Tributes Wanted for Magistrate Judge Wells

The Tenth Circuit Historical Society invites the legal community to contribute written tributes honoring the distinguished career and legacy of Judge Brooke Cotter Wells, the first woman appointed as a United States Magistrate Judge for the District of Utah.


The Society is preparing a commemorative PDF tribute and lunchtime presentation at the FBA's Boyce Seminar this fall. They hope to include stories, reflections, and memories from those who knew Judge Wells personally or professionally.


Whether you worked with her in court, learned from her as a student, or were inspired by her trailblazing example, we encourage you to share your thoughts. Tributes can be emailed to Dick Baldwin by June 15th.

What's New at the Bar?

Gov. Spencer Cox appoints Matthew J. Hansen to the Second District Court


Congratulations to Bar Commissioner Matthew J. Hansen for being appointed to

the Second District Court, filling a vacancy created by the retirement of Judge Noel Hyde.


Hansen also serves on multiple Utah Supreme Court advisory committees, including the Committee on the Rules of Criminal Procedure and the Committee

on the Rules of Evidence.

Annual MCLE Compliance


This is a reminder that all active-status Lawyers and Licensed Paralegal Practitioners (LPPs) in Utah must fulfill their Mandatory Continuing Legal Education (MCLE) requirements annually. The current MCLE reporting period runs from July 1, 2024, to June 30, 2025Compliance can be reported online as soon as the required hours are completed.

The Utah Supreme Court is seeking applicants for five committees:

  • Rules of Professional Conduct: Questions related to the committee's work should be sent to Stacy Haacke, stacyh@utcourts.gov.

Federal Court News

On May 11, 2025, the Administrative Office of the U.S. Courts (AO) will begin implementing Multifactor Authentication (MFA) to enhance system security for Case Management/Electronic Case Files (CM/ECF) and Public Access to Court Electronic Records (PACER). MFA provides an added layer of security to accounts by helping protect against cyberattacks that steal passwords, significantly reducing the risk of unauthorized access.

The announcement from PACER provides additional details about the upcoming MFA changes.
