Phil Andrews has joined The McCammon Group to serve as a mediator and arbitrator in addition to his continuing law practice at Kramon & Graham, P.A. in Baltimore, Maryland. He is a Fellow of the American College of Trial Lawyers. Phil has extensive experience in a broad range of commercial matters including disputes among business owners, employment, construction, trade secrets, fiduciary obligations, healthcare, information technology, transportation, gaming, and cannabis, as well as in state and local government matters and procurement. Dedicated to his community, Phil is a former Chair of the Board of Directors of the Maryland Food Bank and a longstanding Member (and former Co-Chair) of Maryland Legal Aid’s Equal Justice Council, among many civic-related activities. He now brings his years of experience and dedication to The McCammon Group to serve the dispute resolution needs of lawyers and litigants in Maryland, DC, Virginia, and beyond.

Hon. Grace Burke Carroll (Ret.)

Former Judge, Circuit Court for Fairfax County


The Honorable Grace Burke Carroll recently retired as a Judge of the 19th Judicial Circuit Court after nearly a decade of distinguished service. Judge Carroll began her legal career as an Assistant Commonwealth’s Attorney for Fairfax County and later enjoyed a successful private practice representing both plaintiffs and defendants in cases related to wrongful death, catastrophic injuries, medical malpractice, and commercial matters. Among her many credentials, she is a faculty member of the Virginia State Bar’s Harry L. Carrico Professionalism Course for new lawyers and a Member of Randolph-Macon College’s Board of Trustees. Judge Carroll now brings her skills and experience to The McCammon Group to serve the alternative dispute resolution needs of lawyers and litigants throughout the Commonwealth and beyond.

Hon. Joseph W. Milam, Jr. (Ret.)

Former Chief Judge, Circuit Court for City of Danville


The Honorable Joseph W. Milam, Jr. recently retired after twenty-three years of distinguished judicial service on the bench of the 22nd Judicial Circuit Court of Virginia (City of Danville), including two terms as Chief Judge. Prior to the bench, Judge Milam enjoyed a successful career in private practice, litigating a wide range of civil cases. He is a Past President of the Danville Bar Association and the Former Judicial Representative on the Joint Alternative Dispute Resolution Committee of the Virginia Bar Association and the Virginia State Bar. Judge Milam has served his community on various boards and committees, including as a member of the Executive Committee of the United Way of Danville, as President of the Goodwill Industries of Danville Area, Inc., and as a Chairperson for the Danville Area Chamber of Commerce. Judge Milam now brings this record of dedication and accomplishment to The McCammon Group to serve the mediation, arbitration, judge pro tempore, and special master needs of lawyers and litigants throughout the Commonwealth.

Hon. Christopher Panos (Ret.)

Retired Associate Judge, Circuit Court for Baltimore City


The Honorable Christopher Panos has joined The McCammon Group after eleven years of dedicated service as an Associate Judge on the 8th Judicial Circuit Court for Baltimore City. He previously served as an Associate Judge for the District Court of Baltimore City and as a Special Master for the Family Division of the Circuit Court for Baltimore. Prior to his tenure on the bench, Judge Panos enjoyed a successful career in civil litigation including family law, bodily injury, and commercial matters. He is a Life Fellow of the Maryland Bar Foundation and a Fellow of the Baltimore City Bar Foundation. Judge Panos’ memberships include the International Association of LGBTQ+ Judges, Maryland State Bar Association, and Bar Association of Baltimore City. Judge Panos co-chaired the BABC Bench-Bar Committee and chaired the BABC Family Law Committee. Additional memberships have included the MSBA Standing Committee on Professionalism and the MSBA Family and Juvenile Law Section Council. Judge Panos now brings this exemplary record of excellence and experience to The McCammon Group to serve the mediation and arbitration needs of lawyers and litigants in Maryland and beyond.
