Recap of the City Council Meeting 05-06-26


Present: Kaminski, Small, Scheib, Buckingham, Hollenbeck.


Approved minutes from the Council meeting on 04-15-26 Ayes: Kaminski, Buckingham, Small, Hollenbeck. Nays: Scheib. A motion to amend the minutes by Scheib failed for lack of a second.


Commissioner Kaminski Approved Accounts Payable: $213,569.35. Largest expenses were City of Ottawa E-911 annual dispatch contract $111,000.00. Rugged Depot – MFPD Vehicle Equipment - $22,925.00. Blue Cross Blue Shield – Health Insurance - $35,839.25. Etscheid & Duttlinger – Engineering $27,415.00. Renwick & Associates, Inc. – Engineering - $16,390.10. Ayes: Kaminski, Small, Buckingham. Nays: Scheib. Approved payroll - $88,623.67. Ayes: Kaminski, Small, Buckingham, Hollenbeck. Abstained: Scheib.


Commissioner Small – Commissioner Small addressed ongoing issues at the park involving local youth. State police and parents have been involved in handling the situation, and several individuals have been prohibited from returning to the park.


Commissioner Scheib Lincoln Street has been blacktopped. The resolution to adopt a rain barrel program was tabled pending additional information. Scheib read a statement from Jennifer Hughes Wheaton expressing support for the initiative. Scheib stated that the weekly E-newsletter should be paused after an individual was identified in a recent edition.


The full City Council meetings are publicly available by video recording on the City's Youtube channel. The E-Newsletter is available to anyone to read via email subscription, social media on the City's official Facebook page and on the website for an archived edition.


Commissioner Buckingham Approved a resolution to purchase a new Vactor truck for public works. The truck is replacing the 2004 model that is in need to 20 to 50k in repairs. Cost of the truck with a 5-year maintenance agreement is $712,819.25. Unit is being financed through OSB at 4.39 percent interest payments are 7k a month for seven years. Ayes: Kaminski, Small, Scheib, Buckingham, Hollenbeck. Approved GIS Mapping agreement with Advanced Information Mapping Systems in the amount of $49,373.00. Ayes: Kaminski, Small, Scheib, Buckingham, Hollenbeck.


Approved 2026 Water Protection Plan for the North System with Fehr Graham $23,500.00. This is required by the EPA. Ayes: Kaminski, Small, Buckingham, Hollenbeck. Nays: Scheib.


Placed on file a flow monitoring proposal with Baxter Woodman for the Northside Wastewater Treatment facility - $14,614.00 Ayes: Kaminski, Small, Scheib, Buckingham, Hollenbeck.


City Clerk opened sealed bids for the sale of 209 Lincoln Street. One bid was received from the Marseilles Fire Protection District in the amount of $216,000.00. 2 bids were received for 142 Lincoln Street, the old police department. Marseilles Nursing Service 125k and the Marseilles Fire Protection District 130k. Bids were placed on file for further action at the next meeting.


Mayor Hollenbeck: Adopted a resolution regarding the City’s Application for Community Development Block Grant (CDBG) housing rehabilitation grant. NCICG advised that enough of the surveys have been returned so that we can proceed forward. Thanks to everyone who chose to participate and return their surveys. The City has submitted their request for a Designated Opportunity Zone for the census partial that runs from East Bluff Street north to I-80 and East of Rutland Street.

Adopted a resolution appointing Justin Krasowski Director and Ed Cavanaugh Deputy Director of Marseilles ESDA. Ayes: Kaminski, Small, Scheib, Buckingham.


Approved Special Events Permit for Illinois Motorcycle Freedom Run. Ayes: Kaminski, Small, Buckingham Scheib, Hollenbeck.

1,350 Cans of Tuna!


Marseilles Food Pantry: Note from manager Carolyn Claahsen, Thank you to the community! Maximilian collected 1,350 cans of tuna!!!! This year the most one person donated donated was 175 cans. There was even a lady coming all the way from Spring Valley because she saw it in the newspaper. Thank you again, this will last us a year when the food pantry does not have to purchase tuna. We are overwhelmed by generosity!

Commissioner Buckingham had the pleasure of welcoming the Marseilles Nazarene Church youth group, grades 5 through 11, during their visit to the Middle East Conflicts Wall Memorial. He answered questions about the memorial walls and the items displayed in the museum. Thank you all for visiting!

Marseilles Recreation Board 5/13


The Marseilles Recreation Board will be meeting on Wednesday May 13th at City Hall at 7 PM. Public attendance is encouraged to discuss the Stevenson-Danelson Excelon park and possible expansion.

VFW Motorcycle Show
