SBCTA Takes a Look at SB1 and the Possible Repeal
At the July Board of Directors meeting, staff presented
information about the
potential impacts of an
SB1 repeal. While plans for allocations and awards made to date have not been discussed at the State level, SBCTA staff is speculating that the impacts would be noticeable.
Reversing the legislation that introduces new transportation dollars to local agencies for local streets and road repair could stall some project delivery as it removes more than $60 million annually for these projects in San Bernardino County. In addition, benefits like the stabilization of programs such as the State Transit Assistance Fund and the State Transportation Improvement Program (STIP) may revert back to conditions prior to SB1. For example, the California Transportation Commission staff has indicated they would likely return to a deprogramming exercise in the 2020 STIP, as has been common in the recent past; couple that with the loss of future formula allocations to SBCTA in the Local Partnership Program and the ripple effect expands.
Recent competitive awards are not expected to be immune to the concerns expressed above. Staff has assigned a medium to high risk to $210 million of the $460 million competitively awarded to San Bernardino County agencies. The balance is in a low risk category, with the majority of this being allocated to the I-10 Corridor Contract 1 Project. The designation of 'low' is because the bulk of the funding for that project is from federal sources that have been combined with SB1 revenues.
Future competitive awards may also feel the effect as SB1 dollars may be slated as matching resources for federal grants. SBCTA staff was contemplating the submittal of a federal Better Utilizing Investments to Leverage Development (BUILD) application for the widening of a portion of US395 in the High Desert, but it was decided to defer the application as the absence of those matching dollars could affect other priority projects already planned for implementation.

SBCTA Highlighted at the Esri User Conference
SBCTA was showcased at this year's Esri User Conference (UC) Map Gallery in San Diego, CA. SBCTA's work with the Redlands Passenger Rail Project (RPRP) was highlighted in the category for its reference map. RPRP is a progressive regional transportation project designed to connect residents, businesses and visitors to a variety of leisure, education, healthcare services and other destinations. This nine-mile rail project provides new transportation choices through the implementation of a new rail service that integrates conveniently with other modes such as auto, bus and bicycle.
With more than 18,000 attendees, the Esri UC is the destination of choice for international technology experts, scientists, educators, business executives, and Geographic Information Systems (GIS) users from every discipline seeking to transform their organizations through the most powerful GIS and mapping platform. It was an honor to have SBCTA highlighted for its efforts with the Redlands Passenger Rail Project at this year's conference.

Santa Fe Depot Centennial Celebration
The City of San Bernardino and the San Bernardino History & Railroad Museum are joining SBCTA to commemorate the centennial of the historic San Bernardino Santa Fe Depot with an event on Saturday, July 21st.
The Santa Fe Depot as we know it today was opened 100 years ago on July 15, 1918. The original building that stood in its place was first built in 1886, but the wooden structure was destroyed by fire in 1916. The current steel and concrete building we see today replaced it two years later.
While once a bustling transportation center, passenger rail service declined throughout the country with the advent of the car and interstate system. So, too, did the Depot. The building fell into disrepair and was closed by the 1990's. The City of San Bernardino and SBCTA, then known as SANBAG, joined in a $15.1 million rehabilitation effort in 2002. The building was restored to its former beauty and reopened in 2004. The building is listed in both the National and California List of Historic Places.
The centennial celebration will include a ceremony at 10 a.m. with local dignitaries, to dedicate a new granite marker commemorating the history of the San Bernardino Santa Fe Depot. Following the ceremony, community members are invited to the Depot and the History & Railroad Museum for an open house displaying photos and artifacts from the nineteenth century to today, as well as a classic car show, food trucks and rail cars from BNSF outside the Depot for attendees to enjoy.

Non-Motorized Transportation Plan
An amendment to increase eligibility and enhance opportunities for funding has been approved by the SBCTA Board of Directors for the San Bernardino County Non-Motorized Transportation Plan (NMTP). Addressing the conformity concerns to meet eligibility requirements of the State of California for local jurisdictions provides the member cities and towns of SBCTA a chance to compete more effectively for specific grants.
In order to maximize the potential scores regarding regional plan consistency, it was recommended to make the changes for a better opportunity to receive grant funds. By approving the amendment, this will permit inclusion of a project into the NMTP document, which would enable the projects from the members to be eligible for funding under the State's Active Transportation Program (ATP) and other related funding.

More SBCTA Projects Advancing to Construction
A major part of SBCTA's role in the county is delivering major transportation improvements that help people and goods move to and through the region. The SBCTA Board of Directors took action at the July Board meeting that advances that objective on a couple of more projects in the east valley. Construction Management teams were selected for the State Route 210 Base Line Interchange & Lane Addition project in Highland and the Mt. Vernon Viaduct project in San Bernardino.
These two much-anticipated projects will offer solutions to mobility, economic opportunity, and safety for these two communities that continue to see the demand for projects like these to make for a better community and a better commute.
The Board authorized the award of contracts to Jacobs Project Management Company and Biggs Cardosa Associates, Inc., for the respective projects. The teams will help SBCTA identify constructability concerns and manage delivery of the complex issues around major infrastructure improvements. Both projects are expected to see construction begin in the latter part of 2019.
