Empower U: D&I Leadership Surge Training
We are excited to announce a new diversity and inclusion leadership program organized by our ECAO Diversity and Inclusion Advisory Committee. As we’ve previously shared, the main purpose of this committee is to advise, educate and provide resources to ECAO members. We want to encourage our members to apply a diversity and inclusion lens to their policies, programs, and practices. Our vision is to seek diversity, create inclusion and drive accountability.

To assist and educate our member companies and their employees on what racism is, how to recognize it on construction sites, and how to eliminate it for the good of all, we’re kicking off a yearlong engagement with Leadership Surge, a growing force in corporate training and development with a tailored approach called EMPOWER U for the construction and subcontracting trade industries. Led by Alex Willis, Leadership Surge delivers high-energy, highly effective services and programs that positively impact organizational culture. Alex will be diving into topics about trust, respect, overcoming judgement, compassion and empathy. Training will consist of workshops, webinars, videos, and independent activities, including an individualized assessment. Alex will be kicking off EMPOWER U with us on January 26, 2022.

We’ll be sharing additional details about this exciting opportunity, including the assessment, after the first of the new year. In the interim, should you have any questions, please contact me at kahluwalia@ecao.org.

Fire Chief Discusses Legal Obligations of Property Managers Regarding Fire Alarm Installation
Ontario Association of Fire Chiefs (OAFC) - Jeremy Parkin, Vice President of the OAFC addresses property managers’ obligations to ensure they use a qualified fire technician is used to install, test and verify fire protection systems such as those with a Cert-Fire license.

Ontario Passes the Working for Workers ActOntario Passes the Working for Workers Act
Monte McNaughton, Minister of Labour, Training and Skills Development, issued the following statement in recognition of the passing of the Working for Workers Act, 2021:

“Our government is working for workers every day to help them earn bigger paycheques, stay safe, and have better opportunities. We are determined to rebalance the scales and put workers in the driver’s seat of Ontario’s economic growth while attracting the best workers to our great province.

Stakeholders praise Ontario’s youth apprenticeship plan
The government will spend an additional $90 million over three years to promote the skilled trades to young people, with $2.9 million targeted to expanding the Ontario Youth Apprenticeship Program (OYAP) for high school students.

The government will increase spending by $77 million annually on its employer achievement incentive program and pre-apprenticeship training and it will continue its marketing campaign to encourage employers to take on more apprentices and to reach out to parents and prospective apprentices. Pre-apprenticeship program participants can also receive living allowances for costs like rent and child care.

30 Ontario inspectors laid off despite Doug Ford promise no one will lose jobs
Ministry of Labour taking over College of Trades enforcement duties, but not hiring existing staff
More than 30 inspectors who enforced credentials in the skilled trades under the defunct Ontario College of Trades have been laid off and will be replaced with Ministry of Labour inspectors under the new Skilled Trade Ontario.

New Ministry of Labour hires gearing up to replace lame-duck OCOT inspectors
Construction stakeholders have expressed optimism that new inspectors hired this fall by the Ministry of Labour, Training and Skills Development (MLTSD) will resume effective enforcement of trades compliance after a two-year-plus hiatus in serious enforcement by the College of Trades (OCOT) inspectors.

Adjudication – It’s Not as Complicated as You Think!

The prompt payment and adjudication provisions of the new Construction Act took effect more than two years ago, to date only about 100 adjudications have been initiated.

ODACC (Ontario Dispute Adjudication for Construction Contracts) is the Authorized Nominating Authority appointed to administer and oversee adjudication of all construction disputes in the province. No matter what the dollar amount involved, the process can be simple and quick.

Facilitator Ted Dreyer of Madorin, Snyder LLP and Chair of the GVCA, and panellists Dan Leduc, a lawyer at Norton Rose Fulbright LLP and board member of the Ottawa Construction Association, and Elise Teitler, a lawyer and Project Manager with ODACC, will explain it all.

The Canadian Apprenticeship Forum (CAF-FCA) will launch a new program to empower skilled trades advocates at the next Supporting Women in Trades Conference taking place June 2-3, 2022, in St. John’s NL.
