BILLS TO SUPPORT

AB 2344, authored by Assemblymember Matt Haney (D-San Francisco), legislation that would establish a statewide animal abuse registry for individuals convicted of felony animal cruelty under penal code sections 597, 597b, 597.5, or 600.

AB 2344 will be heard in the Assembly Public Safety Committee on April 14th, letters are due by April 9th.

AB 1999, authored by Assemblymember Ash Kalra (D-San Jose), is comprehensive legislation to update California’s Veterinary Medicine Practice Act to expand access to care, and strengthen animal welfare protections across the state. AB 1999 is co-sponsored by the California Veterinary Medical Board (VMB), Social Compassion in Legislation (SCIL), the California Veterinary Medical Association (CVMA), and San Diego Humane Society.

AB 1999 amends key provisions of California law to ensure veterinarians can practice more efficiently, while maintaining strong public and animal protections. It also expands the pool of veterinarians and registered veterinary technicians (RVTs) allowed to provide care for animal shelters and nonprofits. These reforms support animal shelters and nonprofit organizations working to address pet overpopulation, emergency response needs, and routine animal care in high-demand environments.

AB 1999 will be heard in the Assembly Business and Profession Committee on April 14th, letters are due by April 7th.

BILLS TO OPPOSE

AB 1722 (Hadwick), this bill would allow anyone (ranchers and farmers) to kill a wolf, bear, or mountain lion if they have a "good faith belief" that they were protecting themselves or someone else from bodily harm. California already has a self defense doctrine that requires reasonableness and an imminent threat. This bill would substantially weaken the current doctrine.

AB 1722 will be heard in the Assembly Water Parks and Wildlife Committee on April 14th, letters are due by April 7th.

SB 1021 (Choi), this bill would direct the Department of Fish and Wildlife to create a program to set aside hunting permits for children with a terminal illness. We oppose this bill because it requires state funds to support a program that encourages youth to hunt. We instead urge the legislature to support proposals that promote outdoor access programs that do not involve killing animals.

SB 1021 is in the Senate Appropriations Committee, where we hope it will be killed, just like what they want the children to do to the animals.

SB 1212 (Jones), this bill would allow kangaroo body parts and meat to be sold in California - overturning our state ban which has been in place since 1971. Kangaroo hunting in Australia is horrifically cruel, unsustainable, and unhygienic. The industry kills indiscriminately, and includes killing baby kangaroos by blunt force trauma or by decapitation.

SB 1212 will be heard in the Senate Natural Resources and Water Committee on April 14th, letters are due by April 7th. Watch our short videos below that we posted on social media this past week.
