This statewide newsletter brings together the voices, stories, and updates of Dwyer Peer Support Programs across New York. Each month, we'll highlight what's happening around the state, share valuable resources, and celebrate the veterans, peers, and partners who make this work possible.

This Month's Briefing

The Dwyer Coalition continues to advance the Joseph P. Dwyer Programs through strategic initiatives that strengthen connection, coordination, and access to resources for Military Members, Veterans, and their Families across New York State.

 

In 2026, we are prioritizing innovation and accessibility. Through our growing partnership with EnliveO, we are expanding into a digital space that allows individuals to engage in peer support and community connection regardless of geographic barriers. This includes the upcoming launch of the Dwyer Virtual Community, along with the development of the Dwyer App—both designed to ensure that support is no longer limited by location.

 

In addition, our work with Onward Ops will focus on supporting transitioning service members returning to New York State, including the New York City area. Together, these efforts strengthen our ability to meet veterans and their families where they are—whether through digital connection or direct transition support.

 

These initiatives are especially critical for rural communities, where access to services has historically been limited. By extending our reach through both digital infrastructure and targeted transition support, we are reinforcing a simple but powerful message: Every Veteran and family member is seen, heard, and valued.

 

In parallel, the Coalition continues to maintain a strong presence in legislative conversations, advocating for meaningful improvements that reflect the real experiences of those we serve. While systems take time to evolve, our commitment remains firm, we will continue to elevate the voices of those who often go unheard.

 

Our focus for 2026 is clear: Visibility. Not just being seen, but ensuring that needs, challenges, and solutions are recognized at every level.

New Partnership Spotlight

Onward Ops

We are excited to announce a new partnership with Onward Ops, an organization dedicated to supporting service members as they transition from military to civilian life. Every transition is unique, and Onward Ops recognizes that no two journeys look the same which is exactly why their work is so important.


Why This Partnership Matters?

  • Personalized Support -- Onward Ops meets each service member exactly where they are. Their approach is tailored to individual needs, timing, and readiness, ensuring no one feels rushed or overlooked.
  • Clarity in a Complicated Process -- Transitioning can feel overwhelming. Onward Ops helps cut through the noise — identifying gaps, offering guidance, and connecting service members to trusted resources that truly fit their goals.
  • Long‑Term Connection -- Support doesn’t end at separation. Onward Ops stays connected before, during, and after the transition, offering stability during a time of major change.
  • Community Integration -- Through volunteer sponsors, community partners, and peer support networks, they help service members build meaningful connections in the communities they’re joining.


This partnership strengthens our shared mission: ensuring that every service member has the support, guidance, and community they need as they move into the next chapter of their lives.

Veteran Suicide Intervention Conference

Inaugural Veteran Suicide Intervention Conference


The National Association of Social Workers – New York State Chapter Veteran Mental Health Training Initiative Committee, in partnership with the Dwyer Coalition, is proud to present the Inaugural Veteran Suicide Intervention Conference—bringing together clinicians, advocates, and community members to learn practical, evidence-informed approaches to veteran suicide prevention and strengthen support systems for those who have served.

Women's History Month

A Message to the Women Behind the Mission

March is Women’s History Month, a time to honor the strength, resilience, and achievements of women who have shaped our history and continue to lead our communities forward. We celebrate the trailblazers who opened doors, the quiet heroes who held families and communities together, and the women who continue to serve, support, and inspire those around them.


This month, we especially recognize our women Veterans and military families.

Your courage, leadership, and dedication have left a lasting impact on our nation. Your stories remind us that service comes in many forms on the front lines, at home, and in every space where women stand strong for others.



As we reflect on the past and look toward the future, may we continue to uplift, support, and empower the women in our lives and in our Veteran community.

Cattaraugus County Dwyer Program

Utica Center for Development Veterans Resource Fair

On March 12, 2026, we had the opportunity to attend a wonderful Veterans Resource Fair at the CNY Veterans Outreach Center in Rome. It was an inspiring day filled with connection, support, and meaningful conversations. Dozens of organizations came together with one shared purpose: to ensure our veterans and their families have access to the resources, benefits, and community they deserve. Events like this remind us how strong and supportive our veteran community truly is and how much good happens when people show up for one another. The Joseph P. Dwyer Program is proud to stand alongside partners who share the mission of supporting those who served.

Columbia County Dwyer Program

We’re proud to share the incredible generosity of the Ladies Auxiliary of the Columbia County Firefighters Association, who once again prepared a delicious lunch for the Veterans and their guests. Serving a full house, they filled the room with great food, warm smiles, and a welcoming sense of community that brightened the day for everyone in attendance. Their support means so much to our Veterans, and we are grateful for the care and kindness they bring to every meal.

Veterans One-Stop Center

We’re proud to highlight the incredible work of the Veterans One-Stop Center, an organization dedicated to supporting those who served. Their impact is felt throughout the community, providing Veterans and their families a welcoming place to connect, grow, and access vital resources. In honor of Women’s History Month, the Center celebrated the contributions of women Veterans with a recent Women’s Event—an uplifting gathering filled with empowerment and well-deserved recognition. The joy and camaraderie shared reflect the Center’s commitment to creating spaces where Veterans feel valued and supported, setting a high standard for community care and Veteran-focused programming.

Veterans Suicide Awareness and Remembrance

 (SAR) Flag Ceremony

On March 19, 2026, we attended the ceremonial presentation of the Veterans Suicide Awareness and Remembrance (SAR) Flag in Albany. This flag stands as our nation’s symbol to raise awareness of military and Veteran suicide a reminder of the profound sacrifices made by those who served and the responsibility, we share to support them. We must always remember that freedom is not free.


The reality of Veteran suicide is heartbreaking and unacceptable.

Created by U.S. Air Force Veteran and Long Island resident Kevin Hertell, the SAR Flag honors those who have died by suicide and serves as a message to those who are struggling: you are not alone.


We stand with our Veterans and service members, and we remain committed to ensuring they receive the support, connection, and quality care they deserve when they come home.

VIETNAM Veterans Day At The Capital

Honoring Vietnam Veterans Day in Albany


We had the privilege of attending Vietnam Veterans Day in Albany today a powerful and heartfelt tribute to the men and women who served during one of the longest and most challenging conflicts in our nation’s history.


The Vietnam War spanned nearly two decades, and those who served did so with extraordinary courage, sacrifice, and unwavering dedication. Yet far too many did not receive the welcome home, recognition, or gratitude they deserved.


Today, we stand together to ensure their service is honored with the respect and appreciation they earned.

New York is home to more than 207,000 Vietnam Veterans, and we remember the 4,119 who made the ultimate sacrifice. Their bravery and their stories continue to shape our communities and our commitment to supporting all who served.


Today’s ceremony was a reminder of our shared responsibility: to honor, to remember, and to ensure no Veteran ever feels forgotten. We are grateful for the opportunity to stand alongside these heroes and their families.


The New York State Legislature voted to officially designate March 29th as Vietnam Veterans Day in New York State.

Federal Focus

H.R. 438 – PFC Joseph P. Dwyer Peer Support Program Act


This bill would establish a national peer support grant program through the VA, expanding the Dwyer model across the country.

Some of our current advocacy priorities include:


  • Promoting the equitable inclusion of Tribal Nations that are prepared to establish a Dwyer Program within their communities


  • Advancing DwyerCare initiatives, focused on addressing the mental health needs of caregivers who play a critical role in sustaining veteran peer support networks



  • Building the Dwyer Virtual Community, a statewide platform designed to enable virtual peer support through groups, meetings, seminars, and discussions—expanding access for military members, veterans, and their families, particularly those facing barriers to in-person participation

Policy Update: Ongoing Legislative Refinement



Legislation (S2600) aimed at improving accessibility and reducing administrative barriers for veterans, including provisions to allow the use of veteran identification to waive certain DMV licensure fees.


During a recent meeting, a representative from a New York State Senator’s office shared that they are actively working with the appropriate and legal teams to refine the bill’s language to ensure broader inclusion and improved eligibility.


They expressed optimism about potential updates in the near future and were receptive to questions, providing insight to the best of their ability. Learn more about this bill here

Provides emergency assistance and support for Service Members, Veterans, and Military Families.


Veterans Miracle Center (Albany)

Offers vital resources, basic needs assistance, and supportive services for Veterans and their families.


NY Connects

Connects individuals of all ages to long-term services and community supports, including assistance for older adults, individuals with disabilities, and those with chronic conditions.

Dixon Center for Military and Veterans Services

A national organization dedicated to strengthening support systems for Veterans and military families through funding, partnerships, and community collaboration.

Provides peer support and resources to help Veterans navigate personal challenges and reconnect with purpose and community.


NYS Office of Addiction Services and Supports (OASAS)

Offers treatment services, recovery resources, and specialized support for Veterans facing substance use challenges.

Provides advocacy, education, and community support for LGBTQ+ individuals, including Veterans and their families.

Th Connects Veterans in the Finger Lakes region to local organizations, peer support, and community-based services.

The National Suicide Prevention Lifeline

This 24/7, 365-day-a-year emergency mental health hotline offers support for people experiencing a mental health crisis.


Finkelstein Memorial Library – Rockland County

Free library offering youth and adult programs, online resources, and events focused on education, wellness, and community connection. Learn more


The American Foundation for Suicide Prevention

The foundation provides mental health resources for people struggling with thoughts of suicide. They also offer supportive educational tools for concerned family, friends and peers.


The Substance Abuse and Mental Health Services Administration (SAMHSA)

SAMHSA offers free, confidential help with treatment referral and information services for individuals and families facing mental health and/or substance use disorders. Support is available 24/7, 365-days-a-year, in both English and Spanish.

The National Alliance on Mental Illness (NAMI) Service Members & Veterans

NAMI builds better lives for millions of Americans affected by mental illness by providing education programs for families and individuals living with mental health problems.

Mental Health America

This organization advocates for policies that promote mental health and the rights of people living with mental health problems. They also provide education and connections to mental health resources.

Provides employment, housing, wellness, and supportive services for Veterans and families, along with community events and groups.
