CHFA recently supported Silver Cliff Duplexes in Silver Cliff with $1,537,515 in financing through its Small-scale Housing Permanent Loan program. The program provides up to $2.5 million of uninsured permanent financing for five- to 19-unit multifamily rental properties, often located outside of major metro areas.


Sponsored by Easel Solutions, the development will include four duplexes for a total of eight units serving families earning 80 percent to 100 percent of Area Median Income (AMI). The duplexes range from two to three bedrooms and include energy-efficient appliances, two assigned parking spaces, and lockable outdoor storage.

If you are considering applying for federal 9 percent Housing Tax Credits in the 2026 Round One Housing Tax Credit Application round, consider pairing with CHFA’s loan programs. CHFA’s Sizeable Multifamily Affordable Risk Share Tool (SMART) and Small Multifamily Permanent Loan (SIMPLE) programs offer you additional adaptability to meet the collateral needs of your project.

Sizeable Multifamily Affordable Risk Share Tool (SMART)


SMART provides $3 to $6 million in permanent insured financing for 9 percent Housing Tax Credit projects. The program features up to 40-year fixed rates and the lowest FHA mortgage insurance premium in the industry.

Small Multifamily Permanent Loan (SIMPLE)


SIMPLE provides up to $3 million in uninsured permanent financing for 9 percent Housing Tax Credit projects. With streamlined execution, you can get to loan commitment in as little as 60 days of summitting a complete application. The SIMPLE program now has the option of a 35- or 40-year term and amortization.

The deadline for a letter of intent for the 2026 Round One Housing Tax Credit Application round is December 1, 2025, with an application deadline of February 2, 2026. This month, we’d like to introduce you to CHFA Multifamily Lending team member Josh Meyer. One benefit of working with the team is their extensive expertise and technical knowledge.


Josh is a Loan Officer III, Underwriting. In his role on the Multifamily Lending team, he underwrites CHFA multifamily loans, presents project loans for approval, and coordinates and assists during the loan commitment and closing process.
