Of the estimated 29 billion gallons of water used daily by households in the United States, more than 8.5 billion, or 30 percent, is devoted to outdoor water use. In dry climates, a household's outdoor water use can be as high as 60 percent. The majority of this is used for landscaping. In fact, it is estimated that the average American home consumes 58,000 gallons of water outdoors each year, mostly for irrigation.

The HRC provides assistance to residents with discrimination complaints and landlord-tenant disputes. The HRC also provides outreach and public education, landlord-tenant counseling, housing discrimination investigation, mediation and legal services.

A community reception for new City Manager Stephanie DeWolfe will be held from 5:30 p.m. to 6:30 p.m. Wednesday, November 15, 2017, at the Mayor's Conference Room in the Amedee O. Richards City Council Chambers.

After an extensive recruitment and interviewing many excellent candidates, the City Council selected Stephanie DeWolfe to serve the community as its new City Manager. Ms. DeWolfe was introduced at the September 20, 2017 City Council meeting upon approval of her employment agreement.

Ms. DeWolfe has nearly 30 years of experience in city services, particularly in planning, community development and services, and city administration. She has worked in both the Pasadena and West Hollywood City Manager's Offices in Assistant and Deputy City Manager functions, with outstanding qualifications and references from all past employers. Stephanie has been on a City Manager "track" in her professional career for the past five years, and most recently has been serving the City of West Hollywood as its Deputy City Manager since 2016, where she helped to oversee a staff of 225 employees and a budget of $134 million dollars.

Stephanie intends to fully engage with the community and hit the ground running. "I am excited to be part of team South Pasadena. I have always loved South Pasadena and I am looking forward to spending even more time in this wonderful community."

The public is invited to attend the reception, which has been scheduled before the regular City Council meeting on November 15, 2017. Refreshments will be served. No RSVP necessary.
City's Business License Tax Program and FAQs
The City is currently in the process of undertaking a comprehensive review of the Business License Ordinance to clarify existing ambiguities, streamline the application process and administration of business licenses, and simplify the existing rate structures.

On Monday, October 30, 2017, a Business License Tax Information Community Meeting was held to clarify the Business License Modernization Program, City Amnesty Program, and explain Franchise Tax Board Information. Residents, business owners, property owners, and the general public were invited to ask questions and receive clarification regarding the City's Business License function.

General Plan/Downtown Specific Plan Moves Forward

The General Plan/Downtown Specific Plan Update is nearing another milestone, thanks to the hard work of many members of the community who have attended focus group meetings, the Visioning Charrette, and those who submitted responses to the survey.
 
On November 8, 2017, the City Council and the Planning Commission will hold a joint meeting to review the draft documents, and to provide staff with direction to begin the development of the Environmental Impact Report (EIR).  The meeting will begin at 7:00 p.m. in the City Council Chambers.
 
In the meantime, the public can review and comment on the working drafts portions of General Plan and Downtown Specific Plan at  www.plansouthpasadena.org/outcomes.html .
 
There will be more opportunities for public involvement once the EIR process begins early next year.                                                
Taste of South Pasadena

This family- and beginner-friendly ride will feature pit stops at local eateries to sample food, with a chance to win raffle prizes from South Pasadena businesses, and park at the free bike valet at the City of South Pasadena's famous Farmer's Market. All participants will receive a FREE raffle ticket! This event is a soft launch for the Bicycle Friendly Business District pilot project in the San Gabriel Valley. Special Council Meeting 
Tuesday, November 21, 2017
On May 25, 2017, the Los Angeles County Metropolitan Transportation Authority (Metro) selected the Transportation System Management/Transportation Demand Management Alternative as the Locally Preferred Alternative for the State Route 710 (SR-710) North Project. In doing so the Board has also made approximately $1 billion available to pursue mitigation projects in lieu of the Tunnel Alternative. Affected cities, including South Pasadena, have been asked to develop a list of projects that could qualify for funding. Please join us for a Special Council Meeting on Tuesday, November 21, 2017, at 7:00 P.M. in the City Council Chambers to discuss the proposed project list and adopt the final project list to be submitted to Metro for their consideration.

Holiday Tree Lighting at Farmers' Market

Thursday, November 30, 2017 
Celebrate the joy, excitement and beauty of the season at the annual Holiday Tree Lighting, presented by the South Pasadena Chamber of Commerce. This fun, family event will take place on Thursday, November 30, 2017 at the South Pasadena Farmers' Market, from 4:00 - 7:00 pm, and is a great kick-off of the holiday season.    
 
Festivities will begin at 4:00 pm, with a wide array of musical entertainment and activities.  Keep an eye out for Santa Claus's grand entrance and the chance to visit and take photos with him.  (Can't make it that night?  Not to worry! Santa will be at the Market again on Thursday, December 7, from 4:00 - 7:00 pm.)  The South Pasadena Historical Museum will be decorated for the holidays and will have seasonal treats for visitors, courtesy of the South Pasadena Preservation Foundation.  Watch the highlight of the event as the mayor "flips the switch" and the tree will light up!  Dozens of lights and other colorful décor and the very special kids' ornaments will certainly be a breathtaking sight! 
 
The South Pasadena Farmers' Market will be well stocked with seasonal produce and flowers for your holiday table.  You can also order your holiday turkey or roast, and have a tasty dinner at one of our many food vendors.

Human Rights Center Contract Renewal
Under a contract renewal with the City, the Housing Rights Center (HRC) is expanding its services in South Pasadena with comprehensive fair housing programming.

Eddie Park House Receives Much Needed TLC
 
 
 
 
 
 
 
 
 
 
The Eddie Park House, constructed in 1910 by Edward C. Eddie, has received a much needed interior renovation. Designated as Cultural Heritage Landmark #32, the house has been brought back to its original roots and received interior renovation. The year-long project included abatement of lead, mold and asbestos, painting of the first and second floor, new flooring and baseboards in the restrooms, new kitchen cabinets and flooring, re-staining the quarry tile in the sun room, and new flooring in the main room. The original oak-paneled living room and the coffer ceiling beams remain in its original format that highlights the history of the house. Garfield Reservoir Open House and Water Facility Tour Turn Out
On Saturday, October 21, 2017, the South Pasadena Public Works Department hosted an open house at Garfield Reservoir, the City's l argest reservoir in the water system. Garfield Reservoir construction is nearing completion and the open house allowed residents the opportunity to tour the new facility and hear about the project. The open house was followed by a bus tour of Wilson Reservoir and Graves Reservoir. This even t allowed residents to learn about  the South Pasadena water supply, production and distribution system.

The Water Conservation Rebate Program is Growing 
Have you been looking for ways to save more water around your property? There are several new rebates being offered to help you do just that: 
 
1) High efficiency toilets (1.28 gallons per flush or less
    to $100 for installation ($50 for additional toilets).
$100/toilet + up
2) Drought tolerant plants maximum $400
3) Drip conversion maximum $150
4) Shower heads (2.5 gallons per minute or less) $25 each (3 max)
 
The City will soon offer a turf removal rebate program ($1 per square foot up to 1,500 square feet). Details are still being finalized, so check the website for updates.

SPEF and the South Pasadena Arts Council (SPARC) are teaming up to sell 300 retired local city street signs. This joint project, "Pathways to Art," will raise money to advance the arts within our community. These signs were generously donated to SPARC by the South Pasadena City Council.

87 new signs including Chelten Way, Diamond Avenue, Fair Oaks Avenue, Fremont Avenue, Huntington Drive, Marengo Avenue, Meridian Avenue, Milan Avenue, Mission Street, Monterey Road and Ramona Avenue. Funds will support SPARC's arts programs, public art in the community, and SPEF's efforts to enhance arts education in SPUSD.

Our program is SOLD OUT! If you are interested in being placed on the wait list, please contact the Recreation Division (626) 403-7380.  This program is for 1st - 5th graders only, and the weekly fee is $80.  If you have any questions please refer to our Program Handbook .
Winter Break Specialty Camps 
 
During the Winter Break, the Recreation Division will offer half-day specialty camps. Morning camps are held from 9:00 a.m. to 12:00 p.m. and afternoon camps will be from 1:00 p.m. to 5:00 p.m.

Hogwarts Camp: Perfect your magic skills in this interactive, creative, spell-binding class! Find out which house you belong to and learn how to make potions, use your wand, identify creatures, and more! Witches and wizards of all ages will graduate the Academy with the supplies and skills to use their magic for good.  Ages: 5-13

Chem Kidz: Chemistry is amazing! Conduct physical and chemical experiments and learn what makes them work. Make your own desiccators and Elephant Toothpaste, grow copper sulfate crystals, and get ready for an instant snowstorm! All reactions are done outdoors and students wear protective goggles.  Ages: 5-13

Techkidz: Stop Animation Motion: Have a blast with Stop Motion Animation using clay, Legos, whiteboards, cutouts and more! Storyboard ideas, develop plots, and create unique characters as you bring inanimate objects to life! Each student receives a copy of the collaborative class work at the end of the session. Ages: 6-13

Creative Sculpture: Students learn how to make figurines, mosaics, multi-media sculptures and more while they learn about famous sculptors like Jeffrey Koons, Kenneth Price and Walter Furlan! We teach the principles of sculpture, and allow students to explore with various media. Come join the fun! Ages: 5-13

Each camp is $145 for the week.  If you are interested in enrolling your child in both morning and afternoon camps, staff will be onsite to supervise the children between 12:00 p.m. and 1:00 p.m.

Sewer Rehabilitation and Replacement Project
As part of a city-wide initiative to replace aging sewer lines, the Public Works Department contracted with several companies to rehabilitate approximately 60% of the City's sewer system by the end of 2017.

By utilizing Cured-In-Place Pipe (CIPP) technology, the life of 272 sewer pipe segments, totaling approximately 83,600 lineal feet,  have been extended for another fifty years. 
 
In order to improve the effectiveness of this project, the Public Works Department would once again like to remind residents to ensure that their private sewer laterals are in good condition. Specifically, by hiring a professional to ensure each homes lateral is free of roots, grease, and other debris.

Breakfast with Santa 
Saturday, December 9,  2017 

Santa is coming to town! Our annual Breakfast with Santa event will be held on Saturday, December 9th from 9:00-11:30 a.m. at the War Memorial Building. This event is fun for the whole family! We will have crafts, music, and a tasty hot breakfast. Parents, make sure to have your camera ready, Santa will be available for photos! Please plan to arrive early; doors will close at 9:30 a.m.
 
Tickets are $15 per person, children under 2 are free. Everyone in attendance must have a ticket. Pre-registration will begin Wednesday, November 1, 2017, spaces are limited, you can register at the Recreation Division office at 815 Mission Street, Monday through Friday from 10:00 a.m. to 6:00 p.m. You can also visit our website www.southpasadenaca.gov/events   to register on-line.
