Greetings!
Welcome to the Zane Grey Chapter February 2022 newsletter. We are delighted to have some semblance of a normal moisture year… but continue to pray for rain!

This time of year is when activities start populating calendars. This year, as we learn to live with our on-gong pandemic, is shaping up to be another exciting year filled with activities. Further in the newsletter and on our calendar, we’ve listed the various activities and the contact person for each. We encourage you to join us for these many activities. Click here to see the various events we have scheduled. We’ll continue to update these events, so check back.

February celebrates Black history month, two-president’s birthdays, Groundhog Day, and Valentine’s Day. Joining us this month, is Steve Berry, with his perspective and insights on Black history month and fly-fishing.

Jim Walker announces the long-awaited egg delivery will now happen on February 16. More about TIC and the egg delivery may be found later in the newsletter.

Finally, for those of us who fish Montana's Madison River, some scary news emerged, but there is a happy ending.

Casting Instructors Needed!

Trout Unlimited is helping the City of Chandler put on a family friendly (spin) fishing clinic on Saturday, February 12 at Veterans Oasis Park. We need a dozen volunteers to meet at 7:30 AM at a tent next to the lake and answer participants' questions, hand out rods, and other fishing supplies and help them on the water if requested.
Climate Change: How Can You Help?
It’s a looming question:  What effects will a changing climate have on the coldwater resources we all respect and enjoy? Climate change, and the extent to which it is human-caused, is a divisive issue.  The Trout Unlimited Climate Change Workgroup respects the need to have an on-going conversation.  This workgroup’s goal is to develop an education and awareness program that speaks respectfully to everyone.  The conversation is based upon the scientific background provided by TU Staff and others.  As Trout Unlimited members, we are all concerned about the impacts to our coldwater fishery resources. With adequate scientific understanding, the Climate Change Workgroup is working to ask "How much risk should we accept?" and "Can we afford to risk the future of trout and salmon?" These are conversations we must have openly, honestly and ongoing.  

Three goals of the Climate Change Workgroup are:

  1. Raise awareness of climate change by communicating a consistent TU science-based message.
  2. Utilize TU’s nonpartisan outdoor sports people’s voice on adaption and mitigation issues.
  3. Build capacity and diversity within the organization via strategic partnerships.

The Fish Don't Know!!
By Most definitions, I would be considered a “minority” in several categories these days. As an African American, a.k.a. black guy, I’m a minority. Arizona native, quickly becoming a minority. Let’s just add fly fisherman……Wow! Stop the press. I think I just went to the front of the line!
Can I add in that I have a black owned (that would be me) fly fishing business? I don’t have a figure, but I know I just moved myself into another check box on some spreadsheet somewhere.

I know some black fly fishermen, but I know way more white fly fishermen. Many of you who know me, understand that black vs. white has not much meaning in my world. I can assure you that I don’t mind the numbers difference as long as you all continue to call me for the next good fishing trip. Heck, I’ll probably offer to drive.

February is Black History Month. As already revealed, I am the black guy in the room, usually the only one. So how did the fly-fishing thing happen to me? I think I told that story last year, but really it's just about meeting good people at the right place and time and being invited to give it a try. In TU we talk about Diversity and Inclusions. Well worth talking about, but don’t get too far into the weeds. I will tell you that a friendly smile and greeting will often lead to both diversity and inclusion.  I just call it being a quality human and generally nice person. When we are little kids, everyone is somewhat equal. We play with the boy or girl next door because they are nice and fun to hang out with. Not because of whatever ethnic group they come from. For some reason as we get older, there is a shift, and we tend to drift apart. At this point in life, I like to keep my drifts to streams and rivers around the state.

As my business has grown and I get more exposure in the industry, I find that I get more and more offers to help with programs to bring diversity to the sport. Youth groups, old groups, all groups. I have no doubt that some of that is related to being black. However, I also fully believe it’s more about putting yourself out there and being willing to help. I don’t really care which category you come from. If you are interested in learning to fly fish, I am willing to help as much as I can.

So, let’s get back to what I really like to talk about, which is fly fishing. I’ve said this many times, the fish have no idea if the person on the other end is black, white, or other. They don’t care. Good cast, good mend, good drift, and the result is still the same. Good catch! I am fortunate to fish in lots of great places around the planet, I just got home from Brazil, with many other great fishermen and women. I vote for less adjectives about which category we fall into and more great trips.

I’ll end with one of my normal offers. If you happen to be a non-minority and feel that adding a black guy to your next awesome trip would make you feel better, feel free to give me a call. I’m here to help!

Casting For Recovery UPDATE
Applications are now being accepted for Arizona's Casting For Recovery retreat at the X Diamond Ranch May 13-15, 2022. The application deadline is March 4, 2022!

Legislative Update

The 2022 legislative session began on January 10th. Gail Griffin proposed HCR2024 declaring the State to be opposed to the Biden Administration's 30X30 initiative. Members of the PPC have stated our objection to this Continuing Resolution via the Request to Speak (RTS) system. We also lodged our support for SCR1010 which states the value of outdoor recreation to Arizonans via the RTS. Nate and the PPC membership are meeting with AZ legislators during the 2022 Session. Camo at the Capitol will be February 3rd. TU and the AZ Wildlife Federation will both have booths with activities on the AZ Capitol lawn. Ed Sanchez - Legislative Liaison for AZGFD

At our December meeting, Ed Sanchez from AZGFD shared with us some of the Department's legislative priorities for 2022. Here are a few of the highlights:

He started with identifying the top 3 priorities for the Government Affairs Committee of AZGFD as follows:
1)   Ensure State & Commission authority,
2)   Approve the AZGFD annual budget, and
3)   Maintain relationships with State legislators, the staff of the majority and minority leaders, and committee members.

He spoke about the AZGFD's (Department's) fiscal 2022 budget and noted that there was $2.6 million for Habitat Improvements in last year’s budget and is hopeful the current year budget will have $1.4 million for drought contingency. The drought contingency money is targeted for a helicopter, truck and a trailer for hauling water, and for the purchase of sport fish. The AZGFD has an annual goal to deliver approximately 700,000 pounds of sport fish to 118 locations around the state. 

He noted that HR Bill No. 2408 passed unanimously on January 5, 2022 to continue the operation of the Department. The Department will be working through February 18, 2022 to complete the sunset review which is up for renewal every 10 years. (Governmental departments such as AZGFD must be approved every 10 years, or they are "sunset".)

A new AZGFD Commissioner will be appointed by the Governor in the February/March 2022 timeframe. 

The AZGFD legislative day is scheduled for Tuesday, February 22, 2022 at the Rose Garden near the Capital from 8:00 to 11:00 am with the 20-minute virtual event starting at 11:00 am. This year’s theme is “Drought”. 

He noted a few of the Department’s actions at the federal level as follows:
1)   Maintain relationships with federal and state legislators and tribes,
2)   The Department is hopeful that $82 million will be appropriated in the new budget for wildlife issues,
3) There are 3 key organizations the Department focuses on: 1) the Arizona delegation, 2) the House Natural Resources Committee, 2) and the Senate Energy & Natural Resources Committee.
4)   Maintain relationships with AWFA (Association of Fish & Wildlife Agencies),
5)  He believes RAWA (Recovering America’s Wildlife Act) is a good Act to get passed and support is building. The funding piece is in the Senate.
6)   Monitor the Infrastructure Investment & Jobs Act
7) Legislator Roger’s bill discounts hunting and fishing license fees for vets: the Department opposes discounting fees in favor of donated tags.
8) AZGFD provides a Legislative tracker every Friday during the session.

We are extremely grateful for the work done by AZGFD and for our on-going partnership.

Glenn Canyon Dam Adaptive Management Plan

Also at our December meeting, Jim reported on the Glenn Canyon Dam Adaptive Management Plan annual reporting meetings that he attended earlier this month. He mentioned the project promotes a healthy river corridor using dam temperature control devices, dissolved oxygen mitigation, bug flows, and warm water predators. He mentioned that the Spring Disturbance Flow which occurred in March 2021 had a very favorable impact on the Lee’s Ferry leaches, vegetation and bug life.

Upcoming Events

January Meeting, Thursday, February 10th at 7:00 PM: Our guest speaker will be Haley Paul. Haley is the Policy Director for Audubon Arizona. She will be sharing the organization's legislative priorities for the current session and how the AZ-TU PPC can collaborate with Audubon and the Western Rivers Action Network.

2022 PPC Strategy Summit, February 5 from 9:00 to 1:00: We will be holding our PPC Annual Strategy Summit on Saturday, February 5th. Our Keynote Speaker will be Trevor Baggiore, the Director of Water Quality at the Arizona Department of Environmental Quality (ADEQ). Trevor and his team will share with us what they learned in the process of drafting and stewarding the Surface Water Protection Act, which was signed by the Governor last summer; where they are in formalizing the Protected Surface Water List; how the Biden Administration's reversal of the Navigable Waters Rule and the return to the 2015 Rule will affect AZ; and what they see for the future of surface water in AZ. PPC Meeting Schedule Change

The PPC decided to move our meetings from the second Tuesday of the month to the second Thursday of the month to avert a conflict with the Arizona Flycasters Club meetings and allow our members to participate in both.
The AZTU Public Policy Committee (PPC) hosts a virtual meeting on the second Thursday of the month at 7:00 until 8:00 PM. If you are interested, please contact Tom Osterday at publicpolicychair@zanegreytu.org

2. the thrill and satisfaction of catching a fish using a fly you tied
3. to better match the prey that the fish is feeding upon
4. to be a better fisher by learning 'bugs'
5. IT'S FUN AND CREATIVE!

We will tie a Wooly Bugger, a Zebra Midge, and a Foam Ant, and maybe one more if time allows. All materials will be supplied.

What to bring: Reading glasses or magnifiers if you regularly use them.

A light lunch will be served.

The Arizona Sportsmen for Wildlife Conservation (AZSFWC) license plate fund is derived from the sale of wildlife conservation license plates and member organizations as well as non-member organizations are eligible to apply for those funds.
