The Board of Directors authorized the advertisement for an Invitation for Bids for the construction of the State Route (SR) 210 Lane Addition, Pavement Rehabilitation, and Base Line Interchange project contingent upon the funding allocation from the California Transportation Commission.

This highly anticipated project includes three work components which have been combined into one construction package as all three are roughly within the same limits and have similar schedules. The SR 210 Lane Addition work proposes to improve SR 210 within the cities of Highland, Redlands, San Bernardino and unincorporated sections of San Bernardino County, with the addition of one mixed-flow lane in each direction within the median of SR 210, generally between Highland Avenue in the City of San Bernardino and San Bernardino Avenue in the City of Redlands.

SBCTA President Darcy McNaboe was joined by elected officials from the County, the cities of Adelanto and Victorville, and leadership from Caltrans District 8 to celebrate the commencement of the long-awaited widening of US 395. Fellow SBCTA Board Member and First District County Supervisor Robert Lovingood served as emcee for the ceremony held on April 16 th at the Adelanto Stadium.
One of the more complex projects facing SBCTA in the coming years is the demolition and construction of the Mt. Vernon Viaduct (Bridge) spanning between 2 nd and 5 th Streets in western San Bernardino. The current structure that traverses over the Burlington Northern Santa Fe Rail Yard is more than 80 years old and more than 1,000 feet in length.

Working with the City of San Bernardino, SBCTA is looking to replace the bridge, add turn pockets and sidewalks, address local circulation issues on either end of the bridge, and construct an intermodal facility in the City of San Bernardino – all while maintaining the historic look and feel of this long-standing monument in the city. In order to make all the standard improvements, however, some modifications to the BNSF yard will be necessary and crews will have to navigate around an ever-growing freight schedule that moves good to and from the rest of the nation.

The U.S. Department of Transportation’s Build America Bureau has finalized a direct loan of $225 million for the Interstate 10 Corridor Project, a critical step forward for one of the most highly anticipated regional transportation and mobility improvements in Southern California.

Construction will begin in early 2020 on the four-year project, which will include the installation of express lanes between the Los Angeles County line and Interstate 15.

The low-interest federal loan, which closed on Friday, is through the Transportation Infrastructure Finance and Innovation Act (TIFIA) and represents about one-fourth of the project’s overall $929 million anticipated cost. Additional funding is coming from a variety of local, state and federal sources.
The proposed Fiscal Year (FY) 2019/2020 Budget of $927 million is the largest the organization has ever considered, representing a 26% increase over FY 2018/2019 and 84% over FY 2017/2018. Influenced by project size and delivery schedule, the budget reflects a range of new activity, including numerous projects SBCTA will be moving into the construction phase of development. The I-10 Corridor Project – Contract 1, U.S. 395 Widening Project, the SR-210 Widening and Baseline Avenue Interchange Project, as well the new Mt. Vernon Avenue Viaduct in San Bernardino highlight the serious demands for transportation investment. Additionally, the Redlands Passenger Rail Project will also begin its initial construction phase.

However, SBCTA recognizes there is an opportunity to convert the power generator to an alternative propulsion technology in an effort to produce a zero or low emission vehicle that could run on existing heavy rail infrastructure thus reducing air quality impacts while maximizing the use of our existing rail infrastructure. If achieved, these vehicles could be one of, if not ‘the’, first-of-its-kind in North America.
The SBCTA Board of Directors received a budget presentation from its Chief Financial Officer at the May 1st Board meeting.  The budget process takes into account established Board priorities and short term goals, and how those integrate with the agency’s long-term goals guided by voter-approved Measure I.
