Traffic congestion relief in Redlands took a step closer at the SBCTA Board of Directors September meeting. The SBCTA Board approved the awarding of a construction contract for the Interstate 10 University Street Improvement Project. The $3.1 million construction contract was awarded to SEMA Construction Inc.

The I-10 University Street Project proposes to widen the interchange’s westbound on-ramp and eastbound off-ramp, and re-stripe University Street to add turn lanes from Citrus Avenue to Central Avenue to improve traffic operations and reduce congestion. The project also includes adding ramp metering on the westbound on-ramp, signalizing the I-10 ramp intersections, modifying the existing signal at University Street and Citrus Avenue intersection, and constructing a retaining wall at the eastbound off-ramp.

The project looks to improve this eastern gateway to the City of Redlands and will ease traffic for commuters to the University of Redlands, as well as Redlands High School. Final design for the project was approved earlier this year and construction looks to begin early 2021, with project completion by Fall of 2021.  
Rail access to Ontario International Airport (ONT) has long been a goal to increase public transit options to ONT and provide incoming ONT passengers more access to San Bernardino County and the greater Southern California region. The SBCTA Board of Directors believes the solution is to look underground. At their September 2nd meeting, the SBCTA Board approved a Memorandum of Understanding with ONT for the development of a tunnel connection between the Rancho Cucamonga Metrolink station and ONT.
This month, the Board approved a Grant Agreement between SBCTA and the California Department of Transportation (Caltrans) for SBCTA to receive $537,377 for the development of a Comprehensive Pedestrian Sidewalk Connectivity Plan – Phase II (Plan).

In February 2019, Phase I of the Plan was completed. The main goal for Phase I was to reduce current duplicative efforts by multiple staff at the regional and city level in implementing systematic sidewalk projects. Through the process of completing Phase I, it was determined that additional data beyond the initial scope of work was warranted and that valuable information could be collected in a Phase II along the same 17,000 miles.
Addressing Racism Added as an Element to the Countywide Vision
As a key partner of the Countywide Vision, SBCOG together with San Bernardino County, have added an element to the Countywide Vision Plan that includes collaborating to address the effects, impacts, and prevention of racism.

In June, the San Bernardino County Board of Supervisors passed a resolution affirming that racism is a public health crisis that results in disparities in family stability, health and mental wellness, education, employment, economic development, public safety, criminal justice and housing. Since the adoption of the Vision in 2011, working groups within many Vision elements have collaborated and worked toward new processes and programs in an effort to fulfill the promise of the Vision.

Adding the element of collaborating to address the effects, impacts, and prevention of racism to the vision, will ensure participation in the discussion by key stakeholders, such as the incorporated cities and towns, non-profit groups and non-governmental organizations. In addition, an Ad Hoc Committee will be created to examine policies and practices, through the lens of equity, currently within SBCTA and SBCOG and to work with staff to identify policies and practices that can be improved upon and to identify solutions.
