DPHSS GUIDANCE MEMO 2021-16 REV
The Department of Public Health has asked that we share Guidance Memo 2021-16 REV with you containing updated information regarding residents who are suspected or confirmed for having Covid-19, or becomes exposed to someone confirmed with Covid-19.

The Department has advised that clearance letters from Public Health are NOT required in order to return to work.
Legislative Update
Bill Nos. 202-36 & 177-36
Both proposals seek to increase the gross threshold from $250,000 to $500,000 for limited exemptions on the business privilege taxes for certain small businesses. A public hearing was held on January 14th. View the Chamber's testimony here.

This proposal has finally been added to this month's legislative session agenda. It is anticipated that it will be discussed on the floor on Monday, January 24th. The Chamber sent supporting testimony in May 2021 when a public hearing was held for the bill. The Chamber sent a letter to Speaker Therese Terlaje on Friday, January 21st to seek support to pass the measure. View the Chamber letter here.

Guam Air National Guard 2022 Awards Ceremony
Through our Armed Forces Committee partnership with the local military commands, we are seeking contributions for prizes in the below categories to be presented at the Guam Air National Guard Awards banquet. Items such as brunches, lunches or dinners for two, weekend getaways, hotel overnight stays, shopping gift certificates, or optional tours are welcome. Any contribution you make will be greatly appreciated. 

We request that gift certificates be delivered to the Chamber Office by 2:00 p.m. on Friday, January 28th to allow time for preparation of packets for the awardees.

FREE ON-SITE COVID TESTING 
Guam has a new on-site Covid testing option, which makes it convenient for your company to test at your place of business.

USA Medical LLC, a company focused on developing safe, accurate, and fast COVID-19 test kits, announced the immediate availability of free test kits for all organizations. Organizations include schools, colleges, prisons, businesses, government organizations, shelters, manufacturing plants, and other organizations with individuals in close proximity to each other.
 
The federal CARES Act has provided $10 Billion in CDC funding that allows for FREE in-house Covid testing for all organizations and businesses. These tests are easy to administer, and results are reported confidentially to your organization within 48 hours of receiving your samples. NO personal information is collected from your employees during the entire process. The process is simple: Organizations contact the local representative, Phil Leddy, to schedule their day/time for the weekly testing. A trained professional will be present to administer the tests on-site (est. 2 mins per person). The tests are mailed to company labs in Hawaii. 

Working with CDC Guidelines, the goal is to quickly track any virus spread to keep your employees and students safe during current uncertain pandemic-related times. Everything is no charge, FDA approved, 100% accurate, and organizations are notified within 48 hours after the ones that tested positive, and all results are accessible via our secure web portal.  **These tests detect new COVID strains/variants, including Omicron.

U.S. Chamber Updates
Senate Antitrust Bill Targets Innovators, Threatens Businesses

The Senate Judiciary Committee considered the misnamed American Innovation and Choice Online Act. This legislation risks worsening inflation, undermining innovation, and giving more power to unaccountable D.C. bureaucrats.

Why it matters: The companies that are being targeted are the very ones that had the scale and innovation to help us through the pandemic, whether that was enabling millions to work remotely, get essentials delivered to our front door, or seamlessly bringing entertainment into our homes. These companies, contrary to popular belief, are helping fuel a dynamic, competitive economy.

  • Antitrust laws should only intervene when analysis demonstrates consumer harm outweighs any corresponding benefits.

Key takeaway: The American Innovation and Choice Online Act arbitrarily picks winners and losers in the American economy and holds some companies to a different standard than their competitors.

Cyberattacks Continue: Be Aware
Over the past several days there has been an increase of cyberattacks against critical infrastructure in the U.S. View Microsoft's release. The U.S. Chamber recommends that all businesses adopt a heightened state of awareness. Specifically, organizations are encouraged to harden internet facing assets by enforcing multi-factor authentication and protect critical and high value data assets.
