Draft Environmental Document for I-15 in Public Review Period through March 16
On February 15, 2018 SBCTA and Caltrans kicked off a 30-day public review and comment period for the I-15 Corridor Project Initial Study with Proposed Mitigated Negative Declaration / Environmental Assessment. This draft environmental document (DED) is available for review and comment through March 16, 2018. The notice and the DED (with supporting studies) are posted on SBCTA's website at www.gosbcta.com/i15corridor and a hard copy is also available at the agency office at 1170 West Third Street, Second Floor, San Bernardino, CA 92410-1715.

The I-15 Corridor Project is evaluating the addition of Express Lanes (3+ HOV or Toll) as the build alternative for the section of freeway between Duncan Canyon Road and Cantu Galleano Ranch Road in Riverside County. The proposed schedule anticipates final approval of the environmental document by mid-2018, with construction slated to begin in 2022.

Active Transportation Grant Connects Pacific Electric Trail with Metrolink Stations
At the March Board of Directors meeting, the SBCTA Board approved the award of a new contract to Sully-Miller Contracting Company for approximately $3 million. This contract is for the construction of a series of improvements at various locations in San Bernardino County to connect pedestrians and cyclists between the Pacific Electric Trail and Metrolink Stations.
This Metrolink Active Transportation Program (ATP) Phase 1 Project will use a grant of federal ATP funds to provide safe pedestrian/bicycle access, way finding signage, sidewalk improvements, high-visibility crosswalks, bicycle parking, and improvements to key corridors of the regional bicycle network to directly connect the Pacific Electric Trail to Metrolink Stations in the cities of Montclair, Upland, Rancho Cucamonga, Fontana, Rialto and San Bernardino.
Construction is expected to begin in late spring or early summer. Completion is slated for early 2019.

Redlands Santa Fe Railway Station Will Be Downtown Stop to Future Arrow Service
The SBCTA Board of Directors this week approved an amendment to move one platform at the future Downtown Redlands Station of the Redlands Passenger Rail Project (RPRP) to the historic Redlands Santa Fe Railway Station.
The Board approved amendments for additional environmental, design and other costs associated with relocation of the platform. The RPRP Downtown Redlands Station, located between Eureka and Orange Streets, consists of two platforms serving Metrolink and Arrow diesel multiple unit (DMU) trains. The two trains have different boarding heights which necessitate two platforms. The previous owner of the historic station and SBCTA were unable to execute an agreement on property acquisition, so previous plans for RPRP did not include using the historic Santa Fe Station. A new owner purchased the station in 2017 and requested that SBCTA and the City of Redlands work together to relocate the DMU platform to be immediately adjacent to the Santa Fe Station, allowing for the integration into the Downtown Redlands Station.
The Redlands Santa Fe Railway Station was built in 1910. The Classical Revival building was designed by Arthur Brown Jr., one of America's great classical architects who also designed the San Diego train depot, San Francisco's City Hall and the Coit Tower, as well as the Pasadena City Hall. The station is a City of Redlands Historical Landmark, State and County Point of Historical Interest and was entered into the National Register of Historic Places in 1991. Passengers will be able to board Arrow service at the historic Redlands Santa Fe Railway Station beginning in 2021.

SB 1 Planning Grant to Help Inventory Sidewalks and Trails in SB County
 As a part of the Road Repair and Accountability Act (SB 1) competitive grants programs, Caltrans has awarded SBCTA Sustainable Communities Transportation Planning Grant in the amount of $600,000. The grant was awarded for the development of a Comprehensive Pedestrian Sidewalk Connectivity Plan. The plan will develop a countywide sidewalk inventory database. The connectivity plan and its database tool will assist regional and local agencies in active transportation planning, decision-making and construction of priority sidewalk projects.
Throughout San Bernardino County, the physical infrastructure for walking varies widely from one city to another and within cities as well. Some of the newer communities have worked closely with developers to create walkable residential areas with an abundance of sidewalks and trails. Some older communities have the classic grid patterns with streets wide enough for both sidewalks and bike lanes, but not all have been consistently constructed. From a regional perspective, there is virtually no information, existing or planned, that addresses pedestrian mobility. By collecting sidewalk infrastructure data, SBCTA and local jurisdictions can begin to prioritize new projects and promote the cost effectiveness of these investments. Working with a consultant, SBCTA will complete the plan within 24 months.
