Governor Signs Executive Order to Implement Requirements on NJ Transit & Private Carriers

Gov. Murphy has issued 24 Executive Orders to date.  Over the weekend, he signed Executive Order No. 125, imposing additional mitigation requirements on NJ TRANSIT and all private carriers to limit the spread of COVID-19. The order also outlines specific policies on restaurants that have remained open for takeout orders.

"We must continue our commitment to do everything we can to flatten the curve and defeat this virus," said Governor Murphy.  "With these additional requirements, we are aggressively reducing the spread of the virus to protect New Jersey residents." Download the full Executive Order.
New Jersey Small Business Emergency Loan Applications Opened Today


Small Business Emergency Loan Application Opened at 9AM: The NJEDA will make $10 million of direct low-cost financing available to help New Jersey small businesses and non-profits to cover operating expenses and ensure continuity of operations during the outbreak. Applications can be submitted starting today. Completed applications will be considered on a first come, first serve rolling basis.  Click here to access application.

Grants, Loans and Programs to Help Bus Companies to Survive COVID-19 

Matthew Daus, partner and chairman of Windels Marx Transportation Practice Group has been most helpful to many navigating the current situation.  The most important and urgent issues within the last few weeks are the federal, state, and local emergency grants and loans that have been made available. In the attached newsletter, Matt addresses description of the federal loan and grant programs available to many bus companies, which provide immediate cash relief to retain payroll, pay expenses and try to get through the next few months.  As a courtesy to bus and motor coach operators, his law firm is providing free advice on answering grant and loan questions and has developed a COVID-19 Transportation Law hotline to answer questions around the country: telephone 212-237-1106 or email your requests and questions to Thank you, Matt! 

What Bus Transit Operators Need to Know

For bus transit operators, potential sources of exposure include having close contact with a bus passenger with COVID-19 or by contacting surfaces touched or handled by a person with COVID-19.

As a bus transit operator, how can I protect myself?
  • Limit close contact with others by maintaining a distance of at least 6 feet, when possible.
  • Consider asking bus passengers to enter and exit the bus through rear entry doors.
  • Request passengers avoid standing or sitting within 6 feet of the bus driver.
  • Avoid touching surfaces often touched by bus passengers.
  • Use gloves if required to touch surfaces contaminated by body fluids.
  • Practice routine cleaning and disinfection of frequently touched surfaces, including surfaces in the driver cockpit commonly touched by the operator.
  • Proper hand hygiene is an important infection control measure. Regularly wash your hands with soap and water for at least 20 seconds or use an alcohol-based hand sanitizer containing at least 60% alcohol.  Read more....
FMCSA Emergency Declaration Issued

The Federal Motor Carrier Safety Administration ("FMCSA") has already issued an Emergency Declaration providing an exemption from hours-of-service provisions of the Federal Motor Carrier Safety Regulations (FMCSRs) for motor carriers and drivers providing direct assistance in support of relief efforts related to the COVID-19 outbreaks. The Emergency Declaration provides necessary relief from FMCSRs for motor carriers and drivers engaged in the transport of essential supplies, equipment and persons in direct assistance of relief efforts related to COVID-19 outbreaks. "Direct assistance" means transportation and other relief services provided by a motor carrier or its driver(s) incident to the immediate restoration of essential services, such as medical care, or essential supplies such as food, related to COVID-19 outbreaks during the emergency.  Get more information.

The Small Business Administration (SBA) and the Department of Treasury have begun releasing the information that will guide the programs created through the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

Steve Gilliland - COVID-19: Motivation Tips
To Manage Fear   

Our March 2019 Spring Meeting Keynote Speaker, Steve Gilliland shares a message to help manage fear during this unexpected and difficult time. For more than 21 years, human motivation has been his passion. He encourages us to not make decisions based on fear, but rather out of responsibility. His message isn't about statistics, speculation or hysteria. It's about hope and faith-and motivation for better health. Steve reminds us that health is a luxury, so our focus shouldn't be on who is right or who is wrong right now. It should be on global solidarity. Let's not speculate on the what-ifs, he says. Instead, let's do whatever it takes. We stand, as a species and as a planet, shoulder to shoulder during this journey of uncertainty.  Click on the video below to hear his message.

DOD Extends Military Bus Agreement #4 Termination Date until April 30

Once ABA gauged the situation on how difficult life would be for the industry because of COVID-19, they immediately requested an extension to provide relief for overburdened operators and maintain continuing business opportunities for the industry moving forward.  Read more...
REAL ID Enforcement Deadline Extended
Until October 1, 2021

Due to circumstances resulting from the COVID-19 pandemic and the national emergency declaration, the Department of Homeland Security, as directed by President Donald J. Trump, is extending the REAL ID enforcement deadline beyond the current October 1, 2020 deadline.  The new deadline for REAL ID enforcement is October 1, 2021.  Read more...
CVSA's New 2020 North American Standard
Out-of-Service Criteria is Now in Effect

Starting April 1, the Commercial Vehicle Safety Alliance's (CVSA) 2020 North American Standard Out-of-Service Criteria is now in effect. The 2020 out-of-service criteria replaces and supersedes all previous versions. The North American Standard Out-of-Service Criteria (OOSC) is the pass-fail criteria for roadside safety inspections. The purpose of the criteria is to identify critical safety violations. Those violations render the driver, vehicle and/or motor carrier out of service until the condition(s) or violation(s) are corrected or repaired.  Read more...
