Good afternoon, Yucca residents,




On June 10th, City Council approved a $1.46 billion budget for Fiscal Year 2026 aligning with Council's long-term goals of enhancing public safety, water services, and traffic management. This 1% decrease from the prior year's budget is comprised of a $710 million operating budget towards police, fire, parks, and libraries; a $478 million capital improvement plan; a $157 million contingency fund; and $115 million for debt services. Highlights can be found in the newsletter!


At this latest Council Meeting, Velma Teague Library was discussed again, leading to consensus for staff to provide mockups of options 1, 3, and 4. For those who do not know or have forgotten, Community Services provided a study from Glendale residents to collect the needs/wants of residents. From the information gathered, 4 options were provided:


0. Maintain Existing ($5 M)

1. Renovate ($17.65 M)

3. Redesign and move ($17.89)

4. Relocate to Promenade ($7.89 M)

There are three major impacts to this Velma Teague Library project: Cost, Timing, and Space.


Option 0 allows no improvements beyond reroofing (due to asbestos), HVAC fixes (due to rust and calcification), plumbing, and other essential requirements.

Options 1 and 3 comprise of rebuilding the library in 2026/27, however, the initial repairs would still be required in the meantime (with an approximate cost of $2.345 million) before it may be torn down and rebuilt. Option 4 would not require these repairs, as the Promenade is currently available.


The time to complete this project would impact those who utilize the library resources and engage in its' activities. Relocation to the promenade would be the quickest turnaround due to the building availability and limited repairs, option 0 requires significant work as forementioned, 1 and 3 require demolition prior to reconstruction.


Space is essential for people to engage in content, feel safe and motivated to return. Option 1 maintains what has been provided (same layout, same furniture, same lighting, parking, etc), while options 2 and 3 provides a new layout. Options 1-3 are kept within Murphy Park and utilize the same parking. Option 4 provides a new layout beside with the parking garage, and Murphy Park would be maintained as green space in Downtown Glendale.


With the time, effort, and funding of this project, I would like to ensure that we are learning and improving for the community. Although the Velma Teague Library is not within the Yucca District, it is still your tax dollars that will go towards the final decision. City Manager Kevin Phelps announced Colby Brandt as Chief of Police for the Glendale Police Department. Chief Brandt is a 28-year veteran of the department, most recently serving as Assistant Chief and Interim Chief, he has held leadership positions across every division of the organization.

“I’m honored to lead the exceptional men and women of the Glendale Police Department and serve the community where I was born and raised,” said Chief Brandt.

Budget Approval Highlights!

• Police Department: Officers will have access to real-time livestreams of emergency calls before they are dispatched. This technology improves response times and increases situational awareness for the first responders. Additionally, all police vehicles will be equipped with new speed detection technology to increase enforcement and improve road safety.


• Water Services Department: Upgraded water meters will be installed to allow automated readings and more accurate, timely water usage data.


• Transportation Department: Flashing yellow arrows will be installed at additional intersections throughout the city. The intersections with this type of signal phasing have proven to have a direct correlation to decreased left-turn crashes.


• Fire Department: Ongoing investment in modernizing fire facilities and enhancing the fleet to improve response times within the community.

  • Streets from Oregon Drive to south of Montebello Avenue, between 91st Avenue and 89th Avenue – Epoxy Fortified Acrylic Seal application is currently taking place.
  • Streets between Montebello Avenue and Cardinals Way, and from 89th Avenue to west of 87th Avenue – Epoxy Fortified Acrylic Seal application is currently taking place.
  • Montebello Avenue, between 87th Avenue and 91st Avenue – Epoxy Fortified Acrylic Seal application to begin June 28.
  • 87th Avenue, between Cardinals Way and Montebello Avenue – Epoxy Fortified Acrylic Seal application to begin June 28.

 

  • An Epoxy Fortified Acrylic Seal is a surface treatment that Glendale is seeing for the first time. It is just like a regular sealcoat surface treatment, except for a slightly different chemical makeup. Cure times, on-street parking restrictions, and resident notifications remain the same.
