Community Policing Development (CPD) Program
The 2018 Community Policing Development Program is a competitive grant program designed to advance the practice of community policing in law enforcement agencies through training and technical assistance, the development of innovative community policing strategies, field-directed law enforcement microgrants, guidebooks, and best practices that are national in scope. The COPS Office, a federal provider of innovative, customer-focused resources that address the continuing and emerging needs of those engaged in enhancing public safety through community policing, has designed the CPD solicitation to address critical topics in the law enforcement field by building on the principles of community policing.

COPS Anti-Heroin Task Force (AHTF) Program
The 2018 Anti-Heroin Task Force Program is a competitive grant program that assists state law enforcement agencies in states with high per capita levels of primary treatment admissions for both heroin and other opioids. AHTF funds shall be used for investigative purposes to locate or investigate illicit activities related to the distribution of heroin or unlawful distribution of prescription opioids.

California Consulting Welcomes Cecilia Hong as our New Associate for Orange County
Cecilia Hong has joined California Consulting as an Associate primarily covering Orange County where she will work closely with Orange County Senior Associate Maryann Marino and CEO Steve Samuelian. Cecilia has served as a Policy Advisor for Orange County Supervisor Michelle Steel. She has extensive experience in local politics and became heavily involved in serving the Korean-American community through her previous role as Director of Korean Affairs for U.S. Congressman Ed Royce, Chairman of the House Foreign Affairs Committee and currently sits as an Advisory Commission Member for the Office of the Orange County District Attorney. She is currently the Ambassador for State Assemblyman Stephen Choi and sits as the 2018 Chairperson for
Cecilia is currently an Associate Attorney at Magarian & DiMercurio, a law firm specializing in business, labor, and employment law and litigation. Prior to that, Cecilia was Associate Counsel at CHOC Children's Hospital and assists with the Family Legal Assistance at CHOC Children's providing conservatorships and guardianships for patients so that proper consent is obtained for medical services.
Cecilia received her B.A. and M.A. from the University of Southern California and her J.D. from Chapman University School of Law. Cecilia speaks both Korean and French.

That's right attendees were serenaded by TSA agents singing wonderfully as Board Members arrived. What talented singers! Client Spotlight : City of Blythe
California Consulting is pleased to spotlight the City of Blythe. Blythe is a kind and welcoming agricultural community that sees more than 8.5 million interstate travelers a year. Blythe is one of the rare places that catches 365 days of sunshine which allows the residents and tourists many opportunities for recreation.
With the weather ranging from 55 to 75 in the winter and 85 to 110 in the summer, Blythe provides year round activities such as camping, golfing, boating, dunebuggying, and rock hounding. There is also almost ninety of navigable water the Colorado River provides.
Blythe also provides many sport opportunities for children of all ages including the "Big Foot" Skate Park. Popular events such as the Colorado River Music Festival, Jazz Festival, Cinco de Mayo, I-10 Speedway races, street festivals, softball tournaments, Christmas parade, 4th of July fireworks display, and many more civic community organizations' activities provide year-round entertainment for visitors and residents alike.

Team Member Spotlight: Dan Rodriguez, Director of Operations
Dan Rodriguez is California Consulting. Inc.'s Director of Operations. Prior to California Consulting, Dan held various positions as a government relations with municipalities and agencies specializing in business development and investor relations consulting, a former Los Angeles County Business Federation (BizFed) Business Development and Investment Relations Consultant, and as CEO for the Boys and Girls Clubs for Brea-Placentia-Yorba Linda for 7 years. He also served as volunteer Board Chair for Pomona
Valley Boys & Girls Club.
A former elected official for the City of Pomona and appointed Vice-Mayor where he co-chaired the Mayor's Violence Prevention Task Force resulting in the formation of the Pomona Youth Commission and the Pomona's youth and family master plan. Prior to being appointed Vice-Mayor, Dan was employed with the Pomona Unified School District as a High School Police Officer and Child Welfare & Attendance Manager and Superintendent Special Liaison for over 15 years.
Dan earned his Master's Degree in Organizational Leadership & Development, 2005, Biola University, La Mirada, CA and is pursuing Biomass Broker License and Blockchain Certification.

WaterSMART Grants: Water Marketing Strategy Grants for Fiscal Year 2018

The Active Transportation Program was created to encourage increased use of active modes of transportation, such as biking and walking. Funding from the Active Transportation Program may be used to fund the development of community wide bike, pedestrian, safe routes to schools, or active transportation plans in predominantly disadvantaged communities. The goals of the Active Transportation Program are to:
- Increase the proportion of trips accomplished by biking and walking or Increase the safety and mobility of non-motorized users.
- Advance the active transportation efforts of regional agencies to achieve greenhouse gas reduction
- Enhance public health, including reduction of childhood obesity using programs including, but not limited to, projects eligible for Safe Routes to School Program funding.
- Ensure that disadvantaged communities fully share in the benefits of the program.
- Provide a broad spectrum of projects to benefit many types of active transportation users.
U.S. Department of Transportation Federal Railroad Administration - Consolidated Rail Infrastructure and Safety Improvements Program (FY 2017)

Eligibility:
State; Group of States; Interstate Compact; Public agency or publicly chartered authority established by one or more States; Political subdivision of a State; Amtrak or another rail carrier that provides intercity rail passenger transportation; Class II railroad or Class III railroad; Any rail carrier or rail equipment manufacturer in partnership with at least one of the entities described above; Transportation Research Board together with any entity with which it contracts in the development of rail-related research, including cooperative research programs; University transportation center engaged in rail-related research; or Non-profit labor organization representing a class or craft of employees of rail carriers or rail carrier contractors.
This program will fund projects that improve the safety, efficiency, and reliability of passenger and freight rail.

- Deployment of railroad safety technology (PTC/rail integrity inspection systems)

EDUCATION OPPORTUNITIES:
US Department of Education: Project School Emergency Response to Violence (SERV) Program

Amount: Immediate Services grant: Up to $50,000 for a period of six months; Extended Services grants: Up to $250,000 for 18 months

Eligibility: Local education agencies (LEAs) and institutions of higher education (IHEs)
This program funds short-term and long-term education-related services for local educational agencies (LEAs) and institutions of higher education (IHEs) to help them recover from a violent or traumatic event in which the learning environment has been disrupted. LEAs and IHEs may apply for two types of assistance under Project SERV: Immediate Services grants and
Extended Services grants. Immediate Services grants are intended to provide short-term support shortly after a traumatic event. Immediate Services grants are intended to provide a limited amount of funds to meet acute needs and restore the learning environment. Extended Services grants are intended to address the long-term recovery efforts that may be needed following a traumatic event. Extended Services applications are considered unsolicited grant applications and undergo a rigorous internal review by the Office of Safe and Healthy Students and the Office of the General Counsel. After review by staff members, the application is peer reviewed by an outside panel before being considered for funding.
California Department of Education (CDE): FY 2017-18 California Renovation and Repair Loan Program
Deadline: June 29, 2018

Eligibility: Institutions of higher education, local educational agencies, nonprofit organizations, other organizations or agencies
The California Renovation and Repair Loan (CRRL) Program provides loans for the renovation and repair of existing facilities in order to ensure eligible California Department of Education (CDE) contractors meet applicable health and safety standards for federal and state licensing compliance. The CRRL Program funds are interest-free loans and may be reimbursed with contract funds. The Early Education and Support Division (EESD) will accept applications continuously; however, the EESD will award loans based on the availability of funding. This is a loan program with zero interest and may be reimbursed with contract funds. Loan amounts will vary, however, the loan interest is zero. In addition, the loan can be paid with reimbursement amounts from the qualifying contract(s). Loan repayment dates and performance periods will vary by loan. Applications or other data may be submitted at any time during the fiscal year. The CRRL Program funds are available to contractors who contract with CDE to operate the California State Preschool Program (CSPP), the General Child Care and Development Program (CCTR), the Migrant Child Care and Development Program (CMIG), and/or the California Handicapped Child Care and Development Program (CHAN). Within the Child Care Facilities Revolving Fund (CCFRF), $10 million is available to Local Education Agencies (LEAs) with CSPP contracts only. An additional $16.6 is available for LEAs and non-LEAs.
California Office of Public School Construction (OPSC): Seismic Mitigation Program

Amount: Estimated $94.5 Million left in program
Eligibility: Districts with qualifying Category 2 buildings under the School Facility Program (SFP) Regulation Section 1859.2
The Seismic Mitigation Program (SMP) is a subset of the Facility Hardship program that provides for the seismic repair, reconstruction, or replacement of the "most vulnerable" school facilities. SMP projects must meet the following requirements:
* The building is of an eligible Category 2 building type
* The building was originally designed for occupancy by students and staff
* DSA concurs that the building has the potential to collapse either due to ground shaking or due to faulting, liquefaction, or landslides
* Construction contract is signed after May 20, 2006
State Water Resources Control Board: Drinking Water for Schools Grant Program
Deadline: Applications accepted continuously via the FAAST Application System
Amount: $25,000 - $100,000 for single schools; $25,000 - $1,000,000 for LEAs
Match: None
Eligibility: Local Educational Agencies (LEAs) serving kindergarten or any of grades1-12
The Drinking Water For Schools Grant Program provides $9.5 million in funding to improve access to, and the quality of, drinking water in public schools pursuant to Senate Bill 828. To be eligible for funding, applicants must provide documentation of impaired drinking water quality, impaired access to drinking water, or a combination of both. Eligible projects include but are not limited to:
* Installation or replacement of water bottle filling stations or drinking water fountains with or without treatment devices capable of removing contaminants present in the school's water supply;
* Installation of point-of-entry (POE), or point-of-use (POU) treatment devices for water bottle filling stations, drinking fountains, and other fixtures that provide water for human consumption, including up to three years of: replacement filters, operation and maintenance (O&M), and monitoring of POE or POU devices;
* Installation, replacement, or repairs of drinking water fixtures and associated plumbing appurtenances that are necessary to address lead contamination identified by a school's public water system pursuant to the Lead Sampling of Drinking Water in California Schools program and that requires a corrective action; and
* Provision of interim alternative water supplies for applicants in the process of implementing a permanent solution, including purchases of temporary transfer water, hauled water, and bottled water.
* Costs directly related to planning, design, and construction that achieves an acceptable result are eligible for reimbursement.
