The United Planning Organization (UPO) is committed to improving the lives of the District’s residents and bringing together thought leaders to address the City’s most pressing concerns. 

One of these is Digital Inequity, a problem that COVID-19 both laid bare and made worse. Addressing this crisis is key to UPO’s mission to help DC residents lift themselves out of poverty.

Senior Fellow – Government Studies Director | Center for Technology Innovation, The Brookings Institution
Dr. Nicol Turner Lee is an expert on the intersection of race, wealth, and technology in the context of civic engagement, criminal justice, and economic development. She researches public policy designed to enable equitable access to technology across the U.S. and to harness its power to create global change. At The Brookings Institution, she is a senior fellow in Governance Studies, directs the Center for Technology Innovation, and serves as Co-Editor-in-Chief of the TechTank blog on Improving Technology Policy.

Elizabeth Lindsey, CEO of Byte Back, was named one of The Root 100 most influential African Americans of 2019. Under her nationally recognized leadership, Byte Back has thrived as a dynamic nonprofit with a pathway of inclusive tech training that leads to living-wage careers. Lindsey is dedicated to helping people thrive in a digital society and to influencing a shift toward a diverse and inclusive tech sector.
LINDSEY PARKER
Chief Technology Officer | Government of the District of Columbia
Lindsey Parker is the Chief Technology Officer for the Government of the District of Columbia. She enables DC agencies to securely leverage technology to better serve residents, businesses and visitors. Parker has worked in the public and private sectors to support practical, innovative policies and engagement models to help urban centers find new ways to remain competitive, diverse, and innovative in today’s global economy. She previously worked in the cyber-security sector in various roles, including as the Director of Internal Communications at Symantec.

CEO | Clearly Innovative Inc., Luma Lab, Inclusive Innovation Incubator
Aaron K. Saunders’s life is devoted to helping people get ahead using digital technology. He is the CEO of Clearly Innovative Inc., where creativity and passion for cutting-edge technology transform visions into successful digital products. He also heads DC’s Inclusive Innovation Incubator, where Black and under-resourced entrepreneurs, technologists, and creatives have access to the financial, technical, and professional resources they need to build or grow a successful business or career.
