ICANN65 Update




The ICANN65 Policy Forum was held from 24-27 June in Marrakech, Morocco. 

There were 173 public sessions attended by 1,165 participants, including 32 Fellows, 12 NextGen and 3 NextGen Ambassadors. Kurt Pritz was awarded the 2019 ICANN Multistakeholder Ethos Award.

ALAC/At-Large @ICANN65 Update

The ALAC/At-Large community had a busy schedule full of policy activity during ICANN65. 

The ALAC held a joint outreach session on policy with the Non-Commercial Users Constituency (NCUC), and a joint session with the Governmental Advisory Committee (GAC). In  addition, sessions regarding the following policy topics and related activity took place:
In addition, several topics of regional importance were discussed at ICANN65, including emerging identifier technologies (DoH/DoT), preparations for a New Round of gTLDs, EPDP Phase II, and an ICANN Empowered Community briefing.

Finally, there was an At-Large dinner on 26 June. Several ICANN Board members attended, as well as the ICANN Board Chairman, Cherine Chalaby. It was a great occasion for At-Large to engage with one another as well as other members of ICANN org. The APRALO community was there in force!

Have your say! To contribute to ALAC public comment, please comment on the wiki space or volunteer as penholder, and join the weekly At-Large Consolidated Policy Working Group (CPWG) meetings.

The At-Large Advisory Committee (ALAC) submitted (1) policy statement: 

The ALAC contribution to the evolving multistakeholder model condensed the 21 issues developed through community consultations into 4 general categories: (1) structural, (2) process, (3) participation and (4) intergroup relations. Regarding structure and process, the ALAC recommends more specific scoping, the use of external influences and project management tools, easily retrievable records of discussions and decisions and joint community/staff priority setting. Regarding participation, the ALAC noted the mutlistakeholder system depends on wide participation in the process and wide participation from all regions remains a challenge, including language barriers and volunteer burnout. Finally regarding intergroup relations, the ALAC noted there will always be disagreements, but a culture of positive relations between and among groups must be actively encouraged.

APRALO @ ICANN65 Update

The AP  region was well  represented at ICANN65 with ALAC Members and Liaisons, the APRALO Chair, several ICANN Fellows and a Coach in attendance. APRALO members participated actively in many policy sessions, particularly those related to the ALAC and RALO Hot Policy Topics, IDNs and Universal Acceptance, RALO Leadership development as well as all At-Large sessions. ATLAS III was another important topic for At-Large.

ICANN Update

NomCom Update

The ICANN NomCom Delegates and leadership team met at ICANN65 Marrakech, to interview short-listed candidates for ICANN Board and PTI Board positions. The deliberations process focused on the selection of the most qualified candidates for the 10 open seats.

All short-listed as well as the selected candidates will be informed of their status soon; NomCom will make the formal announcement in September. The new selectees will officially assume their roles at the ICANN66 Montreal Annual General Meeting (AGM).

During ICANN65, Damon Ashcraft, Chair of the 2019 ICANN NomCom, and Jay Sudowski, Chair-Elect, gave ICANN's James Cole an update on the Committee's progress. Watch the interview here.

PICISOC @ UN Expert Group Meeting on "The Future of Digital Government for Sustainable Development"

PICISOC members Andrew Molivurae and Anju Mangal attended a meeting of UN experts focused on "The Future of Digital Government for Sustainable Development" in South Korea. The outcome-focused meeting required PICISOC intervention to articulate what the Pacific wanted to achieve, and what end result the group sought by attending the meeting.

"In the context of the need for governments to progress digital government priorities, there has been some ongoing discussions around the challenges faced by the governments in SIDs and LDCs, namely internet connectivity/bandwidth, expensive internet access, inadequate legal and regulatory frameworks, shortage of requisite human ICT capacity, failure to use local language and content, and lack of entrepreneurship and a business culture open to change. These countries in special situations have not been able to reap the sustainable benefits through ICT and digital government."  UNPOG Digital Government

Delegates discussed emerging issues and trends in the area of digital government for sustainable development in LDCs, SIDS and LLDCs, which will be further analyzed in a 2020 UN Survey. The meeting reflected on the methodology of the Survey and its related indexes.


CCAOI - ISOC Delhi organizes Pre-ICANN65 discussion

CCAOI and ISOC Delhi organized a Pre-ICANN65 interactive online discussion on 07 June. The objective of the webinar was to provide community members an overview of the ICANN65 Policy Forum. Moderated by Amrita Choudhury, Director CCAOI, President, ISOC Delhi,  the session was attended by over 50 people from 10 countries, covering three continents. The speakers at the webinar included:

ISOC Delhi organises interactive discussion on "Data Protection Developments in APAC"

ISOC Delhi and The Perspective organized an interactive discussion on 'Data Protection Developments in APAC" on 12 June. The objective of this webinar was to share the global and regional updates on the Privacy Awareness Week (Singapore), APPA Forum & G20 Meet (Japan), and developments in several Asian economies pertaining to data protection, followed by an interactive discussion. The speakers of the session included  Dr. Clarisse Girot, Senior Fellow - Data Privacy Project Lead,  Asian Business Law Institute (ABLI - Singapore) and Mark Parsons, Partner, Hogan Lovells, Hong Kong. The discussion was moderated by Rahul Sharma, Founder, The Perspective and Country Leader - India, IAPP. The recording of the meeting is available here.

Upcoming Events and Other Announcements



 
  • The ICANN66 Annual General Meeting (AGM) will be held in Montreal, Canada from 02-07 November 2019.
  • The Third At-Large Summit (ATLAS III) will take place during ICANN66, from 04-07 November 2019. Staff have submitted the travel database for the ATLAS III travelers. A call of the Program Committee is being planned for the week of 22 July. They will advance their work on developing the details of the case study of the ATLAS III focusing on EPDP Phase 1. 
  • The Middle East and Adjoining Countries School on IG 2019 (MEAC-SIG 2019) took place in Rabat, Morocco from 8-12 July 2019.
  • 10th Asia Pacific Regional Internet Governance Forum (APrIGF) took place from 16-19 July 2019 in Vladivostok, Russia. 
  • The fourth edition of India School of Internet Governance (inSIG 2019)  will be held from 15-17 November in Kolkata, India.
