October 2026

From the Director's Desk

By Nathan Sparks, CEcD

We are now just a little more than 30 days out from the November 3 election and, along with choosing a new Governor, Okaloosa County voters will also have the opportunity to renew the county’s half cent infrastructure surtax that was initially approved in 2018. Given One Okaloosa’s desire to see our community maintain its current trajectory – and continue to have access to vital resources that support strategic (and necessary) infrastructure investments – it should come as no surprise that we are staunchly in favor of the renewal of the half cent infrastructure surtax. In fact, late last year, the One Okaloosa EDC Executive Committee voted to officially endorse the renewal effort. In doing so, we joined forces with other local business support organizations including the Crestview Area Chamber of Commerce, the Destin Chamber of Commerce, the Greater Fort Walton Beach Chamber of Commerce, the Niceville Valparaiso Chamber of Commerce and the Emerald Coast Association of Realtors. Each of these organizations supports maintaining a dedicated funding stream to undertake essential community improvements that is partially paid by visitors. Notably, one third of the nearly $130M in surtax funding collected has been generated by tourist spending! Without the surtax, we would have essentially left $39M of tourist contributions “on the table” - funding that has now been used to support some 56 projects countywide – projects as diverse as the construction of the Southwest Crestview Bypass to Commons Drive sidewalk connections in Destin. Bottom line, in a community like ours that people enjoy visiting, it just makes “cents” to capitalize on all that economic activity and, in turn, make Okaloosa a better place to live and work. Yet another item that will be on the November 3 ballot is Amendment 3. This one has spurred impassioned debate on both sides of the issue – and rightfully so. Property taxes hit differently than sales tax, with increasing property valuations being tied to market dynamics that are truly out of the homeowner’s control. Thankfully, Florida has the “Save Our Homes” provision that caps the annual increase in the assessed value of a homesteaded property at either 3% or the percent change in the CPI, whichever is lower. While One Okaloosa EDC supports continued tax reform, Amendment 3 - as presently structured - is not something that we support. Ultimately, we feel that the uncertainties created by what was developed in a very rushed Special Session (with no fiscal impact analyses, no opportunity for local governments and law enforcement leaders to weigh in, and no stop gap to help smaller counties and municipalities remain solvent) are too significant to ignore. Further, with the proposal only benefiting homesteaded properties, we worry about the possibility that the owners of commercial property (the businesses who employ our citizens) will see their property taxes rise. If this happens, suddenly Okaloosa - and Florida as a whole - may become less competitive for business expansion/attraction. Of course, we encourage everyone to do their homework on the issue. Florida TaxWatch has developed a great resource to assist in that regard:  https://floridataxwatch.org/research/florida-property-tax-resource-center/

Technology Coast Manufacturing & Engineering Network

By Travis Hill, Chairman

The Technology Coast Manufacturing and Engineering Network (TeCMEN) was founded by the One Okaloosa Economic Development Council to serve as the leading business advocate for Science, Technology, Engineering, and Math (STEM) industries, and to foster the supportive STEM ecosystem.

The August TeCMEN Member Spotlight featured Florida SBDC at UWF, presented by Chip Wells, Associate Director. Through its team of professionally certified consultants, the Florida SBDC at UWF provides no-cost consulting, training, and business information to support small business owners and entrepreneurs. Each year, their consultants deliver thousands of hours of free guidance across a broad service area that includes Escambia, Santa Rosa, Okaloosa, Walton, Bay, Calhoun, Gulf, Holmes, Jackson, and Washington Counties. A special thank you to TalkingParents for sponsoring the meeting.

Our September TeCMEN Member Spotlight showcased TalkingParents, presented by Vandy Vela, Solution Consultant. TalkingParents is an all-in-one co-parenting application designed for accountable, child-focused communication, supporting families in both amicable and high-conflict situations. The technology-based platform integrates messaging, calling, shared calendars, and expense tracking into a single service, with all interactions stored in Unalterable Records that are court-approved in all fifty states. More than 870,000 families have relied on TalkingParents to stay organized and focused on their children’s best interest.

TeCMEN members sincerely recognized Bernard Johnson, FPL at the September TeCMEN meeting for his unwavering and outstanding contributions to One Okaloosa EDC TeCMEN. His dedication, leadership, and support have strengthened TeCMEN’s impact across the many businesses and STEM industries we serve. Thank you R3, for sponsoring this month’s program.

As my time serving as TeCMEN Chairman comes to a close this month, it has truly been a privilege to be an integral part of such a remarkable organization over the past year. I am confident in passing the leadership to Miranda Adams with Kratos knowing the network will continue to thrive under her guidance.

Planning is underway for one of TeCMEN’s signature initiatives: Educate the Educator Plus One, scheduled for early November in North Okaloosa County. More details will be shared as the program develops.

Tri-County Community Partnership Initiative

By Kay Rasmussen, Deputy Director

One Okaloosa formulated the Tri-County Community Partnership Initiative (TCPI) in 2013 to support military-community partnerships and to serve as an intermediary to help foster parameters for enhanced collaborations. Through TCPI, the region has the opportunity to build and institutionalize an infrastructure that will strengthen Eglin Air Force Base and Hurlburt Field’s roles and their positions within the Department of War (DoW).

TCPI is lead by an Advisory Board composed of regional community leaders that focus potential actions within three lines of effort; 1) infrastructure, 2) quality of life, and 3) education/training. As areas of need are identified, volunteer Work Groups or Task Forces are created in broad categories allowing for sub-tasks under each; effectively streamlining the process and ensuring maximum value of volunteer stakeholder involvement.

A need was recently identified as impacting both Installations in Okaloosa County and it is assumed to be a regional need on and off base; Exceptional Family Member specialty healthcare providers that accept Tricare. A new Task Force is in the process of being stood up to, 1) identify local specialized healthcare providers, 2) identify which healthcare providers accept Tricare, and 3) develop and execute an educational campaign on the regional need for additional communication outreach.
