CC and State Parks and Recreation Department Discuss Upcoming Grant Opportunities

In July,  California Consulting, Inc . CEO Steve Samuelian, Senior Project Manager Danielle Sotelo, and Project Manager Karen Simpson held a conference call with top leaders of the California State Parks and Recreation OGALS office in Sacramento.

The topic of the call was grant funding and details regarding the recently approved State Parks Bond. The bond provides for approximately $255 million in competitive grants through the Statewide Parks program which will be similar t
o the previous Prop.84 funding. After the first round of $255 million is awarded there is a likelihood of additional rounds of funding.

Hearings and workshops will be held across the State to help gain input before the guidelines are finalized. It is likely there will be a component of funding for disadvantaged communities. Under the previous Prop. 84 the maximum award per project was $5 million. Again, guidelines for this program have not yet been finalized.

The approximate due date for the applications will be February/March 2019 with approximate award announcements around July 2019. In addition to the competitive statewide parks program grant described above there will also be a per capita automatic allocation for every jurisdiction.

Although there are other smaller grant opportunities associated with the new bond, the Statewide Parks program that we will be due in Feb./March of 2019 is the major competitive grant program.

Whittier City School District Received The Los Angeles County Arts Commission: Arts For All School District Advancement Grant 4 years in a Row!!! 

 
California Consulting is ecstatic to share the news that Whittier City School District received $21,900 for the Arts for All School District Advancement Grant through the Los Angeles County Arts Commission!
 
The award is for funding to hire a credentialed music teacher to expand music instruction programming to include all K-2 students, as well as to purchase music curriculum and a classroom set of rhythm and percussion instruments for all district schools serving K-2 students.
 
This is the fourth year in a row that WCSD has been awarded an Advancement Grant and they have done a spectacular job growing their arts program and expanding it across the district through all grade levels. 

This is also a great accomplishment by our Project Manager Flint, who has successfully ensured four profitable applications. 

We are thrilled Whittier City School District received another win!

7/23/18-  The  California Consulting, Inc  management team held our mid-year meeting July 23, 2018. A full day session to discuss company goals for the remainder of 2018. We discussed several programs, policies, procedures, and items to continue to assist our clients with securing federal, state, and private foundation grant awards. It is always great to spend a day together with our excellent and hard working management team at California Consulting, Inc. Team Member Spotlight: Dr. Julie High 

California Consulting is pleased to highlight Dr. Julie High.  Dr.  High is a Project Manager for California Consulting. Julie has over twenty-five years experience in grant writing for education. She has secured more than $35 million in educational grant funding, with over $25 million for one school district.

Dr. High has experience working in many roles in public education: high school teacher, staff development specialist, middle school instructional coach, preschool director, after school program director, elementary principal, and director of program evaluation and IT. Throughout all of these primary roles Julie focused on improving education for traditionally underserved populations with successful Federal and State grant funding. In 1994 Julie organized a community collaborative of private businesses and social service agencies to improve services to the outlying community. This collaborative continues to meet and promote community health through its current family resource center base.

Dr. High earned her Bachelor's degree from UCLA, Master's degree from San Jose State University, Professional Administrative Credential from the University of Santa Clara, and her Doctorate in Education from Fielding Graduate University.

When she's not writing grants, Julie can be found riding and competing in upper level dressage with her Lusitano gelding, Cefiro do Ceu.

MUNICIPAL OPPORTUNITIES:

CalRecycle Rubberized Pavement Grant Program (FY 2018-19) 

Deadline: October 3, 2018

Amount: Up to $350,000

Match: Not specified

Eligibility: Cities, counties, special districts, state agencies and qualifying Indian tribes


The Department of Resources Recycling and Recovery (CalRecycle) administers a program to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products. The Rubberized Pavement Grant Program is designed to promote markets for recycled-content surfacing products derived from only California-generated waste tires. It is aimed at encouraging first-time or limited users of rubberized pavement in two project types - Rubberized Asphalt Concrete Hot-Mix (Hot-Mix) and Rubberized Chip Seal (Chip Seal).



CalTrans: Highway Safety Improvement Program (HSIP) Cycle 9

Deadline: August 31, 2018

Amount: $100,000 - $10 Million

Match: 10% of project cost

Eligibility: city, county, or a tribal government federally recognized within the State of California


The purpose of the Highway Safety Improvement Program (HSIP) program is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-State-owned public roads and roads on tribal land. HSIP funds are eligible for work on any public road or publicly owned bicycle or pedestrian pathway or trail, or on tribal lands for general use of tribal members, that improves the safety for its users. All proposed projects will be evaluated based on the Benefit/Cost (B/C) ratios. For Cycle 8 call-forprojects, the minimum B/C for a project to be eligible for local HSIP funding was 3.5 and this is not expected to change for Cycle 9. Please note that Caltrans expects the next call for projects (HSIP Cycle 9) to be announced around May 2018.


South Coast Air Quality Management District (SCAQMD): On-Road Heavy-Duty Voucher Incentive Program (VIP)

Deadline: Continuous until funds are exhausted

Amount: Maximum of $45,000available per truck for replacements and up to $10,000for retrofits

Match: None

Eligibility: owners/operators with fleets of 10 or fewer vehicles that have been operating at least 75% (mileage-based) in California during the previous twenty four (24) months in the SCAQMD service area.


VIP reduces emissions by replacing old, high-polluting vehicles with newer, lower-emission vehicles, or by installing a retrofit device. The goal of this program is to reduce emissions from in-use heavy-duty trucks in small fleets by retrofitting Engine Model Years 2006 and older or by replacing Engine Model Years 2006 and older with Model Years 2007 (or newer) emissions compliant models. The VIP is implemented by SCAQMD through contractual agreements with Dealers, Dismantlers, and Retrofit Installers. The Dealers/Retrofit Installers will apply to the SCAQMD for the vouchers on behalf of the applicant. If approved, the voucher amount will be deducted from the total purchase price of the truck or retrofit device by the Dealer or Retrofit Installer, respectively. Applicants interested in replacing their truck must purchase their replacement truck through an SCAQMD-approved VIP Participating Dealership that has completed the required training for the  VIP. Similarly, applicants interested in retrofitting their truck must purchase their retrofit device through an  SCAQMD-approved VIP Participating Retrofit Installer who has completed the required training for the VIP. A current list of SCAQMD approved Dealerships and Retrofit Installers is included below. Additional updates to these lists will be posted on our webpage as they become available.

State Water Resources Control Board: Clean Water State Revolving Fund (CWSRF) Program

Deadline: Continuous

Amount/Financing: No maximum funding or disbursement limits. Financing Term up to 30 years or the useful life of the project. Interest Rate is ½ the most recent General Obligation (GO) Bond Rate at time of funding approval.

Eligibility: Any city, town, district, or other public body created under state law, including state agencies



The Clean Water State Revolving Fund (CWSRF) program offers low cost financing for a wide variety of water quality projects. The program has significant financial assets, and is capable of financing projects from <$1 million to >$100 million. Eligible projects include, but are not limited to:
  1. Construction of publicly-owned treatment facilities: Wastewater treatment; Local sewers; Sewer interceptors; Water reclamation and distribution; Stormwater treatment; Combined sewers; Landfill leachate treatment
  2. Implementation of nonpoint source (NPS) projects to address pollution associated with: Agriculture; Forestry; Urban Areas; Marinas; Hydromodification; Wetlands
  3. Development and implementation of estuary comprehensive conservation and management plans for: San Francisco Bay; Morro Bay; Santa Monica Bay



EDUCATION OPPORTUNITIES:

CA Energy Commission: School Bus Replacement for California Public School Districts and County Offices of Education

Deadline: September 20, 2018

Amount: $94 million for entire program. Amounts divided up per region in CA. See guidelines. 

Match: No

Eligibility: California public school districts and COE



This is a competitive grant solicitation. The California Energy Commission's (Energy Commission's) School Bus Replacement Program announces the availability of up to $78.7 million in grant funds for the replacement of the oldest school buses in California. 

Additionally, the Energy Commission's Alternative and Renewable Fuel and Vehicle Technology Program (ARFVTP) announces the availability of up to $13 million in grant funds for electric vehicle infrastructure and $2.4 million in grant funds for compressed natural gas (CNG) fueling infrastructure for the replacement school buses. 

Funding is available for public school districts and county offices of education that operate the oldest buses in California. Priority consideration will be given to school buses that operate in a disadvantaged community and public school districts and county offices of education that had a majority of students eligible for free or reduced-price meals as reported in the 2017-18 First Principal Apportionment



 
San Joaquin Valley Air Pollution Control District: Statewide School Bus Retrofit Program

Deadline: Continuous until funding is exhausted

Amount: Up to $20,000 per school bus

Match: Any costs not covered by the grant award

Eligibility: Any California public school district that directly provides transportation services, Joint Power Authority (JPA) that owns school buses, or private transportation agency that provides student transportation services under contract to public school districts are eligible to participate in this program. Private school districts are not eligible.


The San Joaquin Valley Air Pollution Control District has announced that there is some limited funding available for the Statewide School Bus Retrofit Program. The purpose of this program is to provide assistance to California school districts with compliance of ARB's in-use Truck and Bus Regulation. This program will provide incentive funds to retrofit 1991 and newer engine model year and vehicle model year school buses with an ARB verified Level-3 diesel emissions control strategy (retrofit).



California Department of Education: 2018-19 Specialized Secondary Programs (SSP) Deadline: September 28, 2018

Amount: $100,000

Match: No

Eligibility: Local educational agencies


Specialized Secondary Programs (SSP) provides start-up funds for the establishment of new specialized programs in grades nine through twelve in California high schools. The programs are expected to develop new standards-based model curriculum that promote an in-depth study of a targeted content area. The Legislature intends for SSP to benefit the state economy by having schools located in close proximity to related industries. Funding is available for planning and implementing new programs.



US Department of Education: Project School Emergency Response to Violence (SERV) Program

Deadline: Continuous

Amount: Immediate Services grant: Up to $50,000 for a period of six months;

Extended Services grants: Up to $250,000 for 18 months

Match: None required

Eligibility: Local education agencies (LEAs) and institutions of higher education (IHEs) 

This program funds short-term and long-term education-related services for local educational agencies (LEAs) and institutions of higher education (IHEs) to help them recover from a violent or traumatic event in which the learning environment has been disrupted. LEAs and IHEs may apply for two types of assistance under Project SERV: Immediate Services grants and  Extended Services grants. Immediate Services grants are intended to provide short-term support shortly after a traumatic event. Immediate Services grants are intended to provide a limited amount of funds to meet acute needs and restore the learning environment. Extended Services grants are intended to address the long-term recovery efforts that may be needed following a traumatic event. Extended Services applications are considered unsolicited grant applications and undergo a rigorous internal review by the Office of Safe and Healthy Students and the Office of the General Counsel. After review by staff members, the application is peer reviewed by an outside panel before being considered for funding.
