STEG 2024 Annual Report

The STEG 2024 Annual Report is now available.

As we embark upon 2025, we want to thank our investors for their continued support. In 2024, we continued to make positive progress on the strategies outlined in our ENGAGE 2026 capital campaign.



We look forward to expanding our projects and strengthening our business relationships within the community.


City of Elmira Community Development Survey & Upcoming Meetings

The City of Elmira is seeking public input on the allocation of federal funding through the Community Development Block Grant (CDBG) and HOME Investment Partnership Program, both awarded by the U.S. Department of Housing and Urban Development (HUD).


The city is developing a five-year plan, and public input is required by HUD as part of the planning process.The first opportunity for public participation is a survey, and the other two will be public meetings planned for January 22 from 5-6 p.m. at the Steele Memorial Library, and January 27 from 12:30-1:30pm in the Law Library at Elmira City Hall.


Your feedback is important, and we encourage you to get involved.

STEG Annual Meeting

STEG held its Annual Meeting on December 17 at the Gannett-Tripp Library on the Elmira College campus. We would like to extend our sincere thanks to Elmira College for hosting this event, and to all of our board members and partners who attended.


The gathering featured a number of insightful speakers, and we are truly grateful for their time and contributions. Speakers included: Kara Evanko, Siemens Mobility, Jonathan Lawrence, Arnot Health, NYS Assemblyman Phil Palmesano, Chemung County Executive Chris Moss, Elmira Mayor Dan Mandell, and Mark Margeson, Chair of the Chemung County IDA and County Legislature.


STEG staff also provided an overview of our operations for 2024 and shared our vision for 2025 and beyond.



We greatly appreciate everyone who joined us, both in person and online, and we look forward to collaborating with you all in 2025!

About Us:

Southern Tier Economic Growth (STEG) a private, not-for-profit organization that fosters prosperity and vitality in Chemung County through the planning, promotion and implementation of economic development programs. Its board of directors has over 65 members, over 75 percent are private business people working side-by-side with chief elected officials and education and community leaders to help create and retain jobs, sustaining a strong economy. It works with the Chemung County Industrial Development Agency (CCIDA), a Public Benefit Corporation of the State of New York that was formed in 1975. The Chemung County IDA consists of a seven-member Board of Directors and provides a variety of tax incentives, financing, and/or related benefits to a broad range of eligible projects that provide a positive economic impact within Chemung County.
