November 2025

From the Director's Desk

By Nathan Sparks, CEcD

It is truly hard to believe that Thanksgiving has come and gone and - in the blink of an eye - a brand New Year will be squarely upon us.  Of course, here at One Okaloosa, our “new year” actually began on October 1 as we transitioned to FY 2026 – which many of you helped us celebrate during our annual Officer Installation & Investor Appreciation Reception held at the Home2Suites at Freedom Tech Center on October 14. We especially want to acknowledge the seven amazing sponsors who made this year’s event possible – Vertex Solutions, Eglin Federal Credit Union, CHELCO, FPL, Okaloosa Gas, thrIVe Wellness and Zatitude Luxury Apartments.

Along with celebrating some deserving leaders like Neko Stubblefield (Eglin Federal Credit Union) for her dynamic achievements as our FY 2025 Chairwoman, Dr. Mike Mosley (Rocky Bayou Christian School) for his many years of service on our Executive Committee and Nate Pierpoint (PSI) for the tireless commitment he brought to the role of FY 2025 TeCMEN Chairman, we welcomed Nic Dezinski, Marketing Director, Vertex Solutions as our FY 2026 One Okaloosa EDC Chairman. A member of our Executive Committee since 2023, Nic also served as TeCMEN Chairman in FY 2022. Chances are you’ve already seen his handiwork, as he has been designing One Okaloosa’s Annual Reports for the past 12 years and also producing our popular Veteran Entrepreneur Video Spotlights, available at www.startupokaloosa.com. Speaking of “veteran entrepreneurs”, our two newest Executive Committee members – including Secretary Alex Barthe’ (UPS Store franchisee and Owner of Courthouse Suites in Crestview) and Member-at-Large Wayne Bernheisel (Owner of Gulf Coast Shutter and Overhead Door) – are both U.S. Air Force veterans who we are excited to have join our leadership team.

Of course, our Installation was hardly the only celebration occurring in recent weeks. In fact, as summarized in Cole’s article below, it has truly been a season of celebration with multiple ribbon cuttings and groundbreakings taking place this Fall. Equating to hundreds of new jobs and a cumulative investment of nearly $1.1 billion, these projects represent a combination of new employers (Sims-Lohman, Williams International), existing employers (Talking Parents, Precision Measurement Inc.), and a diversity of industries (building products, technology, aerospace). Please join me in thanking each of them for the confidence and trust they have placed in our communities.

Finally, as we prepare to close out an exceptional 2025, please know that we remain deeply grateful for the partnership we enjoy with each of you. We wish you, your families and colleagues a happy and healthy holiday season!

Defense Support Initiatives Committee

The Eastern Gulf Test and Training Range (EGTTR; aka Eglin Gulf Test & Training Range, Joint Gulf Range) is the largest military test and training range in the Continental United States. It connects test & training ranges and capabilities across the eastern Gulf of America (previously Gulf of Mexico) extending from NW Florida to Key West. The range supports simultaneous multi-service air and sea domain training exercises to include sea-to-land transitions. The EGTTR provides unique capabilities to test, train with, and evaluate high-altitude supersonic air combat training, air-to-air missile testing, drone targeting, hypersonic weapons testing, space launches/landings, and other activities. A 2012 Air Force Long Range Stand-Off Weapons study identified the EGTTR as the only U.S. continental range capable of supporting future technologically advanced weapons testing.

Due to its tremendous capabilities, the EGTTR complex is an integral part of DoD’s Training Resources Strategy, is vital for testing the next generation of air armaments, and for training in conditions consistent with those expected in actual conflict. It is utilized by multiple users, including DoD, other government agencies, foreign partner countries, and private companies. Due to technological advancements, missions are being pushed farther from land into the Federal waters of the EGTTR as a result of increased utilization, faster and longer reaching telemetry, and larger safety footprint requirements.

In January 2025, President Trump released his Unleashing American Energy Executive Order. This EO specifically identifies outer continental shelf lands for energy exploration and extraction. It does not reference the EGTTR OCSL specifically however this outer continental shelf reference opens the eastern Gulf drilling for interpretation since it contains an outer continental shelf.

Last week, BOEM released their draft five-year plan for oil drilling, which does include the eastern Gulf of America and almost half of the EGTTR! This proposed leasing area will dramatically encroach upon military test and training capabilities. Oil drilling structures and activities are not compatible with military missions. The range of the future must provide for demanding, high-fidelity, next-generation environments for the development of relevant joint warfighting capabilities.

The Defense Support Initiatives Committee executed a letter of support for the EGTTR and has distributed that letter to Congressional and state leaders as well as the Department of Interior.

BOEM has opened public comment on the proposed lease sale with the 60 day comment window scheduled to close on January 23. The DSI will be submitting a public comment in support of the Eastern Gulf Test & Training Range. Please consider submitting comments opposing the proposed Eastern Gulf of America oil lease sale using the public comment portal found here:

The company specializes in spaceflight planning, systems engineering and integration, as well as mechanical design and analysis. Thank you to Rocky Bayou Christian School for sponsoring the meeting.

David Coyle (CEO) of Disruptive Electronic Warfare Machines was featured in November's TeCMEN Member Spotlight. DEWM, founded by USAF veterans skilled in SEAD, air combat, and EW, develops agile and affordable electronic warfare systems to address current operational needs. Their technologies, such as the DART system, provide realistic, flexible, and rapid solutions for both battlefields and training ranges. Thank you to Northwest Florida State College for sponsoring the meeting.

With more than 330 new jobs anticipated, this event marked the beginning of a transformational $1 billion capital investment by the company and is being hailed as a major step forward for advanced manufacturing and aerospace activity in the region.

Most recently, on November 13, Precision Measurement Inc.
