TCPUD is investing in your water system (Madden Creek Water System), which has surpassed its useful life and needs replacement.

TCPUD General Manager Sean Barclay provided updates about this priority project at previous Homewood Homeowners Association meetings, and we look forward to continuing to share information with you.

In January 2018, TCPUD acquired and began operating the Madden Creek Water System (MCWS), knowing urgent investments in the aging water system were necessary. Immediate improvements included numerous leak repairs and interconnection to the McKinney Quail Water System to provide a critical backup water supply.

The TCPUD Board of Directors adopted a comprehensive MCWS Master Plan in February 2021. The Master Plan recommended the complete replacement of the water system, originally constructed in the 1940s. Following a series of Long-Term Financial Planning sessions, the Board directed staff to proceed with design and permitting, development of project implementation plans, and financing plans for the full reconstruction of the MCWS.

The Project will replace the existing water distribution system, improve the reliability and delivery of drinking water, and provide additional capacity for fire suppression.

Planned Improvements:

  • Replace 3.5 miles of water mains.
  • Replace 124 water service lines.
  • Install 32 new fire hydrants.
  • Install new water meters for all connections (to comply with state law).

The Project will be constructed in a multi-phased construction schedule. The cost to fully reconstruct the water system is currently estimated at roughly $12.8 million. We are currently evaluating funding options and will provide additional details as we learn more.
