A MESSAGE FROM THE PRESIDENT
As we wind down 2020, we have vaccinations being distributed and inoculations have begun. There is light at the end of the tunnel. But the tunnel is still several months long.

The March 2021 Conference will again be a virtual Conference. We have had to make this decision to safeguard our members. At this time, the COVID pandemic is growing exponentially. Hospitals and ICUs are stretched to the limits. We need to stay home, shelter in place and do whatever it takes to get through this until “herd immunity” is reached.

The upside of our next conference is that your conference committee has reached out and we will be having a joint conference with seven states: Alaska (ASPLS), Arizona (APLS), California (CLSA), Montana (MARLS), Nevada (NALS), New Mexico (NMPS), and Washington (LSAW). 

This is a fantastic opportunity for us. Your conference committee is hard at work this week putting this together and will be for the next few months. Stay tuned for upcoming announcements. The speaker list should be awesome.

NSPS - Labor Department Rescinds AAM212 - Reverses Rule on Davis-Bacon for Survey Crews
NSPS today announced it won a major victory in its efforts to enhance and promote professionalism in surveying as the Wage and Hour Division of the U.S. Department of Labor has rescinded All Agency Memorandum (AAM) 212.

PASSING OF JOHN CHARLES WUNSCHEL III PLS 8937
The surveying community mourns the loss of a talented young colleague.

John Charles Wunschel III PLS 8937, born November 2, 1985 passed on November 21st, 2020. John graduated from Santa Rosa Junior College with a Surveying Technology Degree in 2005. John's intellect, technical and mechanical abilities allowed him to master cutting edge surveying technologies with ease. Early in his career at REY Engineers Inc. in Folsom, CA, and while still an LSIT, he mastered all aspects of GPS data processing and the softwares that dealt with processing and extracting surfaces from LiDAR data. After obtaining his PLS license he began working at Omni-Means/GHD Inc. in Roseville, CA where he attended training and worked with aerial drone technologies. He became an FAA certified drone pilot by obtaining his Part 107 license after joining the California State Parks survey unit in 2017 where he successfully controlled, flew and processed many missions in the parks.

He will be missed.
NSRS - GPSON BENCHMARKS
Help improve the National Spatial Reference System (NSRS) and prepare for the NSRS modernization in 2022 by participating in the GPS on Bench Marks (GPS on BM) for the Transformation Tool campaign. Your efforts will support the following objectives:

  • Improve the 2022 Transformation Tool, which will enable conversions from current vertical datums to the North American-Pacific Geopotential Datum of 2022 (NAPGD2022) and will be integrated into the NGS Coordinate Conversion and Transformation Tool (NCAT).

  • Update Passive Control Status: mark recoveries and shared solutions provide NGS and other users of the NSRS with insight into the health of the passive control network and updated information for project planning.

  • Automatic Reprocessing in 2022: Shared data will be automatically reprocessed and given new coordinates after the NSRS modernization occurs in 2022.

This course prepares students for the State of California, Fundamental Surveyors (FS) examination to earn a Land Surveyor in Training (LSIT) certificate which is the first step required under California law towards becoming licensed as a Professional Land Surveyor. This course also prepares students for the FE and PE State of California exams.
BPELSG - RENEWAL CONNECT MESSAGE TO LICENSE HOLDERS
As many of you know, in early 2020 the Board initiated the development of a new application/licensing system designed to facilitate the submittal of applications and management of license(s) through an online portal, known as BPELSG Connect. The first release resulting from this development launched in September 2020 with online Engineer-in-Training (EIT) and Land Surveyor-in-Training (LSIT) applications in addition to online complaint submittals.

The Board anticipates that renewal of existing licenses will be included in the next release which is scheduled to occur in early 2021. Traditionally, license holders have become accustomed to receiving a renewal notification in the mail around 30-60 days prior to their license renewal date, on a biennial basis. These notices are printed and mailed by a state agency, through a cooperative agreement with the Department of Consumer Affairs (DCA) on behalf of the Board. Due to circumstances outside of the Board’s or DCA’s control, this other agency will discontinue production and distribution of the printed renewal notices sometime during 2021.

Once renewal functionality in the next release of BPELSG Connect becomes publicly available, it will be imperative for each individual license holder to register a new profile in the system as soon as possible to ensure that future renewal notices are received by each license holder in a timely and efficient manner.

It is anticipated that during registration, the license holder will:
•            Confirm contact information including address of record
•            Link their profile to their existing license(s)
•            Verify receipt of a confirmation email

The Board believes that this initial process should only require approximately 10 minutes of the license holder’s time to complete and will be well worth that time to ensure that each license holder is properly served in an effective manner during this transition.

COFPAES NEWS RELEASE: BROOKS ACT CELEBRATES 48TH ANNIVERSARY OF ENACTMENT
Today marks the 48 anniversary of the enactment into Federal law of the ‘Brooks Act’, the law providing for qualifications based selection of firms to provide architecture, engineering, and related services, including surveying and mapping,” according to John Palatiello, Administrator of the Council on Federal Procurement of Architectural and Engineering Services (COFPAES).
