Planning the Future of Transportation in Marin
Transportation Authority of Marin’s Director of Planning, Derek McGill, and Public Outreach Coordinator, Molly Graham, will present TAM's recently released long term plan to advance a safe, equitable, and sustainable countywide transportation system, the Marin Countywide Transportation Plan 2050. They will also provide information on the beginning of the requisite 6-year review of TAM’s Measure AA Transportation Sales Tax Expenditure Plan. Mark Brown
Executive Officer, Marin Wildfire Prevention Authority
Mark started his career as a volunteer firefighter in 1986 in Sonoma County. He was hired by the Marin County Fire Department as a Firefighter/Paramedic in 1991 and retired as the Deputy Fire Chief. After serving for nearly 30 years with the Marin County Fire Department, Mark retired to assume the position as Executive Officer for the Marin Wildfire Prevention Authority. Mark served on a CAL FIRE Incident Management Team for 15 years as a Type I Operations Section Chief and was qualified as a Type II Incident Commander.
Chief Brown was a founding member of the North Bay Incident Management Team, a Type III All-Hazards IMT in the San Francisco Bay Area, and was the Program Manager and one of the Incident Commanders. His deployments include floods, earthquakes, public health emergencies, hurricanes, oil spills, mudslides, civil unrest, wildland fires, and planned events. Mark has a Bachelor of Arts in Applied Studies – Organizational Leadership. He is married and has three adult children.

Adam Cole
Adam was the General Counsel of the California Department of Insurance from 2007-2015. There, he led a legal division of 100 lawyers and played a leadership role in the agency’s decision-making and oversight of the insurance industry in California.
Adam maintains an expert witness and consulting practice focused on insurance regulatory issues. His clients include insurance companies, policyholders, and a wide range of other entities with insurance regulation issues.
Prior to government service, Adam was a litigation partner at a national law firm specializing in insurance coverage cases on behalf of corporate policyholders. Among his leadership roles was pioneering a Climate Change Practice Group that addressed client needs across practice groups stemming from the increased risk of climate change.
He has taught insurance law at UC Law San Francisco and UC Berkeley Law.
A Yale College and Harvard Law School graduate, Adam also served as a U.S. Peace Corps Volunteer in Swaziland (Eswatini), where he taught math to African children.

Wildfire Preparedness and Insurance: Navigating Risks, Mitigation, and Policy Changes in the Wake of Devastating LA Fires
The recent devastating Los Angeles fires have created a new urgency in all of us as to how to prepare our homes and communities to reduce the risk from a wildfire. News reports cite damages approaching $250 Billion dollars which includes damage to life and property, economic losses, healthcare costs and business losses. Video evidence from those fires brings home the danger of burning embers and the fuel loads that surround many of our homes. Mark Brown, Executive Officer of the Marin Wildfire Protection Agency, will talk with us about the primary risks to our homes, how we and fire professionals can assess that risk at the parcel risk and community level risk and the mitigation efforts that we need to undertake. Mark will talk about impending new legal requirements relating to Zero to Five feet.
We are all aware of the recent acceleration of insurance premium rate hikes and cancellations of homeowners insurance policies for those living in and near high fire risk areas. Mark will also talk about how proposed mitigation measures can be incorporated into the insurance industry’s decision making process and how those could lead to premium reductions.
Adam Cole, attorney and former General Counsel of the California Department of Insurance, will speak to us about the current legal backdrop in Californa related to homeowner’s insurance. What is the current availability and pricing of insurance in the face of wildfires? What does the “Sustainable Insurance Strategy” being rolled out by Insurance Commissioner Ricardo Lara and how does it seek to improve insurance availability and affordability? Are insurers doing enough to acknowledge mitigation? Can they be forced to do more?

A Point Reyes National Seashore Update from Superintendent Anne Dubinsky Altman
Anne Dubinsky Altman has worked for the National Park Service for 23 years in various roles within parks, the Pacific West Regional Office, and the Washington Office.
Anne started her career at Bryce Canyon National Park and has also worked at Rocky Mountain National Park, managed the commercial services division for the San Francisco Regional Office, and held a variety of business and financial positions within the Washington office before arriving at Point Reyes as the Deputy Superintendent in the spring of 2022. Anne became the park's fifth permanent superintendent in the fall of 2024.
Anne is the recipient of a 2011 Department of Interior Honor Award. Originally from St. Louis, Missouri, she holds a bachelor’s degree in Earth Systems from Stanford University and a Masters in Business Administration from the University of California at Davis. Anne and her family are longtime residents of Fairfax, CA. Anne loves hiking, trail running, baseball, and anything else outside.

Bay Area Summer Academy
The Norman Mineta Bay Area Summer Academy is a paid program that introduces Bay Area high school students to public sector career pathways through exposure to regional policy issues such as transportation planning, housing, environmental justice and air quality management through interactive sessions with partner agencies. Students will receive a $300 stipend and a certificate.
To apply, students must:
- live and attend high school in the Bay Area,
- be 15 years old or completed the ninth grade by July 2025,
- attend the online seminars and present on a topic, and
- have the permission of a parent or guardian if under 18.
Applications are due April 27!
