SARM encourages all rural residents to consider running for municipal council. Many RMs are experiencing vacancies on councils, and this presents an opportunity for individuals to get involved with the issues that directly affect daily life for the people in rural Saskatchewan.
| | Most of the hesitations people have about running for council have to do with outdated stereotypes and flat-out myths, such as not being an expert on municipal government, not having political experience, being more of a listener than a talker, or about the amount of time it takes to get involved. | | | To help dispel these stereotypes and myths, SARM has created the following video. The Rural Municipal Administrator Internship Program (MAIP) offers a unique opportunity for Class A or Superior A Rural Administrators to provide individualized training and foster professional competency in future rural municipal administrators by helping them attain the necessary competencies and required hours for their “Rural Class C certification” throughout the 52-week internship period.

Rural Road Classification Committee (RRCC)
The Rural Road Classification Committee (RRCC) represents SARM’s membership in the classification of rural roads. This Committee, established in 2000 as a joint effort with the provincial government and SUMA, allows members to submit change requests for road classification.

Michelin Price Increase
Please be advised that we have received notification from Michelin on an upcoming price increase to Canoe’s Michelin national account pricing effective June 1, 2025.
Specifics of the increase are still being finalized by Michelin but we are expecting the following based on category:
- 3% on Michelin, BFGoodrich, and Uniroyal Passenger and Light Truck tires
- 4% on Michelin & BFGoodrich Small Truck tires (17.5” and 19.5” rim sizes)
- 5% on Michelin & BFGoodrich Truck tires (including Waste, Construction, and Bus tires)
- 5% on Retread finished products
- 8% on Compact Line tires (ie. skid steer, backhoe tires)
- 8% on Material Handling tires (ie. forklift tires)
Note that Michelin has informed us that Michelin Snoplus products are not impacted by this increase at this time.
If you are looking to purchase inventory ahead of the increase, invoices need to be completed on or before May 31, 2025.

SARM HR Services Pilot Program
SARM is now offering Human Resources consulting services to members as part of a pilot project. We understand that this is a need for many RMs and we look forward to being able to offer advice and support on a wide range of HR issues. RMs in the pilot divisions (Division 2 and Division 5) are able to access services including advice on people issues, hiring, terminations, performance management, compensation, recruitment, retention, change management, conflict resolution, training, and many other HR related issues.
This pilot HR service is being offered through our partner MCQUEEN, who has a long-standing relationship with SARM and understands the unique needs and challenges facing rural municipalities. Together with MCQUEEN, SARM will work through this pilot to determine the optimal structure and scope for a permanent HR Service open to all SARM members. Feedback we receive through this pilot project from participating RMs will be crucial to this study.

Webinar: Upcoming Policy Changes - Fire Department Dispatch to MVCs

The Targeted Sector Support (TSS) Initiative is a cost-shared grant program that uses a portion of Municipal Revenue Sharing ($1.5 million per fiscal year) to support projects that strengthen municipalities’ core operational capabilities through increased regional cooperation.
Projects under this program are intended to assist in supporting more efficient and effective municipal service delivery, and enhanced governance and administrative capacity in Saskatchewan. Partnering municipalities can apply for up to 75 per cent on eligible project costs to strengthen their core municipal responsibilities.
Applications are now being accepted at any time of the year and will be reviewed on a monthly basis.

SPSA Seeks Young Leaders for New Youth Preparedness Council
The Saskatchewan Public Safety Agency (SPSA) is now accepting applications for a new Youth Preparedness Council (YPC). This council is designed for Saskatchewan students in Grades 8 to 12 who have a passion for public safety, emergency preparedness and community leadership.
The YPC provides a platform for youth to share their ideas, engage in collaborative projects and gain firsthand experience in emergency management and public education.
Selected members will serve on the council from September 2025 to June 2026. Members will be expected to participate in regularly scheduled virtual meetings that will consist of learning opportunities, project support and other collaborative activities.

SPSA Fire Ban Revised to Prevent Further Human Caused Wildfires
The Saskatchewan Public Safety Agency (SPSA) has expanded the provincial fire ban to include:
- All vacant Crown land;
- Provincial parks located within the provincial forest; and,
- The provincial forest, including the Northern Saskatchewan Administrative District.
The order placed earlier this month has been revised and the expansion of the provincial fire ban is effective as of 5 p.m. on May 26, 2025.

Crop Report for the Period May 13 to May 19, 2025
Seeding in Saskatchewan is nearly three-quarters complete with 72 per cent of crops now planted, which is an increase of 23 per cent from last week. This is a smaller increase than the week prior, which is largely due to rain delays in parts of the south and east regions of the province.

Payment Protection for Grain Producers
How Deferred Payments Can Leave You Without Coverage
The Canadian Grain Commission (CGC) regulates grain handling to ensure that Canadian producers receive fair compensation when they deliver grain to licensed grain companies. When a licensed company fails to pay, the CGC’s Safeguards for Grain Farmers Program uses the company’s security to pay you if your claim is eligible.
For your claim to be eligible, you must:
When you defer a payment to a date outside of program eligibility periods, you are also opting out of payment protection through the CGC.

Ship and Rail Compensation Canada
– Rail Fund
Do trains carrying crude oil pass through your municipality? If yes, the Ship and Rail Compensation Canada – Rail Fund is a resource you should know about!
The Rail Fund compensates anyone affected by major rail accidents involving crude oil.
Municipalities and residents can access compensation from the Rail Fund for damages that exceed the liability limit of the railway company involved in the accident. It includes all the following damages and losses:

- Clean-up costs
- Environmental reinstatement
- Property damage

- Loss of subsistence living and cultural losses
- Loss of hunting, fishing, and gathering opportunities for Indigenous People

The Rail Fund recommends that local leaders and first responders integrate claims preparedness and cost recovery into their emergency response plans.

Fisheries and Oceans Canada
Operating Safely in and Around Water: Navigating Legislation and Protecting
Fish and Fish Habitat
Fisheries and Oceans Canada’s (DFO) Partnerships team from the Ontario & Prairie region will be offering two targeted sessions for site managers and Heavy Equipment Operators engaged in work in or near water. It provides an overview of DFO’s key legislation, focusing on the responsibilities and regulations surrounding the protection of fish and fish habitat.
The session will introduce site managers and operators to common threats that fish and fish habitat face due to construction and excavation activities. Participants will learn best practices to avoid impacts to fish and fish habitat, thus ensuring compliance with the Fisheries Act and Species at Risk Act. Lastly, we will go over DFO’s project review process and provide advice on what types of projects should be reviewed by DFO prior to the start of any in water work. The same presentation and content will be delivered at each session.

Chicken Farmers of Saskatchewan
The Chicken Farmers of Saskatchewan have announced that applications are now open for its New Entrant Program, which offers a unique opportunity to have a new farmer join Saskatchewan’s growing broiler chicken sector.
Since its inception in 1966, CFS has been dedicated to helping family-run farms be sustainable for long-term success in the poultry sector. The program is designed to grow and expand the sector. As CFS continues to thrive, we are excited to offer this opportunity and look forward to welcoming the successful applicant.
The successful new farmer will benefit from a range of services, including educational resources and expert industry support to help with a smooth and successful transition into the sector.
Complete application packages must be received to the office of Chicken Farmers of Saskatchewan by 4:00 p.m. on Monday, June 2, 2025.

To celebrate the Mental Health Awareness Month of May, the Agricultural Health and Safety Network alongside the Canadian Centre for Rural and Agricultural Health and SaskAgMatters, hosted a webinar on Thursday, April 17, 2025, featuring Gerry Friesen – The Recovering Farmer, who shared his mental health journey in farming and tips for mental wellness in agriculture.
Drawing from his memoir, The Recovering Farmer, Gerry discussed how various aspects of farm life have influenced his mental health and shared practical strategies for achieving and maintaining wellness. Gerry is passionate about reminding us that 1) You are not alone 2) It’s more than okay to reach out for help and support 3) There is hope and there is relief.

The Barriers Project wants to hear from you!
Did you know that across Canada, women and gender minorities are drastically underrepresented in elected positions in local government? The Federation of Canadian Municipalities estimated in 2021 that 31% of elected officials were women and gender minorities and that number doesn’t grow significantly through each election cycle.
The Centre for Civic Governance has partnered with The Feminist Campaign School (FCS) to document the experience of women and gender minorities in local governments. We are learning about the barriers to doing the work, the great practices that make it more possible, and finding ways to improve the experience in every province and territory.
We want to hear from you!
Currently, we are seeking women and gender minorities who could spend up to 1 hour via zoom for a confidential one-on-one interview to share their experiences, identify challenges, and celebrate successes for phase two of our report.

Leaving a Legacy: let’s work together to identify the changes needed in your municipality to make the experience of serving in local government better for the next generation of leaders.

The Saskatchewan Broadband Action Committee (SBAC)
The Saskatchewan Broadband Action Committee (SBAC) is a cross-sector and community-based group of provincial, local, and Indigenous organizations, and networks. The Committee was formed through a collective concern over the issues and lost opportunities for all citizens related to broadband connectivity across the province. Our key focus is to assist with addressing long-standing issues affecting broadband connectivity; and advise and direct actions leading to a shared strategy, investment, and vision.

The Need for Change:
- Saskatchewan continues to receive the lowest per capita investment from the Federal Government.
- Persistent digital divide for individuals living on First Nations and in rural and remote communities.
- 53% of the province does not have access to broadband 50/10 high-speed.
- Saskatchewan is currently the only province without a provincial plan related to improving broadband infrastructure.
- A large portion of the Saskatchewan population lives in rural areas, where connectivity is a concern.
Call to Action:
As a committee we’ve outlined five key calls to action for the Provincial and Federal Government to develop of a Provincial Broadband Plan and receive greater investment in broadband infrastructure – outlined in the 2025 SBAC Briefing Note linked below.
To further our cause, our ask of you is to continue to raise this issue and ask questions with your local MLA and the Provincial Government. Together, we can achieve broadband parity for all Saskatchewan residents, regardless of address.
