NOVEMBER 9: Code Committee Kickoff at Harpoon Brewery

All Engineers Invited (Members & Non-Members)

The SEAMASS Code Committee invites all engineers to Harpoon Brewery at 306 Northern Avenue, Boston on Monday, November 9 at 5:30 p.m. for a kickoff meeting and a casual evening of code discussions. ALL engineers are welcome (members and non-members) to come enjoy a beverage and learn how your input can help influence the I-Codes!

About the SEAMASS Code Committee

The Code Committee organizes periodic meetings to discuss code confusion and the intent or proper interpretation of certain structural code provisions. The focus is on the IBC, IEBC and amendments to the MA State Building Code. These discussions could lead to code change proposals that would be submitted to the NCSEA Code Advisory Committee who would in turn review them for presentation at the ICC code hearings. Current committee members include: Alex Bonnar, PE; William Eldredge, PE; Michael Fillion, PE and Pengcheng Zhou, PE.

SEAMASS Member Profile: Pengcheng 'Alex' Zhou, PE

Pengcheng 'Alex' Zhou is an Associate in the Boston office of LeMessurier Consultants. He leads projects across a range of sectors including sports, healthcare, and laboratory buildings, as well as the retrofit of existing office structures for higher performance. With a background spanning structural engineering and computational design, Alex is particularly interested in connecting fundamental engineering principles with practical tools that support better decision-making and collaboration during early project phases.

Alex has been actively engaged in the structural engineering community through technical presentations, mentorship, and knowledge sharing. He is currently in his fifth year as a mentor with the ACE Mentor Program. He has also contributed to advancing vibration design approaches and engineering workflows through SEAMASS presentation.

He serves as a SEAMASS Director for 2026-29, and has answered the questions below, so we may get to know him better. Thank you Alex, for your contributions to SEAMASS and the Structural Engineering profession!

Why did you join SEAMASS?  I joined SEAMASS to stay connected with the local structural engineering community and to continue learning from engineers across different firms and career stages. Code Corner: Massachusetts Influences the IEBC

Contributed by Michael Fillion, PE

Chair, NCSEA Existing Buildings Code Committee

The ICC Code hearings for the 2027 I-Codes concluded this past spring in Hartford CT. The SEAMASS Code committee was able to work with the NCSEA Existing Building Committee to submit code change proposals for the 2027 IEBC.
The code change proposals came through the work of the Structural Advisory Committee (SAC) to the Massachusetts State Building Code (MSBC). Some of our notable changes have been with seismic hazards for unreinforced masonry (URM) buildings. When MA first adopted the 2009 IEBC, without amendments, we would have lost all of…
