A MESSAGE FROM THE PRESIDENT
We are starting the last quarter for this year. Many of us have not accomplished the goals we had planned at the beginning of this year. There are many reasons: COVID 19 isolation, cancelled meetings, lack of one-on-one opportunities, learning the new methods of communication and involvement. 

But we have maintained our presence in the Land Surveying world. Our Legislative Committee and our Legislative Advocate, Mike Belote have stayed very busy as the California Legislature found new ways to process this year’s agenda.

Our webinars have been current and extremely informative, including a record-setting presentation by Michael J. Pallamary. If you missed any of these, take the time to watch them in the Members portion of our website.

Our monument conservation committee has contacted all of the County Surveyors and presented a draft version of our “Pre and Post Disaster Monument Preservation Guide for Wildfire Events” to help them navigate the current storm of wildfires.

As a state employee and a Director of the Education Foundation, I set up a donation through the Our Promise Campaign below. If you have the opportunity, please join me.

GOVERNOR NEWSOM ANNOUNCES APPOINTMENTS
Michael S. Hartley, 53, of Madera, has been appointed to the Board of Professional Engineers, Land Surveyors, and Geologists. Hartley has been President of Bedrock Engineering Inc. since 2008. He was Survey Manager at Michael Sutherland and Associates from 1991 to 2008. Hartley is a board member of the American Council of Engineering Companies and a corporate member of the California Land Surveyors Association. He is a member of the California State University, Fresno GME Advisory Council and the Geomatics Engineering Foundation. This position does not require Senate confirmation and the compensation is $100 per diem. Hartley is a Republican.

Wilfredo Sanchez, 47, of San Francisco, has been appointed to the Board of Professional Engineers, Land Surveyors, and Geologists. Sanchez has been Ranger Department Manager at Burning Man since 2001. He was Senior Architect at Apple Media Products from 2015 to 2018, Security Guard and Manager at High Rock Security from 2008 to 2013, Engineering Manager at Apple Server Solutions from 2005 to 2015 and Developer Community Manager at KnowNow, Inc from 2001 to 2002. He was Senior Software Engineer and Open Source Engineering Lead at Apple Core OS Group from 1997 to 2001, Software Engineer at Disney Online from 1996 to 1997 and Vice President at Agora Technology Group from 1994 to 1996. Sanchez is a member of the Apache Software Foundation, Python Software Foundation and Twisted Matrix Laboratories. This position does not require Senate confirmation and the compensation is $100 per diem. Sanchez is a Democrat.

CA STATE EMPLOYEES BARGAINING UNIT 9
California State Employees in Bargaining Unit 9 are eligible for up to $100 reimbursement for dues paid to one or more job-related professional societies or organizations, each fiscal year. This is a change reflected in PECG's 2020-22 MOU that was approved by the membership in July. In the previous MOU, only those with an active license in their field were eligible for this reimbursement. Eligibility for this benefit begins at the start of each fiscal year (July 1) and ends on the last day of the fiscal year (June 30). State employees can see Article 3.3 (b) for the actual text of the MOU.

NGS NOTICE: FINAL DETERMINATION ON RETIRING THE U.S. SURVEY FOOT
The National Institute of Standards and Technology (NIST) and NOAA’s National Geodetic Survey (NGS) have co-issued a Federal Register Notice (FRN) to retire the U.S. Survey Foot. This FRN announces the final decision to deprecate the U.S. survey foot on December 31, 2022.
After that date, the U.S. survey foot should not be used and will be superseded by the international foot definition (1 foot = 0.3048 meter exactly) in all applications. The international foot is currently used throughout the United States for most purposes and is typically referred to as simply the “foot.” Either the term “foot” or “international foot” may be used, as required for clarity in technical applications.

CLSA EDUCATION FOUNDATION PARTICIPATES IN OUR PROMISE
Did you know that California state employees can have their donations to CLSA's Education Foundation automatically deducted from their paycheck?

Lawfully established in 1957, CA Govt Code §14659, Our Promise gives State employees the right to donate to their chosen nonprofits directly through payroll deduction.

Annually, the Our Promise campaign commences on September 1 and concludes on October 31, and during these two months agencies and departments run their campaign efforts to ensure that each state employee be given an informed and educated opportunity to donate.

Outside of this two month campaign window, state employees are able to contact the Donor Hotline at (888) 863-6466 to receive assistance and make any changes to their current deduction, or begin a new deduction.

DISASTER RELIEF
With each passing day, we continue to hear reports of our fellow Surveyors being affected by the wildfires out West and hurricane/flood damage in the Southeast. As the impact of these disasters becomes more apparent we are certain to hear from those among our peers who are in a desperate situation. Please consider joining others in making donations of any size to bolster the NSPS Foundation’s Disaster Relief Fund so that it continues to be able to help. BPELSG NEW ONLINE PORTALS
The Board is excited to introduce the first phase of its new application and licensing portal designed to promote effective connection between the Board and its applicants and license holders. Initial functionality allows for overall application management by the EIT or LSIT applicant encompassing the initial user profile creation and application submittal through direct connection with Board staff, through to the issuance of the EIT or LSIT certification. The Board looks forward to extending this functionality to include all applications and license renewals in the near future.

In addition, the Board is also introducing a new Complaint Submittal process which is integrated with the Board’s new online application and licensing portal. It is designed to promote effective connection between the Board and those who are need of assistance from the Board’s Enforcement Program. Additional investigation case management are planned for future releases.
