A Note from the President & CEO
A quick thank you to all of the sponsors and players in our golf scramble last month. Shout out to Stem DTS for their partnership and help in organizing. It was a great day of networking and fun! We’ve already begun working on another scramble next year and a way to include non-golfers. Stay tuned for more details!
The government shutdown has left a number of policy issues in limbo. If you signed on to our SBIR/STTR reauthorization letter last month, that program has now lapsed. While we do expect the program to eventually be reinstated, new awards cannot be issued and if you are awaiting funding or are in mid-proposal, expect indefinite delays as federal staff may be furloughed. We are also closely watching and responding to the developments around pharmaceutical tariffs and the recently launched Section 232 investigation into medical devices and equipment (more on that below). We are pleased to announce our participation in the Bayh-Dole Coalition, a critical voice in explaining the benefits of promoting innovation through the commercialization of federally funded research.
And a reminder that our monthly Life Sciences Lifeline Luncheon series, co-hosted by Barnes and Thornburg, is coming up. We’ve explored AI in life sciences, biodefense, and on October 21st, we’ll be tackling tactical tips for tumultuous times! Join Pintail Solutions’ CEO, Jason Bork, as he shares practical examples and insights on how to lead, scale, and transform through disruptive times.

Lutnick Wants a Tax That Would Kill Innovation
All of us benefit when universities earn royalties on inventions resulting from subsidized research.
By Joe Allen
Commerce Secretary Howard Lutnick recently suggested the government should take half of universities’ patent royalties resulting from federally funded grants and contracts. “The scientists get the patents, the universities get the patents, and the funder of $50 billion, the U.S. government, you know what we get? Zero,” Mr. Lutnick told Axios. Read more.

BIO Statement on Recent Industry Tariffs
WASHINGTON, D.C. – John F. Crowley, President and CEO of the Biotechnology Innovation Organization (BIO) released the following statement on the potential for 100% tariffs on branded or patented medicines in the US:
“We share the Administration’s goals for accelerating the onshoring of biomanufacturing in the United States. That is why the biopharmaceutical industry has announced more than $350 billion in US biomanufacturing investments this year alone.
“The immediacy of punitive, 100% tariffs on innovative medicines for any company without ‘shovels in the ground’ would devastate our nation’s small and mid-sized biotechnology companies. These 3,000+ companies are the heart and soul of America’s vitally important biotechnology industry. Most of these companies do not have access to the significant capital needed to immediately establish manufacturing in the US. Due to the complexity and capital-intensive nature of biomanufacturing, the vast majority of these small-to mid-size biotech innovators rely on contract manufacturers to produce their medicines. These companies especially need time and stability in both the policy environment and capital markets to explore domestic manufacture of their often life-saving medicines, many of which are for rare and fatal diseases, often in children.
“Immediate tariffs in the biotechnology industry threaten America’s health, national security, economic stability, and place as the world’s leader in biotechnology. They would also devastate our industry and accelerate China’s path to biotech dominance – which we cannot see happen.”

Leading, Scaling, Transforming Through Disruptive Times
Disruptive times can bring out fear, uncertainty, procrastination, paralysis, and sometimes a continual flow of ‘new initiatives’ that may or may not be well-connected. At these times, organizations from start-ups to Fortune 500 companies need to have agile, strategic plans that drive clarity and commitment through continuous communication. Defining potential future states and scenario planning for each are effective means to wrestle with uncertainty. Effective planning also needs to be augmented by robust execution. Not only execution across projects and initiatives, but intentional organizational change considering people, processes, and technologies. Practical examples, insights, and stories will be shared on how to lead, scale, and transform through disruptive times.
Jason Bork, President and Founder of Pintail Solutions, will be the speaker.
