Baltimore Guaranteed Income Pilot Program

This fall, Baltimore will launch a guaranteed income pilot to see how it can help residents reach financial security and needs your input. Guaranteed income is the distribution of cash payments with no strings attached and no work requirements. It is meant to supplement, not replace, existing forms of food, housing and medical assistance.
Overseen by the Mayor’s Office of Children & Family Success, Baltimore’s guaranteed income pilot will be a short-term program in which a small, specific group of residents will receive payments and the impact of those payments will be tracked and measured.
Baltimore residents will have an opportunity to weigh in on program details, like who will participate in the pilot and how long it will last (survey above). The committee will also conduct focus groups in late June, with a goal of completing the pilot design by late summer and launching a guaranteed income pilot program in Baltimore this fall.

ROAR- Rebuild, Overcome, and Rise Center
|

We are very pleased to announce that the ROAR Center is reopening for intake at a limited capacity.
We welcome referrals for Baltimore city residents who were harmed in the city with an annual income of no more than 70k, with an additional 5k per dependents. We support survivors who have experienced the types of crime listed below:
- Sexual and physical assaults,
- Intimate partner violence,
- Stalking/Harassment,
- Human trafficking,
- Hate and bias crimes,
- Gun violence (non-fatal and homicides)/Stabbing/Carjacking,
- Home invasion and Robbery (when injuries are sustained).
Our intake line, 410-706-2781, is open 24/7 and calls will be returned as soon as possible, in the order they were received. Client referrals can also be emailed to the Intake Coordinator, Kourtney Brown, at kourtney.brown@law.umaryland.edu. Referrals will be provided for cases that fall outside ROAR’s scope of service.

- Case management services
- Counseling
- Stress Management
- Accessing health care
- Job Assistance
- Benefit Assistance

The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) provides supplemental healthy food benefits, breastfeeding support and nutrition education. Pregnant women, postpartum women, and families with infants and children up to age 5 may apply. Families that are a part of WIC can use their vouchers at the B&O Train Museum Farmer's Market and other farmer's markets in the area for increased fruit and vegetables benefits.
