CA Quits 2022 - Recap and Wrap Up


CA Quits concluded the 2022 Tobacco Learning Collaborative (TLC) on December 19th. Participants shared capstone presentations about the work over the 9-month TLC course. A total of 25 organizations joined the TLC this year representing public hospital clinics, community clinics, local health departments, and health plans. The TLC allowed participants to network virtually, learn from one another, and receive tailored support from CA Quits experts. Participants identified specific goals for improvement within their organization’s unique settings, and CA Quits provided tools and strategies to reach those goals.  


Topics discussed during the TLC virtual sessions included: 


  • CLINIC: Workflow, Policy, and Connections to Kick It California
  • PROVIDER: Cessation Treatment
  • PATIENT: Effective Messaging and Strategies
  • POPULATION: Utilizing Data to Address Care Gaps and Health Equity  



It has been a tremendous year of shared learning and support brought together by a wonderful group of champions! Many thanks to our 25 dynamic TLC partners and their long-term commitment to improving tobacco treatment in California!

Offering Free Patches Yields 6 Times Higher Quitline Enrollment Compared to Generic Messaging


A mailing to all California Medicaid households from October 2020 to January 2021 tested 4 versions of a flyer following a 2 × 2 design comparing generic with COVID-19-specific messaging and a no-patch with a free-patch offer. 


Offering free patches generated more than 6 times higher quitline enrollments as offering generic help. COVID-19-specific messaging was no more effective than generic messaging. Offering free patches as a Medi-Cal incentive was highly cost-effective.

Californians Diagnosed with 12 Cancers in 2014-2019 Have Higher Current Tobacco Use

Despite California's success in reducing tobacco use, a new study published in JAMA Network Open demonstrates the continued and significant burden tobacco inflicts on people with cancer. The study was conducted by researchers at UC Davis Comprehensive Cancer Center who used data collected from the California Cancer Registry, a state-mandated population-based cancer surveillance system managed by UC Davis. The study found that 70,000 patients diagnosed with one of 12 tobacco-related cancers in 2014-2019 were still using tobacco and that close to half of the cancer deaths over two years, between 2017 – 2019 (totaling 93,764 Californians), were associated with tobacco use.

CHAMPION’S CORNER

Community-Based Pharmacy Pilot with CPESN 


As part of a research grant for smoking cessation implementation, a pilot project involving 7 community pharmacies from Community-based Pharmacy Enhanced Services Network California (CPESN CA) was started to screen, counsel, and furnish nicotine medications to tobacco users. Pharmacy participants completed tobacco cessation training and collected, tracked, and documented services for billing reimbursement under California AB 1114.


CPESN California pilot pharmacy participants:

  1. WesternU Pharmacy (LA and San Bernadino Counties)
  2. Yosemite Drug (Madera County)
  3. Sebastopol Family Pharmacy (Sonoma County)
  4. VivaRx (Riverside County)
  5. Inland Pharmacy (Riverside County)
  6. Pucci's Pharmacy (Sacramento County)
  7. Haller's Pharmacy and Medical Supply (Alameda County)


During the 3-month pilot, a total of 3,846 patients were assessed for tobacco use—about 43% of the 7 participating pharmacies’ combined total number of eligible patients—and 402 were identified as current smokers.


One of the pharmacies, Pucci's Pharmacy was recognized by the Greater Sacramento Smoke and Tobacco-Free Coalition at their November Recognition meeting for their commitment to providing care to the community.


Community pharmacies have the potential to extend tobacco treatment and serve as important partners for clinics and the community.


Policy Corner

California's flavored tobacco retail ban started 12/21/2022

On November 8, 2022, California voters upheld Senate Bill (SB) 793 by voting “Yes” on Proposition 31, which prevents retailers from selling most flavored tobacco products, including menthol cigarettes. Notably, the law does not penalize or criminalize an individual for purchasing, using, or possessing a flavored tobacco product.


As the new year starts, many people need tobacco cessation treatment support more than ever. Menthol products have been targeted to the African American community for years and, as a result, the majority of tobacco users use menthol. Fruit, candy, and mint flavors have been targeted to young people and hooked many with new tobacco products and more potent nicotine salts. We encourage our CA Quits partners to educate local providers about the new law, ask about previous use of flavored tobacco products, and motivate patients that this is a great opportunity to quit.
