Convention & Trade Show Registration

 

Registration for the 2025 SARM Annual Convention & Trade Show is now open. The deadline to register and/or make any revisions to your registration is February 28, 2025.

 

Please ensure that all members from your RM who wish to attend convention are registered by the deadline. Registration is not required for any RM employees who will only be attending the trade show.

Name badges for RM councils and administrators were mailed out earlier this month, based on the SARM RM Directory. Any SARM members attending the convention must bring their badge to the venue, it will act as a ticket which will be scanned upon arrival.

 

If you have registered additional/new attendees, their name badges will be available onsite. In addition, if a name badge requires updating or correcting, it will be done onsite.

SARM HR Services Pilot Program


SARM is now offering Human Resources consulting services to members as part of a pilot project. We understand that this is a need for many RMs and we look forward to being able to offer advice and support on a wide range of HR issues. RM’s in the pilot divisions (Division 2 and Division 5) are able to access services including advice on people issues, hiring, terminations, performance management, compensation, recruitment, retention, change management, conflict resolution, training and many other HR related issues.


This pilot HR service is being offered through our partner MCQUEEN, who has a long-standing relationship with SARM and understands the unique needs and challenges facing rural municipalities. Together with MCQUEEN, SARM will work through this pilot to determine the optimal structure and scope for a permanent HR Service open to all SARM members. Feedback we receive through this pilot project from participating RM’s will be crucial to this study.

HR Services principally provide rural municipalities with advice on people issues. Our HR Services team also works in collaboration with our Legal Services team to provide holistic advice and opinions on employment matters impacting RMs.


MCQUEEN is a boutique national professional advisory firm, committed to helping exceptional employers do exceptional work. Founded in 2007, MCQUEEN began as an HR consultancy and still offers many of those services today. Driven by a passion for people and building strong relationships MCQUEEN is proud to partner with SARM to offer HR services to rural municipalities in Saskatchewan.

MLDP Winter 2025 Modules

Registration Now Open


The Municipal Leadership Development Program (MLDP) is a series of modules or workshops developed exclusively for elected and appointed municipal leaders in Saskatchewan. The modules target specific issues of importance to urban, rural and northern municipalities. Mayors, reeves, councillors and municipal staff are able to benefit from this program that is designed to strengthen local government leadership.

Strategic and Financial Planning for Municipalities


This interactive and engaging session will see participants gaining insight into how to move from Thought to Action with tips and tools to make sure everyone is aligned and committed to common goals. This module will provide attendees with an overview of financial planning – the budget process, with a focus on where the money comes from. Learn about the relationship between assessment and taxation, tax tools, municipal borrowing and investments and an intro to asset management.

Municipal Economic Development Fundamentals


This module helps find answers to key questions about economic development – what is economic development, who are the players, what role can the municipality play and what are the returns? Agriculture Student

Scholarship

Applications Now Open


The Governments of Canada and Saskatchewan are pleased to announce that applications are now being accepted for the 2025 Agriculture Student Scholarship. There are four awards available: a grand prize scholarship valued at $6,000 and three runner up scholarships at $3,000 each.


This year's theme is solutions to challenges in agriculture. Scholarship applicants are encouraged to explore innovative farming practices, new technologies and creative ways industry can communicate with the public. The scholarship encourages applicants to share their personal perspectives on the future of agriculture in Saskatchewan.


Students are invited to submit a creative three-minute video or 1,000-word essay discussing solutions to challenges in agriculture. Scholarships will be awarded to Saskatchewan students in Grade 12 and/or recent high school/GED graduates entering agriculture-related post-secondary studies in fall 2025.

RIRG 2024 Clearing the Path (CTP) Statutory Declaration Reminder

RMs with a CTP Corridor


Reminder to submit your 2024 RIRG Clearing the Path Incremental Maintenance Statutory Declaration by March 30, 2025 using the online Statutory Declaration Form. 


This form requires completion annually to confirm that the Road Authority has maintained the Corridor(s) to a safe and suitable level as described in their CTP Incremental Maintenance Funding Agreement.


For all following CTP programs beginning in the 2025-26 program year, the Statutory Declaration shall only be accepted from January 1st to March 30th of each year.

Active Transportation Fund


The Active Transportation Fund supports the development and enhancement of active transportation networks to provide Canadians with the opportunity to safely and affordably reach destinations by active modes of transportation. A minimum of 10% of the Active Transportation Fund’s funding will be allocated to projects that benefit Indigenous populations and communities.


Housing, Infrastructure and Communities Canada understands the importance of shortening commute times for families, creating employment opportunities and promoting healthier lifestyles. To this end, funding will be provided to capital projects that involve new construction or enhancement of existing infrastructure that encourage travel by active methods, including sidewalks, multi-use paths and bike lanes.

Applications are currently being accepted through Housing, Infrastructure and Communities Canada’s Applicant Portal until February 26, 2025 (7:00 p.m. EST), while applications from eligible Indigenous applicants will continue to be accepted until April 9, 2025 (7:00 p.m. EST).

Community Rink Affordability Grant

Application Period


Applications for the 2024-25 Community Rink Affordability Grant opened on January 6, 2025.


Communities, First Nations, schools and non-profits are eligible and encouraged to register for the annual grant of $2,500 per indoor ice surface. The grant helps offset the costs of operating indoor skating and curling rinks in Saskatchewan.


The Saskatchewan government will double the program funding to $3.2 million starting in 2025-26, increasing the grant to $5,000 per rink.


The application period will run until February 28, 2025, and the grant is set to be paid out by March 2025.

Rural Transit Solutions Fund: Capital Projects Stream

Call for Applications


The Minister of Housing, Infrastructure and Communities Canada, Sean Fraser, announced the launch of the Rural Transit Solutions Fund’s Capital Projects stream intake under the Canada Public Transit Fund.


The Rural Transit Solutions Fund supports the development and expansion of locally driven transit solutions, by helping residents of rural, remote, Indigenous and Northern communities conduct their day-to-day activities, like access services, go to work, school, medical appointments, and visit loved ones.


Housing, Infrastructure and Communities Canada recognizes the diversity of Canada’s rural and remote communities and their unique transit needs. The Fund supports a range of public transit models including fixed-routes, on demand transit and micromobility services, such as e-bikes.

Under the Capital Projects stream, eligible organizations with at least two years of transit experience, including local governments working in partnership with experienced transit organizations, or a completed public transit feasibility study (dated after January 1, 2020) can apply for a federal contribution of up to $10 million. Organizations with less than two years of experience and no recent feasibility study may still qualify for up to $250,000 in federal funding. This funding helps cover the cost of capital assets, which includes purchasing vehicles and supporting infrastructure (e.g., bus stops and charging stations) for a transit system.


Applications for the Capital Projects stream will be accepted through the Housing, Infrastructure and Communities Canada’s Applicant Portal. Applications will be accepted from all applicants until March 4, 2025 (3:00 p.m. EST), while applications from Indigenous recipients will be accepted until April 8, 2025 (3:00 p.m. EST).

SCIC Program Deadlines

The following are upcoming important deadlines for the SCIC's Crop Insurance programs in the month of March. Please see further details below.

Crop Insurance

 

The deadline to apply, reinstate, cancel, or make changes to your current year’s Crop Insurance contract, including all crops to be insured, coverage levels, and price options is March 31, 2025.


Note: This deadline also applies to all Crop Insurance specialty programs (Vegetable, Commercial Vegetable, Fruit Trees, Wild Rice, Bee Mortality, and Honey Production).

SGI Public Grants Announcement

 

SARM has been in contact with SGI regarding the availability of grants to improve traffic safety within RMs. SGI offers a Provincial Traffic Safety Fund Grant program. Its goal is to stimulate and support local, collaborative action that will increase traffic safety awareness. 

 

The deadline for submissions for the spring intake is March 31, 2025.

SARM encourages its members to look at the program. In 2024, 28 RMs took advantage of the program with $310,828 in grants being provided. This program is a great initiative by SGI to try and reduce traffic accidents and make our roadways safer.

Targeted Sector Support Initiative

The Targeted Sector Support (TSS) Initiative is a cost-shared grant program that uses a portion of Municipal Revenue Sharing ($1.5 million per fiscal year) to support projects that strengthen municipalities’ core operational capabilities through increased regional cooperation.


Projects under this program are intended to assist in supporting more efficient and effective municipal service delivery, and enhanced governance and administrative capacity in Saskatchewan. Partnering municipalities can apply for up to 75 per cent on eligible project costs to strengthen their core municipal responsibilities.


The TSS Steering Committee will be accepting applications for funding until April 30, 2025.

With these changes, there will be new ID cards mailed out with new ID numbers on them. Here are the things that will be required once your cards are received:

 

  1. Effective March 4, 2025, update your pharmacy and your dentist with your new ID number.
  2. Download the new app “SK Blue Cross: Group” and re-register. (Apple | Android)
  3. If you use the online portal, visit www.sk.bluecross.ca/portal, click register, and follow the prompts.
  4. Save your new digital ID card to your Apple or Google Wallet.

Rural Municipal Administrator Internship Program (MAIP)

 

Step into the role of internship supervision and shape the future one-on-one! The Rural Municipal Administrator Internship Program (MAIP) offers a unique opportunity for Class A or Superior A Rural Administrators to provide individualized training and foster professional competency in future rural municipal administrators by helping them attain the necessary competencies and required hours for their “Rural Class C certification” throughout the 52-week internship period.

SCRWA Membership Registration for 2025


The Saskatchewan Rural Crime Watch Association is a grass roots non-profit association, that has been incorporated since November of 2020. The goal of the Saskatchewan Rural Crime Watch Association (SRCWA) is to advocate on behalf of our members and promote the creation of local crime watch groups in Saskatchewan. We provide support services and are striving to build a network across the province. 

 

Local rural crime watch groups are volunteers who serve as the ‘Eyes and Ears’ of their communities and it's about neighbours looking out for neighbours. They support law enforcement by reporting suspicious activity which aides in crime reduction and prevention. 

 

Please join us, in our effort to make Saskatchewan communities safer by becoming a member of the SRCWA, in one of two ways:

 

Full Memberships


  • Any local crime watch group/association with similar objectives to the SRCWA. 
  • Eligible to sit on the SRCWA Board, can nominate members to the board of directors, and vote in elections.
  • Can submit resolutions and vote on resolutions at the annual general meeting.
  • Must confirm that their Executive has had criminal record checks within the last six months prior to joining.

Associate Membership


  • person or entity other than a Local Crime Watch Association (Examples: municipalities, non-government organizations)
  • subject to restrictions and approval by the SRCWA Board

 

Both memberships provide access to communications from the SRCWA and access to signage that can be used in your community to help deter criminal activity. Members are also eligible to attend the AGM and receive additional communications from the SRCWA. 

 

The SRCWA kindly asks for your support by becoming a member. The annual membership fee is $50.00. Cheques can be mailed to the Saskatchewan Association of Rural Municipalities at 2301 Windsor Park Road, Regina, SK, S4V 3A4. Please click the link below to access the membership form. Program


Saskatchewan Crime Stoppers was pleased to welcome two new Coordinators in 2024. Coordinator Sgt. James (Jim) Flynn started in July and Assistant Coordinator Jennifer Short started in September. Both have transitioned well into their new roles managing the day-to day operations and promoting the program through community outreach initiatives.

Saskatchewan Crime Stoppers attended the SARM and SUMA Conventions, were present at 14 community events and met with representatives and officials at Rural, Urban, First Nations communities on 16 occasions to present and discuss the benefits of Saskatchewan Crime Stoppers. Sgt. Flynn also met with 10 RCMP detachments to collaborate with members on promoting the use of the program within their communities. 

 

The program continues to have a successful social media presence with unsolved crimes posted to our website and a following of over 50,000 to the program’s Facebook page with a solve rate of 50% for all crimes that are posted to the page.

Partnership Program

Mental Health Presentations


The Partnership Program is a unified effort. It consists of people living with mental illness, their family members, and mental health advocates. Each member shares important information in a one-hour, anti-stigma, public awareness presentation. The program has been studied by the Mental Health Commission of Canada to be a best practice in reducing stigma. What sets us apart is the contact-based education in our presentations. People with the lived experience of mental illness get to share their story of recovery.


Each presentation consists of three speakers:


  • People with Lived Experience – They share their story of recovery with schizophrenia and a range of other mental illnesses.
  • Family Members – They have a loved one who lives with a mental illness. They share their story of what that feels like.
  • A Mental Health Advocate – They share an overview of schizophrenia and other major mental illnesses, common stigmas, and share mental health

One2One Hearing and Respiratory Clinics


One2One Hearing and Respiratory clinics are provided by the Agricultural Health and Safety Network – of the Canadian Centre for Rural and Agricultural Health at the University of Saskatchewan.


Who are they for?


One2One Hearing and Respiratory Health Clinics are for Saskatchewan farmers/ranchers, their families and agricultural workers.


What do they include?


Participants have an opportunity to meet with a trained agricultural occupational health nurse in a confidential setting to address their health and safety concerns.


  • Blood pressure reading
  • Hearing test or lung function testing
  • Personalized screenings and assessments tailored to the specific hazards, risks and exposures associated with their specific agricultural work
  • Provide access to resources
  • Referrals to specialized care to optimize personal health and safety

The Government of Saskatchewan is providing $800,000 in annual funding to partner with Eagle Heart Centre in a new, five-space mental health group home for youth. Joe and Irene's Youth Home, which officially opened today in Regina, provides youth ages 12 to 18 with short-term residential care that includes 24-hour mental health and addictions support.

2025 Weed Inspector & Land Manager Workshops

 

SARM Plant Health Technical Advisors, through the Pest Biosecurity Program, are excited to host two, one-day workshops in April 2025.

 

Saskatchewan Ministry of Agriculture, Native Plant Society of Saskatchewan, and Weed Inspector representatives are joining to share valuable insights and conversations around a variety of topics including:


  • Modes of spread for noxious and prohibited weeds
  • The Pest Control Products Act (Sask.) and implications for pesticide applicators.
  • Invasive plant identification and resources available

Fisheries and Oceans Canada Learning Series


Fisheries and Oceans Canada’s (DFO) Partnerships team from the Ontario & Prairie region will be offering a learning series on DFO’s Organization and Legislation, Regulatory Review Process, Tools, and Forms/Information Requirements, and two targeted sessions for Heavy Equipment Operators and Site Managers.


These sessions will be hosted online through Microsoft Teams and will not be recorded and only be presented in English. 

Session 1: DFO’s organization, legislation and an in-depth review of the Project’s Near Water Website highlighting resources/tools available


Do you have a project that is taking place in or near water? This session is designed to provide an overview of the key legislation used during DFO’s Ontario and Prairie Region’s project review, and to walk attendees through DFO’s Project’s Near Water Website step by step (including the available resources/tools) before requesting a project review.

Session 4: Duty to consult


Overview of Duty to Consult, Information for Proponents – If your project requires an authorization/permit under the Fisheries Act/Species at Risk Act. A decision to issue an authorization requires DFO to address the Crown’s duty to consult with Indigenous Peoples when Aboriginal or treaty rights may potentially be adversely affected. This presentation will provide an overview of the duty to consult and accommodate, how this may affect review timelines and the role of the proponent during this process.

Operating Safely in and Around Water: Navigating Legislation and Protecting Fish and Fish Habitat



Two sessions will be offered for site managers and Heavy Equipment Operators engaged in work in or near water. It provides an overview of DFO’s key legislation, focusing on the responsibilities and regulations surrounding the protection of fish and fish habitat. The session will introduce site managers and operators to common threats that fish and fish habitat face due to construction and excavation activities. Participants will learn best practices to avoid impacts to fish and fish habitat, thus ensuring compliance with the Fisheries Act and Species at Risk Act. Lastly, we will go over DFO’s project review process and provide advice on what types of projects should be reviewed by DFO prior to the start of any in water work. The same presentation and content will be delivered at each session.
