In 2025, CHFA Multifamily Lending was honored to serve the community by helping developers finance the new construction or preservation of 1,141 affordable rental housing units, with $160.6 million invested in loans.


We are excited to see more units produced or preserved in 2026 through the new bond cap available for multifamily projects. This year, $80 million in Private Activity Bonds (PAB) will be available for multifamily projects supported with federal 4 percent Housing Tax Credits that utilize CHFA’s Multifamily Lending programs.

CHFA recently supported Hilltop Senior Living in Boulder with $6.35 million in financing through its Sizeable Multifamily Affordable Risk Share Tool (SMART) funded through the FFB Risk Share program. SMART provides up to $6 million in permanent insured financing to projects with up to 40-year terms. CHFA was also proud to support the development with an allocation of $662,227 in state Housing Tax Credit and $1.7 million in federal 4 percent Housing Tax Credit in 2021.


Sponsored by Boulder Housing Partners (BHP), Hilltop Senior Living includes construction of a new apartment building and adaptive reuse of a former church. The development features 60 newly constructed one- and two-bedroom apartments serving older adults aged 62 and older with incomes ranging from 30 percent to 60 percent of the Area Median Income (AMI). There are 15 Supportive Housing (SH) units. The renovation includes community space for residents and an existing child care center.

meet the multifamily lending team: david foust

Davide Foust, CHFA headshot

This month, we’d like to introduce you to CHFA Multifamily Lending team member David Foust. One benefit of working with the team is their extensive expertise and technical knowledge.


David is a Commercial Loan Officer III. In his role on the Multifamily Lending team, he assists with creating guidelines, managing the application process, reviewing and analyzing applications, and making funding recommendations in each of the funding rounds for the Proposition 123 Equity and Concessionary Debt programs. He also works with developers and applicants to navigate the application and underwriting process and assists the underwriting team.



“I believe that so much in life starts with having a safe, decent, and affordable place to live. I’m proud of my work at CHFA building the Prop 123 Concessionary Debt and Equity Programs,” said David. “These programs will not only enable development teams to complete their financing to deliver thousands of affordable homes, but will also provide an avenue for residents to build wealth through the tenant equity vehicle.”
