January 2026

By Nathan Sparks, CEcD
Welcome to 2026! I have noticed two themes as I’ve spoken with many of our investors and partners during the first couple weeks of the New Year. First, everyone is already dialed in and extremely busy. In other words, there’s been no “easing in” to the year. Second, there is a real level of optimism for 2026 among the business leaders of our community. This was readily apparent during our January 8 Business Leadership Council meeting (which, by the way, resulted in the best turnout we’ve enjoyed in quite some time) and again during our January 13 TeCMEN meeting. As we went around the table during the BLC, Chairman Dezinski asked the 60 or so attendees to each share something they were looking forward to in the year ahead. It was truly amazing to hear that so many of our partners are planning new capital projects (including new facilities / facility enhancements), new hiring, new products and services and/or cementing new partnerships that will allow them to level up in 2026!
From One Okaloosa EDC’s perspective, we have a number of new tools we are excited to unveil during 2026. First, in an effort to provide actionable, real-time information related to workforce housing, a “Housing Dashboard” will be developed and housed on our website. To facilitate this, our vendor will be conducting a deep dive of the various planned and permitted housing communities located throughout the county. By collecting information on the specific location of the development, the number of homes being planned, the development schedule (including any planned phasing) and, last but not least, target price points, our goal is provide builders with the information they need to bring forward new housing stock that can fill the geographic and price point gaps that exist. In addition, we hope the tool can also be used by local elected leaders as they consider future housing development proposals.
Another tool that we’re looking to bring forward in 2026 is an “Internship Connections Portal”, which will also be housed on our website. With our military installations and many of our STEM-related businesses offering top notch internships, the goal here is to create a single information repository where college students and active duty military members can go to review (and perhaps even apply for) these opportunities. Our hope is that by providing increased visibility of local internship opportunities, our partners will be better positioned to attract and retain the best talent around. After all, growing our overall skilled talent base is truly the best way to “level up” our community – not just in 2026, but for many years to come.

Following up on the critical news shared in the last newsletter, the Eastern Gulf Test and Training Range (EGTTR; aka Eglin Gulf Test & Training Range, Joint Gulf Range) received tremendous support from our community to protect it from oil drilling and related activities. The EGTTR is the largest military test and training range in the Continental United States. It connects test & training ranges and capabilities across the eastern Gulf of America (previously Gulf of Mexico) extending from NW Florida to Key West. The range supports simultaneous multi-service air and sea domain training exercises to include sea-to-land transitions. The EGTTR provides unique capabilities to test, train with, and evaluate high-altitude supersonic air combat training, air-to-air missile testing, drone targeting, hypersonic weapons testing, space launches/landings, and other activities.
Due to its tremendous capabilities, the EGTTR complex is an integral part of the National Defense Strategy, is vital for testing the next generation of air armaments, and for training in conditions consistent with those expected in actual conflict. Due to technological advancements, missions are being pushed farther from the coast into the Federal waters as a result of increased utilization, faster and longer reaching telemetry, and larger safety footprint requirements.
In late November, the Bureau of Energy Management (BOEM) released their draft five-year plan for oil drilling, which included the eastern Gulf of America and almost half of the EGTTR! This proposed leasing area would dramatically encroach upon military test and training capabilities. Oil drilling structures and activities are not compatible with military missions. The range of the future must provide for demanding, high-fidelity, next-generation environments for the development of relevant joint warfighting capabilities.
BOEM’s open public comment period closed on January 23. Much appreciation to everyone that took the time to submit a public comment on BOEM’s website and for writing letters of support. The DSI has received copies of two dozen letters from across the region; representing individuals, organizations and municipalities! The DSI leadership team composed an Eastern Gulf Test & Training Range Military Mission Line Sustainment Position Paper and included every one of these letters—demonstrating the overwhelming support our military has from its supportive communities.

Nicole Gislason, University of West Florida Haas Center Executive Director provided an informative overview of the Florida’s Great Northwest Military Talent Analysis at the December meeting. This survey identified the local active-duty military talent transitioning into the civilian workforce annually from northwest Florida military installations; offering a highly skilled workforce pipeline.
- There are over 50,000 active-duty personnel
- Approximately 5,200 personnel leave the military each year
- 47%, or 2,250, exiting individuals plan to remain in the area and join the civilian workforce
The January meeting featured guest speaker John Hofstad, Okaloosa County Administrator. Mr. Hofstad provided an informative and detailed overview of the current and future County supportive activities.
The TeCMEN Industry Day is scheduled for May 13, 2026. This event is the Gulf Coast’s leading one-day technology, engineering, and manufacturing expo offering a platform for networking and collaboration in the STEM industries. For additional information and registration: tecmenindustryday.com.

By Cole Randall, Project Manager
As we begin the New Year, I had the opportunity to complete the International Economic Development Council’s (IEDC) Business Retention & Expansion (BRE) Course, a two-day program focused on the foundational practices that support sustainable economic growth. While the course covered essential tools, strategies, and frameworks for effective economic development, my most important takeaway had everything to do with the strength of our local community.
Throughout the program, discussions emphasized that the Core of Economic Success is accomplished through relationships, coordination, partnerships, and having a strong community. It became increasingly clear just how well-positioned Okaloosa County truly is. Our community benefits from an exceptional level of collaboration among utilities, county and city governments, businesses, state partners, and our ever growing educational partners. These relationships are strong and active, empowering our community to address and solve challenges early and create winning opportunities for the future.
The course reinforced that Business Retention & Expansion is most effective when it is grounded in open communication, shared goals, and a deep understanding of local business needs. These are areas where Okaloosa County continues to excel. The alignment we see across sectors is not common, and it is a major reason our community remains resilient, competitive, and prepared for future growth.
As we move into the year ahead, this collective commitment to working together will continue to be one of our greatest strengths and a key driver of long-term economic success for everyone in Okaloosa County.
