Staff attended the 2025 NYS EDC Economic Development Conference in Albany. It provided a valuable platform for collaboration and learning, bringing together economic development professionals from across the state.


One key takeaway was the increasing use of AI and data analytics in economic development. These tools are becoming essential for tracking key performance indicators and measuring the total investment impact of development projects.

Vacant Rental Improvement Program

The City of Elmira’s Vacant Rental Improvement Program funded by NYS and the Housing Trust Fund Corporation Office of Community Renewal is open for submission. The VRP supports the repair and rehabilitation of vacant rental units and other vacant spaces to increase the supply for critically needed apartments for low-and moderate-income renters.


The Application is due to the Department of Community Development by March 28th, 2025 before 4:30PM. The Department will review all applications competitively. Applicants will receive an approval or denial before April 25th, 2025.

Chemung River Greenway

A feasibility study for the "Chemung River Greenway" has been completed by Three Rivers Development using a matching grant provided by The Appalachian Regional Commission.


The pedestrian and bicycle multi-use trail will link Chemung and Steuben Counties, providing residents and tourists the opportunity for enhanced recreation and transportation that is not available at this size in our area.

NYS HCR Announces $10 Million Dollars in Available Funding

NYS HCR announced the availability of $10 million dollars in HOME funds for eligible Homebuyer Development activities through the Office of Community Renewal (OCR).


Funds may be used by CHDOs or non-for-profit developers to substantially rehabilitate or newly construct up to four (4) single unit homes to be sold to an eligible HOME homebuyer. Funds may be also be used for acquisition, if applicable. Projects can be located anywhere in New York State.


The application period opens Friday, February 28th, 2025 and awards will be made on a rolling basis through 4:00pm (EST) on October 31, 2025 or until all funds are committed.

About Us:

Southern Tier Economic Growth (STEG) a private, not-for-profit organization that fosters prosperity and vitality in Chemung County through the planning, promotion and implementation of economic development programs. Its board of directors has over 65 members, over 75 percent are private business people working side-by-side with chief elected officials and education and community leaders to help create and retain jobs, sustaining a strong economy. It works with the Chemung County Industrial Development Agency (CCIDA), a Public Benefit Corporation of the State of New York that was formed in 1975. The Chemung County IDA consists of a seven-member Board of Directors and provides a variety of tax incentives, financing, and/or related benefits to a broad range of eligible projects that provide a positive economic impact within Chemung County.
