The Impact of the Recent Executive Orders on Nonprofits

Executive orders (EOs) signed by the President provide guidance and directives to federal agencies on their operations and policies and have the force of law. Once they are signed, they remain in effect unless they expire, are revoked, or nulled in court. Only a sitting President can rescind executive orders signed by a previous administration. However, executive orders are not legislation, and while Congress can advance legislation that supports or hinders the effects, it cannot overturn them. After he was sworn into office, President Trump signed dozens of EOs covering a broad range of issues. 


Why it Matters to Nonprofits

The work of charitable nonprofits covers a wide range of causes and efforts, and executive orders have the potential to impact funding, staffing, and general operations of critical community services. The implications of the executive orders vary greatly from immediately taking effect to immediately being challenged in court. Staying abreast of the executive orders and their related actions is crucial for ensuring nonprofits are aware of upcoming hurdles to their work. 


Nonprofits with federal grants and contracts, especially those providing diversity, equity, and inclusion trainings and programs to or in partnership with the federal government, or work in immigration, LGBTQ+ rights, or environmental protection, should review their programs and contract language immediately as it pertains the various EOs.


Tracking Executive Orders

In an effort to aid the swift analysis of the recent executive orders, we have crafted a chart of the most pertinent executive orders, expected impacts, and related actions that we will be updating regularly. See the chart .


Noteworthy Related Actions

On Jan. 27, 2025, the Office of Management of Budget (OMB) issued an memo in response to some of the executive orders, including Executive Order Ending Illegal Discrimination and Restoring Merit-Based Opportunity, that called for the pausing of all OMB grants and loans. The National Council of Nonprofits, American Public Health Association, Main Street Alliance, and SAGE filed for a temporary restraining order to stop the memo from going into effect (see the Complaint). On Jan. 28, 2025, minutes before the memo went into effect, a DC federal judge ordered an administrative stay. On Jan. 29, OMB rescinded the memo. The judge issued a temporary restraining order on Feb. 3, 2025 prohibiting the “implementing, giving effect to, or reinstating under a different name the directive to halt federal spending broadly.” Read more...

SPECIAL ANNOUNCEMENTS

Learning Grove recently received a pair of gifts to support its work in the community. Matt Berlage with ASI Signage presented Learning Grove's FamiliesFORWARD team $5,000 to support its work with students at Withrow University High School, and PNC presented $7,500 for our Altamont Early Learning Center to purchase new equipment for its renovated outdoor play space, which has also been supported by PNC's #GrowUpGreat initiative.


The Notre Dame Urban Education Center is proud to announce that it has been awarded a $50,000 challenge grant from the Butler Foundation to support its mission of providing educational enrichment and support services to children in Covington and the surrounding communities.


Cincinnati Country Day School is proud to be a 2024 Gold Level recipient of the Encouraging Environmental Excellence in Education program. This prestigious recognition celebrates the school's commitment to environmental stewardship and education.


HOME (Housing Opportunities Made Equal) releases a new report detailing racial home mortgage lending disparities in Hamilton County. This report seeks to explore the status of the recommendation to “expand lending to Black and low-income homeowners that is fair and non-predatory" two years after HOME’s initial report.  Between 2018 and 2023, the housing market changed dramatically through COVID, rising and falling interest rates, and a tightening of housing supply. This volatile period affected national and local housing trends, including mortgage lending.


Sycamore Presbyterian Church and Journey to Hope are collaborating to offer the workshop: Mental Health Matters. This 5-Week workshop will take place at Sycamore Presbyterian Church, 6:30-7:30pm, Feb. 12-March 12.


Queer Kentucky is proud to announce its first-ever GLAAD Media Award Nomination in the Best Print Article category. Editor-in-Chief Spencer Jenkins was nominated for his piece covering actor Noah Ricketts's rise from Bluegrass to Broadway for their Spring 2024 print publication.


The Andy Warhol Foundation for the Visual Arts has awarded $75,000 to The Carnegie to support exhibition programming over the next two years. The grant will support The Carnegie galleries' mission of connecting regional artists, curators and writers to opportunities that will grow their career and/or practice.


People Working Cooperatively has announced that it received 11 grants in the fourth quarter of 2024 to support its mission. Butler Helping Hands, $5,000; Centerpoint Energy Foundation, $25,000; Cleveland Cliffs Foundation, $20,000; Colerain Township, $1,500; Good Shepherd Catholic Church, $6,000; Huntington Charitable Foundation, $10,000; Macy's, $13,000; the P&G Fund of the Greater Cincinnati Foundation, $50,000; Robert and Adele Schiff Family Foundation, $100,000; Rumpke awarded $1,500; the Sutphin Family Foundation, $27,150.


On Sunday, February 9, 2025, Lindner Center of HOPE hosted its signature fundraiser, Touchdown for HOPE, at The Bally Sports Club in The Great American Ballpark. The event brought together more than 225 enthusiastic football fans and supporters of Lindner Center of Hope, raising more than $170,000 through sponsorships, donations, and ticket sales—funds that will help advance mental health care in our community.



Cincinnati Association for the Blind and Visually Impaired (CABVI) is grateful to the Lions Club of Oxford for a $3,000 grant to provide adaptive services and equipment to residents of Butler County who are blind or visually impaired.  



FUNDING AND RESOURCE OPPORTUNITIES

Zonta Club of Cincinnati will be accepting applications for our 2025 Grant Program to empower women through service and advocacy. Not-for-Profit organizations may apply for grants awards ranging in an amount from a minimum of $500 to a maximum of $2,000 per funding cycle. All applications must be received by April 1, 2025, for the May 31, 2025, distribution. The Spirit of Construction is now accepting grant applications to support local community outreach programs that educate individuals—from grade school students to adults—about the benefits of a career in construction. In addition to providing funding, Spirit also deploys volunteers who share valuable industry insights and help connect individuals with opportunities in the field. A Spring 2025 class at NKU will look at occupational therapy intervention and program planning for group and activity development. We are looking for community partners who would benefit from our graduate student projects to help develop, improve, or maximize the psychosocial health and wellness of the organization's members. We invite applications from nonprofits (or programs within nonprofits) that are focused on supporting psychosocial support and group opportunities toward building a stronger community. Students in our class will review applications and select four community agencies that will then collaborate with our students and receive a student-designed group activity plan or a design to enhance psychosocial well-being in the community organization. As part of his commitment to ensuring all Ohio children have the opportunity to build strong foundations for success, Governor Mike DeWine and Ohio Department of Children and Youth (DCY) Director Kara B. Wente announced the availability of $5 million in grant funding to support training for teachers at early care and education programs on how to harness the Science of Reading to enrich their young students’ literacy skills from an early age.
