Legislative Updates

The 2026 General Session runs from January 20 to March 6, 2026, and attorneys are encouraged to stay informed and engaged. Attorneys may contact their individual legislators directly to share expertise and perspectives.


Below is some legislation the Bar is watching:


  • Addition of two Utah Supreme Court Justices and two Appellate Court Judges,


  • Changes to the JPEC time standards for Appellate Court Judges, and


  • Exploration of a new law school at Utah Valley University offering evening and weekend courses.

Have Your Say: Surveys on Well-Being, Safety, and AI in Law Practice

As the Utah State Bar begins the new year, licensees are encouraged to participate in several upcoming surveys designed to help guide the Bar’s priorities and services. These include a currently active follow-up survey on lawyer well-being, building on a 2019 study; a 20-year follow-up to the Bar’s landmark research on threats and violence against legal practitioners, launching in January and closing February 3; and a brief survey in March focused on the use of artificial intelligence in legal practice. Your participation is critical, as survey results will directly inform future initiatives, resources, and programming for Utah lawyers.

Update on Dependent Mental Health Coverage

At the end of December, the Utah State Bar announced an upcoming change to mental health benefits offered through Tava Health. While active lawyers, Licensed Paralegal Practitioners (LPPS), and members of the Paralegal Division will continue to receive six free mental health sessions as a benefit supporting their ability to engage in the practice of law, mental health services for licensee dependents will end effective February 1.



This decision followed a review of program costs and reflects financial limitations on extending dependent coverage. The Bar recognizes that mental health challenges affecting families can also impact a licensee’s well-being and professional performance, and encourages licensees to explore alternative family support through private insurance and other resources available on the Bar’s website.

Streamlining E-Filing & Court Record Access

Utah attorneys rely on two primary systems to interact efficiently with the courts: eFlex for electronic filing and service, and xChange for accessing statewide district and justice court records. To address common questions from practitioners, we have published a practical overview outlining how to set up and use both systems.


The guidance highlights key steps for creating eFlex accounts through certified Electronic Filing Service Providers, meeting technical filing requirements, and configuring payment and firm information. It also summarizes how to establish an xChange subscription for real-time access to case dockets, filings, and court activity. Used together, eFlex and xChange support timely filings, accurate case monitoring, and streamlined practice management across Utah’s courts. Get instructions here.
