The fACTs newsletter periodically provides information and resources to help Texas developers improve and enhance their programs. Originally targeted to developers participating in TSAHC's ACT program, we recently expanded the audience to include all developers in our network.

Expanding the Affordable

Housing Partnership

In 2020, TSAHC and Health and Human Services Commission (HHSC) established the Affordable Housing Partnership (AHP) with the goal of creating more housing for vulnerable Texans, specifically those who receive or are eligible for Medicaid Long-Term Services and Supports (LTSS).

The AHP program is administered through the Texas Housing Impact Fund (THIF), and provides zero-interest forgivable loans to build or rehabilitate affordable, accessible and integrated housing units within a development.

The program is currently limited to Dallas and Travis Counties, though we are working to expand to Bexar and Harris Counties in the future.

Development Spotlight:

Midpark Towers

TSAHC's Texas Housing Impact Fund (THIF) provides short and long-term loans to developers seeking to build affordable housing, with an emphasis on empowering local nonprofit builders. And, as mentioned in the article above, the Affordable Housing Partnership (AHP) is one of the many financing options available to developers through THIF.

Midpark Towers is one of the developments supported through the AHP in Dallas. This 202-unit development is currently being rehabilitated by Elizabeth Property Group, Betco Consulting, and the Dallas Housing Finance Corporation. Through the AHP program, TSAHC provided $375,000 in financing with a 10-year deferred zero-interest forgivable loan.

A total of five units at Midpark Towers will be set aside for individuals who are eligible for the Medicaid Long-Term Services and Support (LTSS) program. By supporting affordable communities like Midpark Towers, the AHP is creating affordable, integrated, and independent living options for Texans with long-term health needs.
