A Message From New Woodburn Mayor Eric Swenson
Newly elected Mayor of Woodburn Eric Swenson sat down with us this week to share the following greeting and message for the City:
Thanking Those Who Supported Woodburn In The Aftermath of the
2008 Bombing
On December 12, 2008, the Woodburn Bank Bombing claimed the lives of Woodburn Police Captain Tom Tennant and Oregon State Police Senior Trooper Bill Hakim, gravely injured then Woodburn Police Chief Scott Russell and injured West Coast Bank employee Laurie Perkett. This past Wednesday, the City came together to honor the lives affected and the lives lost during a memorial event at the Woodburn Memorial Transit Center.

“While the bombing was a tragedy, resulting in loss of life and injury, it galvanized this community, bringing people together and demonstrating strength and resolve that continues on to this day,” said Police Chief Jim Ferraris.

The City wishes to honor everyone, from Woodburn and across the nation, who provided their compassion and support for the community as it healed from that tragic event. Below are the names of each of those wonderful individuals.

WPD Lt. Jason Millican Graduates From the FBI National Academy
The Woodburn Police Department's Lieutenant Jason Millican recently completed one of the toughest challenges available to local law enforcement officers: the FBI National Academy. Today, December 14, Lt. Millican and two other Oregon law enforcement officers completed a ten-week training session at the FBI National Academy in Quantico, Virginia.

There is a highly competitive process local law enforcement officers must go through to be selected for this honor. That process includes:
  • A nomination by a supervisor
  • Interviews with the candidate and co-workers to determine leadership skills and abilities
  • A background check
  • A determination of physical fitness
  • The support of former National Academy graduates within the candidate's organization

"The exceptional law enforcement leaders selected to attend the National Academy each year have the unique opportunity to share their experiences with peers and learn best practices from officers from across the globe,” said Renn Cannon, Special Agent in Charge of the FBI in Oregon. “Only a few officers from Oregon have the chance to attend each year and we are proud to sponsor Lieutenant Millican and our other local partners in the National Academy."

Lieutenant Millican began his law enforcement career with the Woodburn Police Department in 1988 as a Police Officer. He was promoted in 2006 to the rank of Sergeant. During his career he has served as a patrol officer, K9 handler, patrol supervisor, tactical team member, detective supervisor, lead firearms instructor and range master. He became a Lieutenant in 2016 and he currently serves as the Operation Division commander overseeing patrol and traffic operations, the Mobile Crisis Response Team, and the Police K9 Unit.

"Lieutenant Millican has just completed an arduous 10 week course of executive level study and a rigorous physical fitness program that has prepared him to help us take the Woodburn Police Department into the future. We are very proud of Jason for this accomplishment", said Woodburn Police Chief Jim Ferraris. "The FBI National Academy is really the 'finishing school' for command level police leaders. I look forward to Lieutenant Millican's continued contributions to our department and community".

The Woodburn Tourism Advisory Committee is Seeking New Members!
Are you innovative, motivated and want to see Woodburn promoted as a tourism destination?

Then this Committee is the right one for you!
The Woodburn Tourism Advisory Committee provides technical assistance, advice and recommendations to the Woodburn City Council, Chamber of Commerce Board, and staff to deliver the community's tourism vision and make Woodburn a destination of choice.

Focus of the Committee includes:

  1. Destination marketing and events designed to increase the number of visitors to the Woodburn area.
  2. Imaging development to create a brand that represents the Woodburn area.
  3. Destination development - working with partners to ensure tourism knowledge and expertise and the visitor perspective is considered in all significant local projects/ventures.
  4. Visitor services providing information on where/when/how visitors prefer to support longer stays and increased spending, plus education and training to help Woodburn deliver remarkable visitor experiences.

City Hall is Moving in 1 Week!
CITY HALL WILL BE CLOSED
DECEMBER 24-30
City Hall will soon be getting some repairs. During this time, existing City Hall departments will be temporarily relocated to 970 N. Cascade Drive.

Mail (and electronic bank payments) should continue to be sent to 270 Montgomery St. The post office is aware of the new location and will ensure that mail is delivered there.

  • Relocation: December 26-30, 2018. ** Please note - City Hall will be closed during the move. Repairs are estimated to take six months.
  • Services available: All existing services will be available at the temporary location, including:
  • Utility Services: Bill payments, notices, hook-ups
  • Municipal Court
  • Building permits
  • Business Registrations and filings
  • Parks and Recreation registration
  • Administration: Mayor, City Administrator, City Recorder
  • City departments not located in City Hall will remain in their existing locations.
  • City Council, Planning Commission and Urban Renewal Agency meetings will be held at the Woodburn Police Department’s Community Room at regularly scheduled dates/ times.
Holiday Shopping Safety Tips
While you're catching great deals, thieves are looking to catch you off guard! Here are some helpful tips on how to keep your presents (and yourself) safe this holiday season:


  • Get to know your neighbors: Neighbors can be an excellent source of security when you're not at home. Your neighbors can watch out for suspicious activity and make communities safer.
  • Don't have packages delivered to your doorstep: Speaking of those neighbors, if you're normally not home during the day, try to arrange for a neighbor to pick up any packages delivered to your porch. If that's not an option, many companies will deliver to the carrier's stores. (UPS store, FedEx store etc.)
  • Hide valuables in your car: It only takes a few seconds for someone to smash a window and run off with presents you bought, so keep them hidden in the trunk or a locked compartment.
  • Be alert to your surroundings: When in crowded places, be alert for potential thieves. Be wary of strangers approaching you for any reason and try not to carry around too large a load of items. Also, try to avoid wearing expensive jewelry. These large shopping crowds are the perfect target for thieves to pickpocket, so try to limit any potential items they can get a hold of.
  • Safety in Numbers: Always try to shop with a group of friends or family. Going out alone increases your risk for theft, so keep your friends close to discourage criminal activity.

Beware of Scams!
Many schemes against seniors are performed over e-mail, the phone and even through door-to-door advertising. They may take the form of alleged credit card offers, charity donation requests, home improvement offers, investment opportunities, banking and wire transfers, insurance offers, health products, and sweepstakes and contests, to name a few.

You may be surprised to learn that more than 90 percent of all reported elder abuse is actually perpetrated by a senior’s very own family members.

Woodburn Aquatic Center
We are offering our free middle school and high school swimming team again this year for anyone living in Woodburn. This group will focus on:

  • Swimming stroke development
  • Kicking starts and turns

This team will meet every Tuesday/Thursday throughout the winter season until the end of February. Drop in on Tuesday or Thursday at 6:00 p.m. to meet with the coach. All abilities are welcome!
Project POOCH
Giving Good Doggies a Home!
Project POOCH provides opportunities for selected youth at MacLaren Youth Correctional Facility to develop the personal and vocational skills they will need to become responsible, productive members of the community. The program accomplishes this by teaching youth to care for and train shelter dogs for adoption.

They work with, care for, groom, socialize, love, and train homeless shelter dogs so the dogs can be adopted into their forever homes. The youth must train and take each dog through the successful completion of the  Canine Good Citizen  test before the dog can be adopted.

Residential Sewer Rates
2019 Winter Averaging - January, February and March
Winter averaging months are fast approaching! A residential water customer can obtain his/her best possible sewer rate for 2019 by conserving water now.
Residential sewer rates are an average of water consumption during the bill cycles for January, February and March. The sewer rate is then fixed for the rest of the year. Sewer charges will not increase due to summer watering, car washing and filling of swimming pools.

The new rates go into effect on the April 2019 bill. For more information, call the City of Woodburn at 503-982-5380, or 503-982-5222 option 1.

Senior Book Club at Country Meadows Village
Monday, December 17 @ 10:00 a.m.

Join us as we discuss Lost Lake by Sarah Addison Allen over coffee and cookies in the second-floor Activities Kitchen at Country Meadows Village. You do not need to be a resident to attend this program! Please note that our January meeting will be on January 28, the fourth Monday of the month instead of our usual third Monday, in order to accommodate the library closure for Martin Luther King Jr. Day​. We will be discussing The Sleepwalker by Chris Bohjalian in January.
Scene to Screen (YA Movie and Book Club)

Fitness Class with Zumba

Woodburn Public Library is excited to be the home for free English as a Second Language (ESL) classes. Classes meet twice a week, on Wednesdays from  1:00  p.m. to  3:00  p.m. and on Fridays from  12:00  p.m. to  2:00  p.m. The classes are offered at no cost and you do not need to register in advance. WBHS Mini Bulldog Cheer Camp (New!)

Small Commons, Woodburn High School

Hosted by the Woodburn High School cheerleaders, youth will
participate in a 3-day camp and get to perform during halftime at a
home high school basketball game! They will be taught cheer basics,
a dance, and stunting techniques. They will also receive a free Mini
Bulldog camp T-shirt!
Grades Kindergarten-5th grade

The Bedlam theater company revives their celebrated production in Portland after taking New York and Boston audiences by storm. We will start our day with breakfast at Hilltop Cafe, followed by an afternoon of entertainment.

include: Portland Psychedelic (Music and Culture in the Rose
City and Beyond, 1966-1972); Pioneering Compassion (150
Years at the Oregon Humane Society); Barley, Barrels, &
Brews (200 Years of Oregon Beer) and the newest addition
to the permanent exhibits: Experience Oregon! Sounds like a
great day to experience the rich history of our great state!

The City of Woodburn is currently looking to fill two positions one of these being a student position. If you have interest in your Recreation and Parks and are a Woodburn resident, please apply by filling out the application. Please turn in applications to Woodburn City Hall Attn: Jesse Cuomo Recreation Services Manager. Meetings are held monthly on the second Tuesday at 5:30 p.m.
Winter Wonderland Crafts Tuesdays

Join the Red Cross as they provide youth who are planning
to babysit with the knowledge and skills necessary to
safely and responsibly give care for children and infants.
This training will help participants to develop leadership
skills; learn how to develop a babysitting business, keep
themselves and others safe, help children behave, and learn
about basic child care and basic first aid.

Ages 10-16
For the January 21 course - Register by January 2
For the March 20 course - Register by March 6
Price: $115 - scholarships available
