Block Grant
CC Congratulates the Housing Authority of the City of Madera for receiving the Community Development Block Grant in the amount of $8,679.

Client Spotlight

California Consulting is excited to spotlight our client, San Mateo County Harbor District, whose mission statement is to assure the public is provided with clean, safe, well-managed, financially sound and environmentally pleasant marinas.

The San Mateo County Harbor District was established in 1933. The district was originally formed to build a harbor at Redwood City, however, the Great Depression superseded that idea. Coastsiders then pushed to get a breakwater built at Pillar Point for a harbor of refuge for the fishing fleet. The Army Corps of Engineers began work on this breakwater after World War II and finally completed it in 1961. The Johnson Pier, docks and 369 berths, and the inner breakwater were built during the 1970's and 1980's. Pillar Point remains a major commercial and sport fishing harbor, with 369 berths, on California's central coast, and is host to many public events including the annual Mavericks surfing competition, and the Christmas boat decorating contest.

The District took over operation of Oyster Point Marina/Park from the City of South San Francisco in 1977. It then completed construction of docks and 589 berths, a new breakwater, and onshore facilities during the 1980's. The District diversified this recreational marina bringing in ferryboat service (134 of 589 berths were removed to accommodate ferry service, resulting in 455 berths) to the East Bay, dining cruises, marine educational programs, and cooperation with the City on area redevelopment.
The San Mateo County Harbor District has beautiful safe harbors as well as home to many variety of seabirds, seals and sea lions who are protected by federal law and it’s illegal to disturb them.
There are so many things to do in the district included but not limited to: kayaking, visit the Lady Washington, walk on the beach, boating, fishing, walk the labyrinth, and many others.

It is safe to say that San Mateo County Harbor district has become through its dedication, one of the best harbors to visit in California.

Dan Rodriguez, Director of Operations
California Consulting is pleased to highlight Dan Rodriguez in our Juiy 2019 Newsletter!

Dan Rodriguez is California Consulting. Inc.’s Director of Operations and prior to California Consulting, Dan held various positions as government relations with municipalities and agencies specializing in business development and investor relations consulting.

Dan is a former Los Angeles County Business Federation (BizFed) Business Development and Investment Relations Consultant, and served as CEO for the Boys and Girls Clubs for Brea-Placentia-Yorba Linda for 7 years as well as serving as volunteer Board Chair for Pomona Valley Boys & Girls Club.

A former elected official for the City of Pomona and appointed Vice-Mayor, where he co-chaired the Mayor’s Violence Prevention Task Force resulting in the formation of the Pomona Youth Commission and the Pomona’s Youth and Family Master Plan. Prior to being appointed Vice-Mayor, Dan was employed with the Pomona Unified School District as a High School Police Officer and Child Welfare & Attendance Manager and Superintendent Special Liaison for over 15 years.

Dan earned his Master’s Degree in Organizational Leadership & Development, 2005, Biola University, La Mirada, CA and is pursuing Biomass Broker License and Blockchain Certification.
California Consulting Welcomes Mario Santoyo as our Senior Associate for Central Valley
Mario Santoyo joins California Consuting as the Senior Associate in the Central Valley. Mr. Santoyo is a civil engineering graduate from the University of the Pacific Stockton, where he served as associated student body President for UOP’s School of Engineering.

Mario retired as the first Executive Director for the San Joaquin Valley Water Infrastructure Authority who represents five Counties (Merced, Madera, Fresno, Tulare and kings). Mario has 38 years of professional experience in the water resources field, serving as a civil engineer for the U.S Bureau of Reclamation and as the Assistant General Manager for the Friant Water Authority, where he represented 21 Central Valley Project water agencies from Merced County to Kern County. While at Friant he was technical lead on the following projects:


·      Friant/NRDC San Joaquin River Restoration pre-settlement studies

·      Friant and Metropolitan WD Water Management Partnership

·      USBR Upper San Joaquin River Basin Storage Investigation Studies

·      2009 Comprehensive Water Legislative Package

He was a co-founder and served as Vice President for the Clean Water and Jobs for California Coalition representing State wide organizations for water, business, labor and Agriculture. He also is the Executive Director for both the California Latino Water Coalition (Coalition) and it’s Foundation, these non-profit organizations formed to enhance Latinos’ policy input in issues related to California’s water resources

·      Appointed by Governor Schwarzenegger to the State Parks and Recreation Commission, serving one term as Vice Chair of the Commission.

·      Chairman of the Fresno County Local Agency Formation Commission (LAFCO)

·      Commissioner on Fresno State University Agriculture and Water Commissions

·      Served as Planning Commissioner for the City of Reedley and Selma
 
Ellen Mata Joins California Consulting as Senior Associate
California Consulting is excited to Welcome Ellen Mata who has joined our team as a Senior Associate.  After a 7 year absence, Ellen Mata has returned to the California Consulting team as a Senior Associate. 

Ellen has over 20 years experience working with government agencies, non-profit organizations, for-profit businesses and consulting firms to create and manage quality grants and proposals.
Ellen’s most recent experience includes working for the American Heart Association, serving as National Grants Administration Manager and as Foundation Relations Advisor for a 10-state territory. In these roles, Ellen was responsible for prospect research, prospect cultivation, grant writing and grant administration. Prior to her 5 years of service with American Heart Association, Ellen was Grants and Sponsorships Manager for Valley Children’s Healthcare Foundation, where she raised over $1 million in grant funding annually in support of programs and events. 

In late 2017, Ellen received the American Heart Association’s National Mission Advancement award for Partner of the Year, in recognition of her expert partnership and relationship building skills both internally and externally. 

Ellen is a graduate of the University of California, Santa Barbara, and holds a bachelor’s degree in English. She is active in her church, serving as a Deacon and sitting on the church’s Board of Directors. Ellen lives in Mountain House, California, with her husband, Daniel, and their three children.
California Consulting Welcomes Adelaide Hsu as our Newest Project Manager
California Consulting is pleased to introocude Ms. Adelaide Hsu as a new Project Manager. Adelaide (Adel) Hsu is an experienced program administrator, coordinator and grant writer with over 15 years of experience for public entities.

Ms. Hsu has worked with agencies in Northern and Southern California and has successfully written applications to obtain over $5M in new funding from private, County, State and Federal sources and has worked with City, County and non-profit agencies. She has also designed programs, policies and procedures that strike a balance with policy priorities, grant requirements and laws. She is committed to leveraging the strength of each agency and works with them to create realistic goal-driven plans that maximize the use of the grants and grant funds to enrich communities.

Ms. Hsu holds a MA in Public Administration from Brandman (Chapman) University, and a BA in Mass Communications from Siena College, Philippines.

U.S. Department of Justice: National Institute of Justice – Evaluation of Juvenile Corrections Executive Leadership Training

Amount: Up to $750,000

Match: An award made by NIJ under this solicitation may account for up to 100 percent of the total cost of the project. The application should indicate whether it is feasible for the applicant to contribute cash, facilities, or services as non-federal support for the project. The application should identify generally any such contributions that the applicant expects to make and the proposed budget should indicate in detail which items, if any, will be supported with non-federal contributions.

Eligibility: States, units of local government, federally recognized Indian tribal governments performing law enforcement functions, nonprofits, institutions of higher education.


NIJ is seeking applications for funding to conduct a single rigorous evaluation project to examine a juvenile corrections executive leadership training. The Office of Juvenile Justice and Delinquency Prevention (OJJDP) is supporting training to assist juvenile facility superintendents and other juvenile corrections personnel in their efforts to develop and implement effective facility practices and strategies for youth in their custody. This solicitation is focused on a formative evaluation and evaluability assessment, not to exceed a 24-month period of performance. This solicitation supports the U.S. Department of Justice’s priority of reducing crime by supporting an evaluation effort on corrections workforce training and education with implications for the safety and well-being of youth and staff in juvenile residential facilities and the successful reintegration of juveniles under corrections supervision.
