Unified Carrier Registration 2019 and 2020 Fees Finalized

Motor carriers will be able to file their 2019 Unified Carrier Registration now that the final rule has been published in the Federal Register. The filing period, which normally runs from October 1 to December 31, was delayed as the FMCSA considered a fee restructure for the current year.

According to FMCSA Deputy Administrator Cathy Gautreaux, the delay was due to other priorities within the agency - including the ELD mandate which consumed a great deal of resources over the past few years, she said.  Although this is the second year in a row that a delay in approving the UCR fee schedule occurred, carriers should expect business as usual next year. In addition to approving next year's fees, the final rule approved fees for 2020 and "each subsequent registration year thereafter.

If you'd like to read the final rule, you can find it here:  https://www.govinfo.gov/content/pkg/FR-2018-12-28/pdf/2018-28

With the election over, Gov. Andrew Cuomo reelected, and Democrats having taken control of both houses of the New York state legislature, it appears likely (or at least more likely than ever before) that Albany finally will bring congestion pricing in one form or another to New York City as a way to cut traffic and finance mass transit improvements.  Read more...

Plan Clean Transportation Strategies

These 10 members of the Transportation & Climate Initiative (TCI) will now transition from a year-long public comment phase, which engaged communities, businesses, and stakeholders across the region, to begin crafting policies and programs to address their transportation challenges, improve mobility, provide more transportation options, and curb the largest source of  pollution that contributes to climate change.   Read more...

Priority will be granted to projects that benefit communities and applicants that demonstrate an ability to continue efforts to reduce emissions after the project has ended. The agency anticipates making between 40 and 80 awards from this round of funding.

NJ's Minimum Wage Increase January 1

New Jersey's minimum wage went up on Jan. 1 - but not nearly as much as Gov. Phil Murphy and some legislators hope to see it rise over the next several years.   The minimum wage rose 25 cents to $8.85 under a voter-approved New Jersey constitutional amendment that ties the wage to the rate of inflation.

That amendment first took the raise to $8.25 an hour. It's inched up to $8.60 in the time since. The state  Department of Labor and Workforce Development calculated the new increase, reflecting a 2.88 percent increase in the consumer price index in the 12 months ending in August 2018.   Read more...
