City of Eastvale Awarded $250,000 for HSIP Grant
The City of Eastvale was awarded $250,000 for the highly competitive Highway Safety Improvement Program (HSIP) funded by Caltrans. The city plans to install crosswalk enhancements by retrofitting existing traditional pedestrian crossings at signalized intersections with Countdown Pedestrian Signals at 46 locations and audible APS Controller Units at 22 locations.
Studies have shown that the countdown signals, both visual and audio, are less confusing for pedestrians. They are less likely to begin crossing the intersections if they know that they will not have enough time to completely cross, based on the information provided on the signal. In addition, the timing greatly reduces the likelihood of pedestrians being caught in the middle of the crossing when the vehicle signal changes. The City's goal for this project is to greatly improve safety, encourage walking and avoid pedestrian/vehicle collisions.
The City of Eastvale was recently recognized as the #1 Best Places to Live in the State of California and #17 Best Places to Live in America, as awarded by Money Magazine, 2016.

Julie High, PhD, Joins California Consulting as Project Manager
California Consulting is pleased to welcome Julie High, PhD, as a project manager. Julie will oversee primarily educational grant projects throughout California.
Julie has over twenty-five years experience in grant writing for education. She has secured more than $35 million in educational grant funding, with over $25 million for one school district.
Julie has experience working in many roles in public education: high school teacher, staff development specialist, middle school instructional coach, preschool director, after school program director, elementary principal, and director of program evaluation and IT. Throughout all of these primary roles Julie focused on improving education for traditionally underserved populations with successful Federal and State grant funding. In 1994 Julie organized a community collaborative of private businesses and social service agencies to improve services to the outlying community. This collaborative continues to meet and promote community health through its current family resource center base.
Julie earned her Bachelor's degree from UCLA, Master's degree from San Jose State University, Professional Administrative Credential from the University of Santa Clara, and her Doctorate in Education from Fielding Graduate University.
When she's not writing grants, Julie can be found riding and competing in upper level dressage with her Lusitano gelding, Cefiro do Ceu.

California Consulting Welcomes Jennifer Welling as Project Manager
California Consulting LLC is delighted to welcome Jennifer Welling as Project Manager.
Jennifer is based in the Santa Cruz area of the Central California coast and has 30 years' experience as a grant writer and grants manager. She spent 12 years as Grants Officer/Subaward Specialist for the Office of Sponsored Projects at the University of California. In this position, Jennifer worked primarily with the Ocean Science, Institute of Marine Sciences, and Ecology & Evolutionary Biology Departments in the submission of federal and private sponsor proposals.
Concurrently, in her consulting private-sector work, she has been successful writing foundation and corporate foundation grants for programs for children with developmental and physical disabilities, performing arts programs, multicultural arts events, educational enrichment programs, parent support and assistive technology programs for autism, and autism early intervention programs. Her greatest reward is to successfully craft a grant narrative that communicates the needs and experiences of children with developmental or physical disabilities into a compelling piece of writing that inspires and moves the reader.

California Consulting is pleased to spotlight, our client, The City of San Fernando.
The City of San Fernando is a community of attractive contrasts. What was once a land of farms and ranches adjoining the Mission de San Fernando Rey is now a vibrant center of manufacturing and commerce. San Fernando enjoys a sweeping view of the panoramic San Gabriel foothills and a sense of privacy; yet it is only minutes from downtown Los Angeles and only minutes away from other centers of commercial activity, thanks to a network of freeways and nearby airports. The City combines modern metropolitan conveniences with a close-knit community of friendly, civic-minded residents. Moreover, San Fernando proudly offers responsive city services, good access to city government, a large labor pool, a lower business tax than Los Angeles, and no utility tax.
A warm sunny climate and plenty of recreational activities add to the City's drawing power. The weather is downright Mediterranean, with an average rainfall of 12" - 17" and 44% humidity. Average temperatures range from highs of 85 degrees in summer to lows of 47 degrees in winter. It's no wonder, then, that many people are finding San Fernando an ideal place to live and work! Imelda Padilla, Associate-Southern California
Imelda Padilla is California Consulting's Associate - Southern California. Imelda is responsible for working with clients and potential clients in the Southern California region. Imelda Padilla is a young professional who comes to the team with a strong understanding of public funding, public policy development and hands on intergovernmental relations.
In addition to her formal education, Political Science BA from UC Berkeley with a double minor in Chicano Studies and Philosophy, she has also been a part of other policy based programs like UCLA Community Scholars, and the USC Tobacco Center of Regulatory Science research groups.
For many years she has been a community organizer to winning campaigns and successful events for the environment- (Clean Up-Green Up LA), youth justice- (Adelante Hombre Latino Youth Summit- San Fernando Valley), and income equity- (LA Raise the Wage).
Imelda is also a commissioner for the Los Angeles County Commission on Woman and Girls.
She is currently in grad school at the California University of Northridge where she is receiving her Master's in public administration with an emphasis on leadership and nonprofit management.

CA Department of Education (CDE): FY 2015-16 California Renovation and Repair Loan Program

The California Renovation and Repair Loan (CRRL) Program provides loans for the renovation and repair of existing facilities in order to ensure eligible California Department of Education (CDE) contractors meet applicable health and safety standards for federal and state licensing compliance. The CRRL Program funds are interest-free loans and may be reimbursed with contract funds. The Early Education and Support Division (EESD) will accept applications continuously; however, the EESD will award loans based on the availability of funding. Required Eligibility Criteria: The CRRL Program funds are available to contractors who contract with CDE to operate the California State Preschool Program (CSPP), the General Child Care and Development Program (CCTR), the Migrant Child Care and Development Program (CMIG), and/or the California Handicapped Child Care and Development Program (CHAN). Within the Child Care Facilities Revolving Fund (CCFRF), $10 million is available to Local Education Agencies (LEAs) with CSPP contracts only. An additional $12.4 is available for LEAs and non-LEAs.

US Bureau of Reclamation: 2017 WaterSMART - Water and Energy Efficiency Grants

Eligibility: States, Indian tribes, irrigation districts, water districts, or other organizations with water or power delivery authority (may include municipalities)
The WaterSMART Program focuses on improving water conservation, sustainability and helping water resource managers make sound decisions about water use. It identifies strategies to ensure that this and future generations will have sufficient supplies of clean water for drinking, economic activities, recreation and ecosystem health. The program also identifies adaptive measures to address climate change and its impact on future water demands. Through the WaterSMART Grants, Reclamation provides 50/50 cost share funding to irrigation and water districts, Tribes, States and other entities with water or power delivery authority. Projects should seek to conserve and use water more efficiently, increase the use of renewable energy, protect endangered species, or facilitate water markets. Projects are selected through a competitive process and the focus is on projects that can be completed within 24 months that will help sustainable water supplies in the western United States. Proposals must seek to conserve and use water more efficiently, increase the use of renewable energy, improve energy efficiency, benefit endangered and threatened species, facilitate water markets, carry out activities to address climate-related impacts on water or prevent any water-related crisis or conflict.
California Department of Housing & Community Development (HCD): Housing-Related Parks Program

The HRP Program is designed to encourage cities nd counties to develop new residental housing by rewarding those jurisdictioins that approve housing

The grant provides funding on a per-bedroom basis
for each residential unit affordable to very low- and low-income households permitted during the Designated Program Year (DPY). Awards will be distributed on the following basis:
- $500 per bedroom for each unit affordable to Low-Income Households

- The minimum grant amount based on funding for these units must be $75,000
