GRC met on Tuesday for the final review of bills this legislative session

The Bar’s Governmental Relations Committee (GRC) evaluates bills and forwards its recommendations to the Bar Commission, which then determines the Bar’s official position: No Position, Support, or Oppose.


This legislative session has been one of the most demanding in recent years for the GRC, with an unusually high volume and complexity of legislation affecting the legal profession and the administration of justice. The most recent position on proposed legislation is in opposition to 

HB 366 S01 - Judicial Cases Distribution Amendments.


We are concerned about this bill's potential impact on the administration of justice and the orderly functioning of Utah’s courts. The bill proposes structural changes to how certain constitutional claims are adjudicated and establishes a contingent judicial framework that could alter existing procedures if the current three-judge panel statute is invalidated.


We have concluded that modifying judicial processes while related litigation remains pending could introduce uncertainty into the judicial system and affect the predictability and stability of constitutional adjudication.

We are pleased to host Justice Paige Petersen and State Court Administrator Ron Gordon for a dialogue about our most recent legislative session, the roles of the branches of government to cooperate and support one another, and the need for Utah’s legal practitioners to be aware of the many changes and developments in our state court system.

Questions will be synthesized and facilitated by our moderator, as time allows, during the CLE.
