Dear Village Resident,


What’s going on in the Town Square, i.e. Main Street Park ? 

 

In 2021, the Village applied for a 50/50 Open Space Land Acquisition and Development (OSLAD) grant from the State of Illinois for the development of a pavilion, sidewalks, benches, picnic tables, and lighting. In July 2022, the Village was awarded the OSLAD grant based on the village’s plan to enhance open space opportunities by attracting families from all corners of the village to a central location to gather for recreation purposes. It is the Village’s intent to have the pavilion, sidewalks, and lighting completed this year. Here is a concept drawing of the pavilion.

 

The village is blessed to have trustees and staff that have talents to provide support of this project. Trustee Jeff Letzter designed the pavilion and site plan and Trustee and Parks Chairman Bob McMahon is taking the lead in the construction. Our Public Works employees will also be providing some of the construction labor. All this is saving money to make this project possible.

Memorial Day Event


Please join us on Memorial Day, Monday, May 29th, to honor and remember those who died while serving in our Armed Forces. The ceremony starts at 9:00 a.m. at Horse Fair Park, located at 8105 Blivin. Afterwards, come to the pavilion for free coffee and donuts donated by the Spring Grove Fire Department.

Village Hall Closed


In observation of Memorial Day, the Village Hall will be closed Monday, May 29th.

We will re-open Tuesday, May 30th with our normal hours 8am to 4pm.

Holiday Garbage Pickup Reminder


In observation of Memorial Day, the offices of Flood Brothers will be closed on Monday, May 29th. Residential service will be delayed by one day next week.

INK Run


The 9th Annual INK 5k is Saturday, June 3, 2023 at Richardson's Adventure Farm, 909 English Prairie Rd.

Veteran Suicide


Each day 22 veterans take their own lives by suicide. The March for 22 raises awareness and destigmatizes asking for mental health support.

On May 28th, the McHenry American Legion Post 491 will march 22 miles through McHenry County and we ask that you join them in bringing awareness to this very important cause. Click here for the flyer with a map and QR code, and here for the informational packet.

Kickoff to Summer Event


Friday, June 2nd from 4pm to 9pm, stop out at Horse Fair Park for Live music with Gritman, Moran & Ryan, lots of food trucks and cold drinks for all!

Brought to you by the Community Engagement committee, our Kickoff to Summer event is a FREE event to bring our community together, there are games for kids and adults, bounce houses and, of course, a Kickball Tournament. 4th of July Parade Registration is Open!


The 4th of July parade is Tuesday, July 4th at noon in downtown Spring Grove. Participation is FREE, sign up at the link here. Businesses, families, youth groups, all are welcome to participate!

Monday July 3 Bella Cain is back! Join us in Horse Fair Park beginning at 4pm with food trucks and cold beverages for all ages! Bella Cain will perform from 8pm to 11pm.

Fireworks are Tuesday, July 4th at dusk from Thelen Park. Parking on July 4th is $10 in all parks.

Grass in the Streets


The weather is finally warming up and it's time to make those yards look pristine!  Who doesn't love a neat and tidy lawn? Just a reminder that blowing and/or leaving grass clippings in the road is prohibited by village ordinance. Grass clippings are not only unsightly, but dangerous for motorcyclists, bicyclists and pedestrians, clog storm sewers and waterways, and cause grass to grow in small cracks that eventually break up the street. If you have someone mow your lawn for you, please notify them of this ordinance. Municipal citations can be issued.

Overnight Parking


Just a friendly reminder, Village Ordinance 13/2-1307 prohibits parking on the street between 2 a.m. to 6 a.m. Signs have been posted throughout the village to remind residents and visitors of the ordinance. This ordinance covers all public village roadways. 

The police department may give temporary permission, up to five (5) consecutive days, to park overnight on the street due to visitors, driveway repair, etc. Please note that the vehicle must otherwise be legally parked (not in violation of fire lanes, fire hydrants, post snowfall restrictions, etc.)

Solicitors


With the weather turning warmer, we may be seeing more solicitors around the village. Solicitors must first register with the village and should provide you with a permit upon request. If the solicitor does not have a permit, please contact the police department at 815-675-2596 or, if after the hours of 8:00 a.m. - 4:00 p.m., the non-emergency dispatch number at 815-338-2145, while they are still in your neighborhood. Try to report vehicle information when you call.


Blast from the Past - Dramshop Ordinance

Why are they standing at the bar at Rauen's Tavern?

Ordinance No. VII – Dram-shops, was approved on November 28, 1902. The ordinance stated that a reasonable number of licenses could be granted to persons residing in the village who were deemed “suitable and proper” by the President and Board of Trustees, “to sell, give away or other-wise dispose of intoxicating, malt, vinous, mixed, spirituous or fermented liquors” upon the terms and conditions in the ordinance and subject to the provision of “an act to provide against the evils resulting from the sale of intoxicating liquors in the State of Illinois”, which was passed by the state legislature in 1874.


Before a license could be issued, a “good and sufficient bond” had to be executed payable to the “people of the State of Illinois in the penal sum of $3,000 ($105,000 today),” and another payable to the “people of the village of Spring Grove in the penal sum of $500 (almost $18,000 today)” upon the condition to “keep an orderly and well-governed house…”


It was unlawful to sell, give-away or dispose of any intoxicating liquor to any minor without the written order of his parents, guardian or family physician, or to any person intoxicated or any person who was in the habit of getting intoxicated or any person whose name has been placed on what was known as the “black list”. Minors were also not allowed to play cards, billiards or dice dominoes in the establishment.


The saloon or barroom was to be closed “between the hours of ten o’clock P.M. and five o’clock A.M. of the next morning” and all day on Sunday and election days. Any dramshop license holder who allowed or permitted anyone to play with cards, dice, balls or any other article or device used in gambling, was declared to have kept a “disorderly house”, and “every proprietor or keeper of such saloon” would be fined for the first offense fifty dollars ($1,700 today) and any subsequent offense, $100 ($3,400 today). It looks like the lettering on Rauen’s window says Billiards Tables so it seems it was only illegal if betting was going on.


Perhaps the strangest part of the law was in Section XVII that stated, “That not tables, chairs, boxes or barrels or any other device upon which any person may or can recline or sit, shall be allowed in the saloon, dram-shop or other place of business where intoxicating liquor is sold.” Any person who violated this law was to be fined not less than three dollars and not more than $25. But again, there seems to be a couple of chairs in the interior photo of Rauen’s Tavern. Maybe they just drank at the bar…standing up.
